Meeting of Board of Commissioners for Johnston CountyJune 9, 1986The Johnston County Board of Commissioners reconvened in regular sessionMonday, June 9, 1986, at 7 oclock pm, Commissioners Room, Johnston CountyCourthouse, Smithfield, North Carolina, with the following members presentINorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMAbsent NoneAlso present Kramer Jackson, County Manager and Budget Officer, andEleanor N Creech, Clerk to the BoardThe Chairman called the meeting to order and the following business wastransacted1 Boon Hill Fire District Boundaries AmendedUpon a motion by Commissioner Frank B Holding, duly seconded by Commis-sioner James W Cash and carried by unanimous vote, the following resolutionwas adoptedWHEREAS,, the matter of fixing and declaring the amended boundaries ofthe Boon Hill Fire District was duly presented;AND WHEREAS, it appears that the Boon Hill Fire District has compliedwith minimum requirements, as contained in the resolution adopted by the Boardof County Commissioners on October 3, 1955, pertaining to the establishment ofFire Departments and Fire Districts in Johnston County; and with General Statute69- 2511 Changes in Area of District ;AND WHEREAS, the enlargement of its fire district has met the approvalof the North Carolina, Fire Insurance Rating Bureau;NOW THEREFORE, BE IT RESOLVED that the boundaries of the Boon Hi I IFire District to be served by the Princeton Fire Department be amended and officiallydesignated and fixed as followsBOON HILL FIRE DISTRICT, JOHNSTON COUNTY, NCBEGINNING at point # 1 on Johnston -Wayne County lines on Highway 70,thence in an easterly direction to point # 2 Following Highway 70` and includingproperty within 500 feet of the highway to 01 mile east of the intersection ofHighway 70 and road 1331, thence in a northerly direction to point # 3 on road 1331 about 01 mile north of its intersection with Highway 70; thence in a northerlydirection to point # 4 on road 1331 , about 09 mile east of the point where thisroad crosses the Johnston -Wayne County lines, thence in a northerly direction topoint # 5 where the Pikeville Road 1002 crosses the Johnston -Wayne line; thence in an easterly direction to point # 21 on Cox Ferry Road 2535at the Johnston -Wayne County lines; thence in a northerly direction along Johnston -Wayne County line to point # 22 on road 2538 at the Johnston -Wayne County lines;thence in a northerly direction along Johnston -Wayne County lines to point # 1on Highway 70 at the Johnston -Wayne County LinesiJune 9, 1986 Continued2 Public Hearing - 1986 -1987 Proposed BudgetBudget The Chairman opened the Public Hearing on the 1986 -1987 Proposed CountyPURPOSE To solicit citizens participation and comments on the 1986 -1987Proposed County Budgeta HEALTH DEPARTMENT The Chairman called on Helen Ray, HealthAdministrator; Ms Ray greeted the board and stated that department supervisorswould present and explain requests for new appropriations in the 1986 -1987 proposedbudget;Rebecca Pittman, Laboratory Supervisor - asked the board to considerreplacing a 15 year old incubator; and for an additional Medical Lab Technician;due to the increased patient load, the laboratory requires additional staffJackie Harrell, C l i n i c a l Supervisor - asked the board to consider anexpanded budget for pediatric and obstetrical services; OB GYN, OB GYN maternityclinic, pediatrician 15 hrs wk, registered x -ray technician, interpreter duringmigrant season; expanded pharmacy contract program, a public health nurseposition to implement the home visiting of at -risk maternity patients, and a cleaningteam twice a month; stating that 150 to 200 clients are in the building per daywith averaging stay of 2 hours, heavy usage of restroom facilities, the clientsare in the building from 8 am to 5 pm making if difficult for any cleaningto be done during these hoursEdsel Penny, Health Board member, spoke to the need for a professionalcleaning service at the Health DepartmentLynn Gurkin, Supervisor, Home Health Services - asked the board toconsider an addition to the Health Department to provide space for the Home HealthServices, these services are located in the old nurses home; for an additionalcomputer terminal so that more than one person can enter data simultaneously;and to provide funds to apply for the National League for Nursing Accreditationof Community Nursing Services Ms Gurkin emphasized that Home Health Servicesare more cost effective than any other serviceTerri Capps, Clerical Supervisor - asked the board to consider fundingto replace the telephone system; for an additional typist I 1 1 to implement atyping pool; and for a contract secretary to do all typing for the National Leaguefor Nursing Accreditation of Community and Home Health Nursing ServiceThe Health Administrator advised the board the Kodak DT60 analyzerand the copier for Environmental, Health could be deletedfrom the86 -87 requestsas these items have already been purchasedLeon