Virginia WilliamsonMrs Jane Cunningham and Mrs Mary Griffin, members of the Memorial Committee of thePublic Library of Johnston County and Smithfield, appeared before the Board and requested thatthe County pay 20000 on the proposed purchase price of a portrait of Miss Virginia Williamson,which is to be place in the Library, along with other portraits, namely Mrs Mable Broadhurst,Mrs Rena Lassiter, Miss Bettie Lee Sanders, Mrs Willye Wright and Mr Lawrence Wallace MrsCunningham and Mrs Griffin explained that all the portraits were being donated by relatives,with the exception of the one of Miss Williamson, who had no near-,relatives It was the feelingof the Memorial Committee that a portrait of Miss Williamson should be placed among the otherportraits, and that the County be asked to contribute towards the expense of same, since MissWilliamson, when she was County Librarian, showed so much interest in good library facilitiesThe Board indicated`to Mrs Cunningham and Mrs Griffin that it looked with favor upontheir request and would give further consideration to itNo formal action was taken at this time2 Deed of Correction - Condary Dodd and WifeE V Wilkins, an Attorney of Smithfield, appeared before the Board and stated that onAugust 20, 1942 a Quit Claim Deed was given to Condary Dodd and wife, by the County Board ofCommissioners, for lots 12 and 16 in Belmont, and that this description was in error and shouldhave been lot # 13 in Block C of the J H Pou sub - District Supervisor of SanitariansMr J S Canaday, District Supervisor of Sanitarians, with the State Health Departmentappeared before the Board and explained that he was present to explain the State Sanitationprogram and defend the sanitarians with the local Health Department, who at the last meetingof the Board of County Commissioners, had received severe criticismMr Canaday stated that t +he sanitation program in Johnston County had had many problems,one of which was the inability to keep a full staff, due to higher salaries being paid byindustrial firms and other businesses He pointed out that, at the present the department wasfully staffed with competent men who were capable of doing a good jobThe Board expressed its appreciation to Mr Canaday for his report and assured him ofits cooperation5 County Farm Timber ReportC W Tarlton, Extension Chairman reported to the Board that he had surveyed the timbersituation at the County Farm, as instructed, and had determined there were twelve 12 trees onthe ground and three 3 standing that he recommended be removed and that his estimate was from1500 to 2000 board feet of timber involvedCommissioner Denning moved that Mr Tarlton be authorized to sell, to Bobby MauriceJohnson, the fifteen 15 trees at a price satisfactory to himselfCommissioner Whitley seconded the motion which carried6 W H Britt, Clerk was directed by the Board to write H J Whitley, County ForestRanger, and express its appreciation to him and to the State Forestry Division of the NorthCarolina Department of Conservation and Development for plowing the fire lanes through theCounty Farm timberland7 Stanaland - Assistant Extension AgentAt the recommendation of C W Tarlton, Extension Chairman, Commissioner Frank BHolding moved that David Stanaland be employed as an Assistant Agriculture Extension Agent ata salary of 26000 per month, effective as of this dateCommissioner Adam J Whitley, Jr seconded the motion which carried8 Quit -Claim Deed - Wilbert J Massengill, etalsWHEREAS, L Austin Stevens, Attorney for Wilbert J Massengill and wife, Ruthie BMassengill, represents that a certain tract of land situate in Ingrams Township was foreclosedfor taxes for the years 1927 through 1930 in the name of Vest A Massengill, and requests thatsaid land be released since the foreclosure was made through error, for, that the said landswere owned and have been listed and taxed, since 1927 to W V Massengill, all as shown by the1927 revaluation records That W V Massengill is now deceased, andthe grantees havepurchased his land at judicial saleNOW, THEREFORE, in order to correct this error, Commissioner Frank B Holding movedthat the taxes for 1927 through 1930 as shown on the foreclosure records at FR 1 page 191-be released and that a Quit -Claim Deed be executed to Wilbert J Massengill and wife, RuthieB Massengill for and in consideration of the taxes already paid by W V Massengill on saidproperty and that Chairman H M Johnson be authorized to execute sameCommissioner Norman C Denning seconded the motion which was carried9 Deed - Bobby Quinton Dale and WifeMiss Rhetta Martin, Tax Attorney advised the Board that Bobby Quinton Dale and wife,Betty Lou J Dale was interested in the purchase of two 2 lots, owned by the County, deedreference book 42`1, page 284, namely lots 13 and 14, of the McCullers sub - division on KilgoStreet in the Town of Clayton, county tax map # 30, lot 53Commissioner Frank B Holding moved that the aforesaid property be sold to Mr and Mr -sBobby Quinton Dale for 20000, plus taxes due from 1943 through 1967 in the - amount of 5336,making a total of 25336, and that Miss Martin draw a deed, and further moved that ChairmanH M Johnson be authorized to execute said deedMotion was seconded by Commissioner J D Bailey and was carried11MYYEaNovember 6 19+67 Cont10 Paul Keller, Director - Johnston County Community ActionPaul Keller, Director of Johnston County Community Action, Incorporated appearedbefore the Board and gave a verbal report on the progress now being made by his organizationand discussed different phases of work being doneAt the request of Mr Keller, Commissioner J D Bailey moved that J Narvin Creech,Treasurer and W H Britt, Auditor be authorized and directed to pay to Johnston