- a route along Johnston Street offers the more economicalalternative at an estimated cost of 180,000After discussion, the board asked the County Manager to communicate withthe Town of Smithfield to determine if the town will participate in the cost of thedrainage improvementsThe board asked the architect to study the drainage facilities improvementproposal and be able to make a positive recommendation to the boardCommissioner Howard Benton commented; andWHEREAS, he was a progressive farmer, a devotedhusband and father, a member of the Upper Black CreekPrimitive Baptist Church, an excellent neighbor and a tirelessfriend; andWHEREAS, he served the people of Johnston County asa County Commissioner from December, 1976 to December 1980;andWHEREAS, he served as a member of the AlcoholicBeverage Control Board from September, 1981 until his death;and rendered services in other public offices; andWHEREAS, we and the citizens of Johnston County havelost a great and dedicated friend;NOW, THEREFORE, BE IT RESOLVED, that the Board ofCommissioners take official notice of the passing of J ERogerson, and the splendid record of service rendered by himthroughout his many years as a citizen, a County Commissionerand Alcoholic Beverage Control Board member;
