InspectorCivil DefenseMayor Hayden Wiggs and Town Manager Albert Lucas of Selma along with M B Wilson ofSmithfield appeared before the Board and discussed the matter of extending water and sewer linesfrom the Sylvania property along the ACL Railroad to a point near the Holiday Inn property,where there is now being constructed a motel and restaurant, on U S 70A and a service roadleading off U S 70A along I -95 It was brought out that the Holiday Inn owners probablyindicated that they had rather tie on to the lines running to Sylvania, from Smithfield, thanto tie on to Selma lines It was further brought out that the Holiday Inn owners were preparedto lay their own water and sewer connecting lines, using eight 8 inch pipeMr Wiggs and Mr Wilson suggested to the Board that a sixteen 16 inch water line anda fifteen 15 inch sewer line be extended from the Sylvania Electric Products property to apoint near the Holiday Inn property and that this line would then take care of any futureindustrial development along the extensionAfter a thorough discussion of the above matter,Commissioner Denning made a motion thatRagsdale Engineers be employed and authorized to make a survey of the suggested extension andget bids on two proposals1 Extension along ACL Railroad using sixteen 16 inch pipe for water line andfifteen 15 inch pipe for sewer line to the most convenient point for the HolidayInn tap on2 Extension along ACL Railroad using eight 8 inch pipe for water and eight 8inch pipe for sewer line to the most convenient point for the Holiday Inn tap onThe proposals to be reviewed by the Board as soon as received and some decision made atthis timeCommissioner Holding seconded the motion, which carried unanimously3 Certificate of Merit - Youngblood and MassengillDuring a brief ceremony, Mr H M Johnson, Chairman of the Board of County Commissioners,on behalf of the Extension Administration and the County Extension Agents and Home EconomicsAgents Association, presented Mary Youngblood a Certificate of Merit for her, more than twenty20 years, services as Secretary in,the County Home Agents Office Mr Johns-oni, also, onbehalf of the same organizations, presented to Mrs Alice B Massengill a Certificate of Meritfor her, more than 5 years, service as Secretary in the County Extension Agents Office4 Bid Rejection - Holland GarageCommissioner Bailey made a motion that the bid of Fortson Wrecking Company for thedemolishing andor removal of the Holland Garage Building on Johnston Street, Smithfield,which was reviewed on Monday, April 24, 1967, be rejectedCommissioner Denning seconded the motion, which carried unanimously5 Contract Demolishing Holland GarageThe Board was informedby W H Britt, Clerk that an agreement had been negotiated byhim and Commissioner Holding, as directed on April 24, 1967, with T W Shirley for thedemolishing andor removal of the Holland Garage Building for a price of 500 and allmaterialCommissioner Bailey moved that the contract for demolishing and or removal of the HollandGarage Property be awarded to T W Shirley according to the above mentioned negotiated agree-mentiwiwiil?lY,-oMay 1, 1967 ContCommissioner Whitley seconded the motion, which carried6 Quit -Claim DeedII Upon the recommendation of Rhetta Martin, Tax Attorney, Commissioner Bailey moved that aQuit -Claim Deed be made to Alice M Bush et als upon the payment of 13957, representing thepayment of taxes in full through 1966, foreclosed in the name of Paschal Harper and wife, BeulahTownship, Town of Kenly, FR -5, Page 2Commissioner Denning seconded the motion, which was carried7 Johnston County Community Action, IncPaul Keller, Director of Johnston County Community Action, Inc, appeared before theBoard and discussed the possibility of future programs to be sponsored by his department,especially that of securing a full time Employment Security Office for the CountyMr Keller requested again that the Board authorize the County Treasurer to pay over tohis department the balance of appropriations set out in the 1966 - -67 County BudgetThe Board took no action on his request8 Micro Fire District CanvassThe Board of County Commissioners of Johnston County met in regular session on May 1, 1967,at ll,oclock AM for the canvassing of the returns of a special election held in the areadescribed and defined in notice of election and in resolution calling a special election for thepurpose of submitting to the qualified voters of said area the question as to whether or notthere shall be levied in said area an