CountyCommunity Action, Incorporated 3,00000 as budgeted for in the 1967 -1968 General Fund BudgetCommissioner Norman C Denning seconded the motion which carried unanimously11 Final Payment - Town of SmithfieldCommissioner J D Bailey moved that J Narvin Creech, Treasurer and W H Britt,Auditor be authorized and directed to pay to the Town of Smithfield, 17,20581, representingthe balance due on the water and sewer contractMotion was seconded by Commissioner Frank B Holding and carried unanimously12 Reclassification - Howard L Stultz - Health DepartmentChairman 1H M Johnson presented a letter he had received from Mr E Clark Edwards,Personnel Officer of the North Carolina State Board of Health, in which it was recommended thatthe classification of Howard L Stultz, Sanitarian II, be reclassified as Sanitarian SupervisorI, at an increase in annual salary from 6036 to 6324, effective as of November 1, 1967Chairman H M Johnson, who is als -o Chairman of the Health Board, recommended that thereclassification of Mr Stultz be approvedCommissioner Norman C Denning moved that the Board follow Chairman Johnsonfsrecommendation and approve the reclassification of Mr Stultz to Sanitarian Supervisor I at anannual salary of 6324, effective November 1, 1967Motion was seconded by Commissioner Frank B Holding and carried unanimously4I 13 Grand Jury ReportThe following Grand Jury Report was reviewed and very carefully studiediREPORT OF GRAND JURYTHE HONORABLE JUDGE MAUR ICE BRASWELL PRESIDINGWe the members of the grand jury have considered and passed on all bills of indictmentthat have been brought beforeus We wish to thank the Honorable Judge Braswell, the Solicitor,Sheriffs Department, Clerk of Court, Mr Stephenson and all others for assistance they haverendered in bringing before the grand jury certain information needed in passing on bills ofindictment The Grand Jury recommends that the ceiling in the courtroom be repaired and wallspainted and thePA System needs attentionj t We have followed a request by the Honorable Judge Copeland to inspect all schools inJohnston County before October 23, 1967, We recommend the commode seats in bath room of girlsand boys be replaced at Short Journey School and Clayton Elementary School bath rooms repaired,Cooper Elementary commodes out of order, Cooper High School commodes out of order, CorinthHolder activity bus has no inspection sticker, Richard B Harrison School in need ofrepair towater fountain Teachers complain lights not working in class room hinders students workSelma School in need of lights Floor boards broken in seventh and eighth grade class roomsJohnston Central needs wash bowls in bath room and windows repairedKenly School rotten window in gym and boiler needs repair, Princeton High Schoolvoltage on line not sufficient for loadNorth Johnston need an incinerator to burn trash Dirt road behind the school needsto be paved in order to keep the Glendale school buses off US 301 Highway which is a verybusy highwayForest Hill school walks need repairing, Four Oaks cafeteria needs a hood over dishwasher to protect the walls from steamThe kitchen in Smithfield High School was found dirty and unsanitary, windows brokep and flies in kitchen; 1Wilson Mills school agriculture building g no guard on electric brush and table sawPaul GodwinForemanNovember 6, 1967 Cont14 Road Petition- Claude WilliamsThe Board was presented with a petition from Claude Williams and others in BentonvilleTownship asking that the Boardapprove a petition requestingthat a new road leadingoff SR1185 in a westerly direction approximately midway between SR 1009 and SR 1143 be added to theSecondary Road System of the State Highway CommissionCommissioner Frank B Holding moved that the petitionbe approved by the Board andmailed to the State Highway Commission office in Wilson, North CarolinaCommissioner Norman C Denning seconded the motion which carried unanimously15 North Carolina Association of County Commissioners - Membership DuesCommissioner Frank B Holding moved that the Institute of Government at the Universityof North Carolina, Chapel Hill,North Carolinabe paid 31468 membership dues for 1967 -1968Commissioner Norman C Denning seconded the motionwhic h carried unanimously17 Improvement Wilkins LotC W Tarlton, Extension Chairman, who at a previous meeting had been instructed toexplorethe feasibility and cost of grading and paving the Wilkins lot at the corner of Northand Eighth Streets, reported that be had contacted Crawford Construction Company and that MrCrawford informed him that he would grade the lot down and surface with four 4 inches ofcrushed stone for 18000018 Graham Neville, who came before the Board at its last meeting and discussed thematter of savings on Bond premiums of the officials in the County, presented to the Boardproposals for a package bond deal setting out the premiums on the various official bonds for1 year, 2 years, 3 years and 4 years, which reflected considerable savings to the CountyAlong at the same time several other bonding agents appeared and presented similar proposalseither in writing or orallyThe agentspresent in addition to Mr Neville were as follows; Carroll Stephenson,Smithfield, N C, Louise B Johnston, Smithfield, N C, Max Creech, Smithfield, N C,Rhetta Martin, Smithfield, N C, and Roger Smith; Smithfield, N C was not present but byletter presented proposalsThe Board reviewed all the proposals and indicated the intention to advertise forbids on the package bond deal prior to the adoption of a budget for the next fiscal yearAll proposals presented at this meeting are on file with the clerkCommissioner Frank B Holding made a motion that the Board adjourn, motion secondedby Commissioner Norman C Denning and carried
