August 4, 1986The Johnston County Board of Commissioners met in regular session Monday,August 4, 1986, at 10 oclock am, Commissioners Room, Johnston County Courthouse,Smithfield, North Carolina, with the following, members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMMembers Absent NoneAlso present Kramer Jackson, County Manager, and Eleanor N Creech,Clerk to the BoardThe Chairman called the meeting to order and the following business wastransacted1 MinutesThe Chairman asked if there were any corrections to the minutes of theJuly 7, 1986, board meeting There being no corrections, the Chairman declaredthe minutes stand approved as recorded2 Library Corner Lot - LandscapingThe County Manager advised the board the Smithfield Downtown DevelopmentCorporation has agreed to appropriate extra funds for landscaping the corner lotat the Public Library They have 10,000 for the project and hope to raise another5,000 The estimated cost is approximately 30,000; the county has budgeted 7,500,and the Town of Smithfield has budgeted 7,500 The Smithfield Downtown DevelopmentCorporation has also agreed to oversee the landscaping project if this is agreeablewith the boardAfter discussion, Commissioner Howard Benton moved the proposed landscapingplan for the corner lot at the Public Library be approved and further that theSmithfield Downtown Development Corporation be authorized to do the landscapingon behalf of the county subject to the approval of the Smithfield Town BoardCommissioner James W Cash seconded the motion which carried by unanimousvote3 Wendell Rescue Squad - Request Financial AidThe board discussed a letter received from the Wendell Rescue Squad datedJuly 15th requesting financial aid from the county to compensate for providingmedical and emergency assistance to residents living in Johnston County The letterstated about one - fourth of the squads calls and about one -third of the territoryis in Johnston CountyIn discussion, the board pointed out that Johnston County provides thesame type services in adjoining counties with no financial assistanceNo action was taken on this requestAugust 4, 1986 Continued4 Town of Kenly Request Funds for Park DevelopmentThe Town of Kenly asked the county to appropriate 7,000 to match Kenlysfunds for the first phase of development of a nine acre park purchased fromthe Department of Transportation at a cost to the town of 5,500 It was explainedthat engineering cost is estimated at 8,000; for a total cost of 13,500In discussion, Commissioner James W Cash suggested the Town of Kenlyapply for a recreation grant to use toward the development of this project5 Johnston County Correctional Unit - Funds Requested for Chapel Libraryand Counseling Room Visitation Auditorium?IR G Gurley Chaplain, Johnston County Correctional Unit met with theboard again to renew his request that the county appropriate funds for a ChapelLibrary and Counseling Room - Visitation Auditorium at the Johnston County Correct -ional Unit Mr Gurley told the board that the North Carolina General Assemblyappropriated 50,000 this year for this project and 7,000 has been raised bylocal churches; they anticipate more contributions from churches in this areaMr Gurley asked the county for 25,000 on an equal matching basis with thechurchesThe board agreed to consider this requestE6 Appointments - Council on Status of WomenCommissioner James W Cash moved that Norma Cochran, Smithfield, andMarty C Pope, Smithfield, be appointed to the Johnston County Council on theStatus of Women for two year terms; expiration date of July, 1988Commissioner Frank B Holding seconded the motion which carried byunanimous vote7 Department of Transportation - Additional Secondary Road ConstructionFundsDon Creech, Acting District Engineer, told the board that Johnston Countywill receive an additional 112,967 this year for the Secondary Road ConstructionProgram, this money generated from the states new gas tax and to be used forsecondary road improvements Mr Creech advised that the Department of Trans-portation has recommended this money be used in the following manner; stated this is a goldenopportunity to do something for the school system, new school s areneeded; recommends sales tax go to school system; industry looks atschools when considering locating in Johnston County;16 Sue Wood - Selma - suggested a compromise; give the schools someof the money, and if they prove good use of the money, maybe givethem some more;17 John Floyd - Principal - Four Oaks - stated Four Oaks has over 900students in two buildings on two floors; concerned about the safetyfactor; asked the board to give favorable consideration to schoolsirequest of sales tax money;18 Gerald Toler - Principal - Cooper Middle School - stated he has manyvisitors that come to see the school; schools are crowded; he endorsedthe levy of 12 sales tax and that 100 go to the Board of Educationto improve facilities in Johnston County;19 Ben Strifert - Principal - North Johnston High School - recommendsthe board Levy 12 sales tax and give- the schools 100 ; would liketo see new middle school in the county;20 Bill Parrish - Smithfield - former principal Smithfield Junior Highi- stated the State of North Carolina in order to increase teachersstandards requires teacher certification ; the results are better schoolsand better students; he endorsed the 12 sales tax levy and it becommitted to the schools, stating this will enable us to say we arecommitted to an adequate environment for learning for our students ;21 Sherwood Parker - School Board Member - stated I favor the taxand we need it all;9August 4, 1986 Continued22 Royster Martin - School Board Member - requested 12 sales tax bedesignated to county school system; and suggested to let the people voteon a bond issue;23 Roy C Coates - Smithfield - stated I commend all representation heretoday supporting a better school system ; he strongly favors the 12sales tax, however, stated opposition to what is happening to the tax-ing philosophy in our country today; stressed he dont like the politicsof the tax ;24 Hubert Radford - Pine Level - Mr Radford speaking again stronglyurged the board to give--1-0-07o of the 12 sales tax to the schools andasked for a show of hands supporting this endorsement; it appeared that100 of the delegation favored Mr Radfords recommendationThe Chairman asked if there was anyone else that wished to addressthe board at this Public Hearing No one else came forwardChairman Denning responded saying; this board supports the school system,we feel strong and want a good and even better school system in Johnston County;however, this board has not been asked to call for a school bond issue ; hefurther stated that a bond issue might have something to do with whether theschools get all or some of the sales tax moneyCommissioner Holding responded that it is encumbered upon school officialsto have an efficient school system; you are going to have to operate an efficientschool system ; he continued that he will support the tax; however, there isa limited amount of money and the county budget has to be balanced; he feelsthe county should use caution in borrowing money to build school buildingsAt this time, the Chairman declared the Public Hearing closed and regularsession resumedUpon a motion by Commissioner Howard Benton, duly seconded by CommissionerFrank B Holding and carried by unanimous vote, the following resolution wasadoptedA RESOLUTION LEVYING A ONE -HALF PER CENT 12J ADDITIONAL LOCALGOVERNMENT SALES AND USE TAX AND PRESCRIBING THE METHOD OFDISTRIBUTION OF THE PROCEEDS WITHIN JOHNSTON COUNTYWHEREAS, a public hearing was held on August 4, 1986 to consider thelevy of a one -half per cent 1 2j additional local government sales and usetax, and interested citizens presented their views to the Board of County Commis-sioners;
