cost factorsannually for one million dollars limit 89,499; 500,000 limit 66,259The County Manager also gave a report on the countys insurance coverageand annual cost4 Carolina Power and Light RepresentativeDon Riddle, representative from Carolina Power and Light Company, attendedthe board meeting in case the commissioners had any questions concerning theShearon Harris Nuclear Plant The board members were invited to come to the plantfor a tour should they have concerns5 Contracts - County Bid ProcedureArthur Creech, heating and air conditioning contractor, asked the boardhow the county accepts bids for various county jobsThe county manager explained the county follows the bid procedure asrequired by law; and on many jobs architects are required; the architect followsbid requirements; handles the advertisements and accepts the bids on behalf ofthe Board of County Commissioners; if an architect is not required; requests forbids are advertised and received by the county manager67 Board Offers Condolence to Family of Colonel Paul E JohnsonCommissioner Howard Benton moved -the Board of County Commissioners offertheir deepest sympathy and condolence to Mrs Paul E Johnson and family inthe loss of Colonel Paul E Johnson, Chairman, Johnston County Airport Authority,and that the following resolution be adopted IRESOLUTIONPaul E Johnson, Jr, died unexpectedly on June 12,1986 He was born on June 24, 1918 After graduating from FourOaks High School in 1936, he attended North Carolina StateUniversity Service in the United States Army Air Corps followedHe was commissioned as a Second Lieutenant in June, 1942 andthen flew approximately forty bombing missions against the Japa-nese in the Southwest Pacific He distinguished himself for valorand exceptionally meritorious conduct He received the Distin-guished Flying Cross, with oak leaf cluster, and the Legion ofMerit He attained the rank of Colonel before retiring onSeptember 1, 1970 ,Colonel Johnson has given the people of Johnston Countyunselfishly of his time and talents as a member and as Chairmanof the Johnston County Airport Authority His quiet and steadyleadership has greatly helped in attaining one of the finestcounty airports in North Carolina In peace time, as well as inwar, he has rendered outstanding serviceNOW, THEREFORE, upon motion by Commissioner HowardBenton and seconded by Commissioner Frank B Holding, it isresolved that the Board of Commissioners of Johnston Countyofficially recognize the wonderful life and great record of serviceof Colonel Paul E Johnson, Jr, and the Clerk to the Board isrequested to send a copy of this resolution to his widow, MrsMarjorie Johnson JohnsoniCommissioner Frank B Holdin g seconded the motion-?which carried by unanimous voteJune 16, 1986 ContinuedIn discussion of the Rescue Squad Association request, Commissioner JohnM Booker asked the board to consider 20,000 for each rescue vehicle; a 40 hourwork week for law enforcement officers; nine new deputies positions were approvedin the 85 -86 budget; Commissioner Holding expressed that since there have beensome changes in the Supreme Court ruling; he feels as positions become vacantthat they not be filled cutting the sheriffs department budget by about two positionsCommissioner Howard Benton stated he does not favor cutting the sheriffs departmentspersonnelCommissioner James W Cash advised he and Kramer Jackson, County Manager,had attended a legislative conference learning that House Bill 1234 had beenintroduced which would establish a correctional facility financing authority tobuild jails;