annual tax, not to exceed fifteen 150 cents on the OneHundred 10000 dollars in valuation of all properties, real and personal, for the purpose ofproviding fire protection in said district, said election being held pursuant to the provisionsof Article 3A of Chapter 69 of the General Statutes of North Carolina, and returns having beenfiled with the Board of Commissioners by the officers holding the election Members present H M Johnson, Chairman, J D Bailey, Frank B Holding, Norman CDenning and Adam J Whitley, JrNORTH CAROLINAJOHNSTON COUNTYiWe, the undersigned members of the Board of County the Town of Smithfield,N C, at 11 oclock AM, on May 1, 1967, and did canvass the original returns of the registrarand judges of election of the vote cast in special Micro Fire District tax election held onSaturday, April 15, 1967, and the following is a true and correct tabulation thereofPRECINCTFOR LOCAL TAXAGAINST LOCAL TAX TOTAL VOTINGMicro 50 1 51We, therefore, certify, pursuant to such tabulation, we have judicially determined 50votes were cast in favor of the Micro Fire District tax, 1 vote was cast against the levy ofthe Micro Fire District tax, and that, therefore, as the result or notthere shall be levied in said area an annual tax, not to exceed eight 80 cents on the ONEHundred 10000 Dollars in valuation of all properties, real and personal, for the purposeof providing fire protection in said district said election being held pursuant to the provisionsof Article 3A of Chapter 69 of the General Statutes of North Carolina, and returns having beenfiled with the Board of tract of land, owned by Kenneth Parrish of Smithfield, which lies in back of the CountyProduce property and property of Jones Brothers Furniture Company, bounded on the East by ACLRailroadChairman Johnson and Commissioner Bailey were designated to visit the County Produceproperty and view the situation and recommend just what they thought would be best for theCountyMr Faircloth was advised that he would be notified of the Boards decision at an earlydate11 Johnston County Planning Board - Part IIJ P Austin, H B Benton, M W Knott and Sidney Crawford, members of the JohnstonCounty Planning Board, William H Perry, Director of Johnston County FHA, Mr Charles Tesenurof the State FHA Office, Lemay Blackman and Thomas Moore, Engineers, met with the Board ofCounty Commissioners and advised that Part II of the Comprehensive Water and SewerPlanning wascomplete The report was presented and reviewed by the BoardCommissioner Holding moved that, when the report was approved by William H Perry,Director of Johnston County FHA, the County Attorney and J P Austin, Chairman of theJohnston County Planning Board, the engineers be paid for their services in preparing thesecond part of the surveyCommissioner Denning seconded the motion, which carried12 Road # 1947 - Oneals TownshipMr S E Canaday, Mr Dalma Bailey and others appearedbefore the Board inquiring-intothe status of Road # 1947, in Oneals Township, and expressed the opinion that the priorityrating for paving was too lowAfter a discussion of the matter, Commissioner Holding moved that the Clerk write MrJ I Lynch, District Engineer and ask that he make a new survey of Road # 1947 and ascertainif the present rating was correctCommissioner Denning seconded the motion, which carried13 Britt and Ashley - PaymentCommissioner Whitley made a motion that Britt and Ashley be paid 13125 for professionalservices and telephone expense in connection with the Beulah and Micro Fire District electionsCommissioner Bailey seconded the motion, which carried14 Auxiliary Police - Civil DefenseAt the request of Wilson Broadwell, Director of Civil Defense, Commissioner Bailey made a motion that Elton Thompson and John Riley Deans, both of Clayton, be appointed as CivilDefense Auxiliary PoliceThe motion was seconded by Commissioner Whitley and carried15 Letter - State Board of ElectionsApril 27, 1967Board of County CommissionersJohnston CountySmithfield, North CarolinaGentlemenThe State Board of Elections recently conducted a study in an effort to determinewhether our County Boards of Elections were sufficiently housed in an appropriate officeMay 1, 1967 ContAlso, the study dealt with the question of adequate and safe storage of registration booksand other recordsWe were pleased to learn that Johnston County does provide office space andstorage facilities Since your Board is the authority before whom our county electionsofficials must appear to request funds and housing, we are