Powell, Environmental Health Supervisor- told theboard thereis an, need for the board to give seriousconsiderationto approvingtwo sanitarian positions; he further emphasized thatit will takeat least twoadditional sanitarians to meet the need and demandfor soil andwater testsHe proposed an increase in fees charged for services to help fund these positions;advising that Johnston Countys fee system is amongthe lowestin the stateMr Powell asked the board to consider charging forservices andnot permits Statistics show that the on site sewage disposal program has increasedby 176over the last five years Public must sometime wait4 weeks forservice; wellconstruction standards have almost been shelved as far asinspectionsDr C R Swearingen, Dr Dean Strickland andEdsel Penny,Health Boardmembers, asked the board for support of these requestsChairman Denning, and Health Board member,stated thisis a devotedgroup of people b JOHNSTON MEMORIAL HOSPITAL Mike DeVaughan, Financial Controller,asked the board to consider `the hospitals budget request in the amount of 225,000for indi,genf care; he emphasized , that 30 per cent of the hospitals patients areindigent and can not pay their bills;- however, the hospital is treating thesepatients, they are not turned away MrDeVaughan told the board they are doingeverything possible to increase revenues by finding new uses for hospital facilitiesThe hospital has made application for a Certificate of Need to operate a 40bed long term care facility Mr DeVaughan closed by saying the need for indigentcare w i l l continue to increase, it is not a short term prob I em aT [lJune 9, 1986 ContinuedHerman Mullins, Hospital Administrator - reported that hospital constructionis almost complete; 95 complete, should be finished by Labor Dayc Council on Aging Pat Cunningham, Executive Director, JohnstonCounty Council on _ Aging, asked the board to consider funding for meals on wheelsfor the elderly, a joint effort with the hospital, Council on Aging to contractwith the hospital at 183 per meal, 85,709 meals for a total of 156,847 Councilon Aging is now contracting meals with a firm in Wake County Ms Cunninghamadvised they serve anywhere from 300 to 400 meals per day; with approximately90 meals delivered; she stated they will get much better meals and better servicefrom the hospitald PLANNING AND INSPECTIONS Jeff Coutu, County Planner, askedthe board for a new position in the Inspection Department; explaining that sub-divisions, building permits, and building activity have increased tremendouslyin Johnston County in 1985 -86 and all indications are it will continue with theconstruction of 1 -40; a new position could be funded entirely by adopting therevised building permit fee schedule Inspectors have done 25 more inspectionsthe first four months of 1986 compared to the same period last year The threeinspectors are averaging ten inspections per day; mobile homes are a big partof the work load; the inspectors are trying to give same day service The CountyPlanner told the board; the Planning and Inspection Department is trying togive the people of Johnston County the best service possible; they need additionalhelp to do thisThe Planner also asked for a copy machine; existing copier is beingshared with Environmental Health SectionThe board discussed justification of fees and revised fee schedules; agreeingthe fee schedule should be studiede Vaughan Worth citizen - inquired about the Fire Marshal- EmergencyCoordinator position recommended by the County Budget OfficerMr Worth was advised by the Chairman, the board will be consideringthis recommendationThe Budget Officer asked the board for directions - on what to do withthe budget from here; if they would like a new list of what could be budgetedand paid with fees; the Chairman stated; get all the fat out and bring it back Commissioner Benton stated, I dont want anything to happen to thecounty building program meaning the courthouse annexCommissioner John M Booker spoke on the Johnston County Rescue SquadAssociation request for three ambulances with a contribution from the county of20,000 each Commissioner Booker stated the rescue squads need some help; somesquads are doing more than others because of locale and demand, and yet allsquads are receiving the same amount of monthly contribution from the countyHe feels the board should show some concern to the problems with the rescuesquads, the problems are getting criticalCommissioner Frank B Holding asked for further recommendations fromthe County Budget Officer The board agreed, before making any decisions onthe 1986 -1987 Proposed BudgetThere , being no one else to comment on the 1986 -1987- Proposed Budget,the Chairman declared the Public Hearing closed31 Agricultural Building Addition - Farmers Home Administration OfficeThe County Manager reported he had negotiated further with the FarmersHome Administration District Supervisor and was able to get FHA to agreed on900 per square foot rental office space only;
