Meeting of Board of Commissioners for Johnston CountyimJune 23, 1986The Johnston County Board of Commissioners reconvened in regular sessionMonday, June 23, 1986, at 7 oclock pm, Commissioners Room, Johnston CountyCourthouse, Smithfield, NC, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMIMembers Absent NonelAlso present Kramer Jackson, County Manager and Budget Officer,Eleanor N Creech, Clerk to the Board, and W R Britt, County AttorneyThe Chairman called the meeting to order and the following businesswas transacted1 County Asked to Contribute to Auditorium Building FundDr John Tart, President, Johnston Technical College, Mrs Lena Holt,Technical College Board of Trustee member, and leaders of the auditorium buildingfund, met with the board seeking county funds toward the construction of theproposed auditorium Dr Tart told the board the auditorium and adjacent Libraryproject combined is estimated to cost approximately 33 million dollars He continuedthe Technical College has 24 million dollars to put on this project, approximately1 1 million appropriated by the North Carolina General Assembly and 15 millionin pledges from individuals and corporations, they estimate that 10 of the pledgeswi I I not materializeDr Tart stated to the Board of Commissioners the Technical College Boardof Trustees agreed to ask the county for 150,000 a year for three years forthe auditorium building projectSeveral people responding stated, with the number of pledges committedthey feel like the people of the county have expressed their views and desirefor an auditoriumChairman Denning assured this group the board would consider this requestand , be as kind as possible 2 Landfill Fees Discussed Commercials HaulersWarren Grimes of Trash Collection Service, Smithfield, a group of commercialhaulers, and representatives of Channel Masters, K R Edwards Tobacco Company,Overton Corporation, Chicopee, Carolina Pottery, Data General and Cutter Laboratories,met with the board regarding the proposed 140 per cubic yard dumping feeconsidered for commercial haulersMr Grimes related the commercial haulers are not opposed to a fee, butasked the board to consider holding off on charges for another year; collectmore reliable data to base charges on and make these charges on an equitablebasis He continued this group feels that everyone dumping at the county landfillIshould pay; not single out the commercial haulers It was stressed that landfillfees for commercial haulers would have to be passed on to the customer9The county manager reported on landfill fees charged in neighboringcountiesAfter much discussion, the board agreed to give this matter more studyand consideration before taking action to impose fees at the county landfill3 School Budget DiscussedQ K Wall, Associate School Superintendent, Fred Bartholomew, DwightHinnant and John Floyd, school principals, met with the board asking that thecounty consider giving the Board of Education at least a 10 increase ratherthan the 7 increase proposed in the 86 -87 budget Mr Wall and the principalstold the board in order to maintain the same level of operation as this yearthe school sytem needs at least an additional 300,000; because of a shortfallin anticipated revenues and cutbacks in federal funds , and less fines and forfeiturescollected than anticipatedMr Wall closed by saying; the school system is not wasting funds ,lwe are operating at top efficiency June 23, 1986 ContinuedBarry Godwin of Pine Level, urged the -
