asked if there were any corrections to the minutes of theMay 5th and May 19, 1986, board meetings There being no corrections, the Chairmandeclared the minutes stand approved as recorded2 Public Hearing - Annexation of Boon Hill Fire DistrictPublic Hearing 1015 amPurpose To provide the public an opportunity to address the board onthe proposed annexation of the Boon Hill Fire District to ,a five mile districtThe Chairman called the public hearing to order There was no publicopposition to the proposed annexationThe Tax Administrator in his report stated the petition contains forty -foursignatures and of those forty -four only nineteen are on the tax records as realestate owners GS 69 -2511 requires 23 of all property owners in new areaThe remaining twenty -five were disqualified for various reasons; husband andwife signing separately; own only personal property; unable to find -any tax listingat all in name as shownThe Tax Administrator stated in his report in his opinion this petitionshould not he approvedThe board discussed this matter and agreed the petition needs to complywith the North Carolina General Statutes before action is taken The board Sale of VanThe County Manager advised the board the Johnston County Counci l onAging purchased a 1973 Dodge nine- passenger van in 1973, the van now has inexcess of 250,000 miles and has been determined non - repairable by the agencysmechanic The State is no longer concerned regarding disposition of the van dueto the age The Council on Aging is requesting permission to give the van to Smithfield-Selma Senior High Schools auto maintenance for a nominal fee of 2500 Thisdonation would be placed in the agencys transportation serviceCommissioner Frank B Holding moved the board approve this request thatthe van be given to Smithfield -Selma Senior High Schools auto maintenance; however,further moved the van may not be used for transportation by the schoolCommissioner James W Cash seconded the motion which carried by unanimousvote4 Recreation Grants ExtendedCommissioner Howard Benton moved the Archer Lodge Fire Department begranted a 60 day extension; and the Agricultural Resources, Division ofSocial Services, to make an appointment to the Social Services Board for a termto begin July 1, 1986, and expire June 30, 1989; advising the term of the boardmember appointed by the county commissioners expires June 30, 1986It was discussed that this board appoints a county commissioner to serveon the Social Services Board each year in December and this board wishes to message to the boardBUDGET MESSAGE TO THE JOHNSTON COUNTY BOARD OF COMMISSIONERSand to the CITIZENS OF JOHNSTON COUNTYProposed July 1, 1986 to June 30, 1987 BudgetThe proposed fiscal year 1987 budget totals 34,0371835 Of the total budget,county property tax contributes 35, Federal and State funds make up 29 andthe 12¢ local sales tax makes up 10 of the total budget Fifteen percent of thetotal budget is made up from the fund balance which has been designated forthe courthouse -jail addition If we deduct the fund balance set aside for thenew building, this proposed budget has less revenue than did the previous yearsbudgetAD VALOREM TAX The county property tax is expected to generate 113 milliondollars I have estimated the property tax to produce the same number of dollarsreceived during the previous year All evidence to -date indicates the countystax base to have a zero growth rate even though we see new subdivisions andhousing starts on a daily basesWe further face the possibility of losing an additional property valuation of seven-teen million dollars because of the tax appeals made by utility companies atthe County Commissioners April meeting 151,300 taxAnother lossin the tax base results from an increase in the Senior Citizens Exemptionamount from 8,500 to 101000It is fairly obvious to me that the North Carolina General Assembly will continueto make laws which further erode the property tax base of counties and munic-ipal itiesIf we in Johnston County are goingother counties, we must see that al100 market value and that the taxvaluation of equipment Basically,cost of a piece of equipment beforevalueto have a property tax rate comparable totaxable property is appraised at or nearoffice uses the trending method to determinethe trending method considers replacementthe age of equipment is factored into itsThetwenty to twenty -five milliondollars increase in buildingactivity is offsetbythe reduction oftwenty -eightmillion dollars previousyears 1-z¢ local sales tax The previous years 10 sales tax produced 2,412,338while the 2¢ produced 1,872,492RESCUE ASSOCIATION The Johnston County Rescue Squad Association is againthis year requesting a county wide tax levy for the association The board isrequested to considerFIRE MARSHAL - EMERGENCY COORDINATOR I recommend the county board approveone full time position at a salary of 22,600 to employ a person to serve as theCounty Fire Marshal and the County Emergency Coordinator The person wouldcoordinate all Fire Marshal activities, ail Civil Preparedness activities, all EmergencyManagement activities and serve as liaison officer between the county, the rescuesquads, the fire departments and the State Emergency Management AgencyThe responsibilities of the County Planner are to numerous to serve as the countysEmergency Coordinator Johnston is one of the few counties not participating finan-cially in the States emergency coordination -civil preparedness programTwenty five percent of the salary could come from the State and 44 of the salaryis already appropriated for a part time fire marshalThere is a need for a full time person to coordinate these activities Over forty -fourcounties have one or more full time employees to handle these responsibilitiesThis recommendation would not be made except that I believe the need is hereand the interest of the county would be well served by such a positionPERMIT FEE SCHEDULE Johnston Countys permit fee schedule has not been revisedsince July 1981 With a zero growth property tax valuation it becomes ever morenecessary to look to user -fees as a viable source of tax revenue The majorityof our permits continue to be for mobile home inspectionsIt is recommended that inspection fees for mobile homes be increased as followsSingle Wide Mobile HomesDouble Wide Mobile HomesRequire Plumbing Permit 20 to 30 30 to 400 to 10The current fee schedule for single family residential is based on a cost persquare foot of 18 The National Homebuilders estimate that the average costper square foot for a new home is 40It is recommended that a 30 per square foot basis be used to determine con-struction cost and permit feesReinspection fees occur when additional inspections or trips are necessary throughfailure of an owner or contractor to comply with State codesIt is recommended that reinspection fees be increased from 5 to 10These changes should result in adequate funds to operate the departments budgetRABIES CLINICS The Johnston County Board of Commissioners adopted a resolutionon May 5, 1986, asking for a local bill to allow Johnston County to hold rabiesclinics less frequently than the quarterly requirementArticle II, Section 24 1a of GS 130A -187 states the General Assembly shallnot enact any local act relating to health therefore, a local act can not beconsidered to reduce the required quarterly clinicsTo my knowledge, Johnston County is the only county providing no cost vaccinations fordogs during county sponsored rabies clinicsIt is recommended that the county discontinue providing no cost vaccinationsfor dogs and that future rabies clinics require owners to pay the veterinarianstheir customary clinic discount fee for vaccinations for dogs and catsThe dog tax collected annually is approximately 20,000 The cost to operatethe animal wardens department is 40,000 Approximately 7,000 is designatedfor rabies clinics1June 2, 1986 ContinuedLANDFILL FEES Several times over the last ten years the board has expressedinterest in charging fees at the landfill The most recent time took place duringthe boards May meeting The board expressed concerns over commercial haulersfrom Wake County dumping Wake County trash in the Johnston County LandfillIt is recommended that the board set a user fee of 140 per cubic yard on allcommercial haulers dumping trash in the Johnston County Landfill, this rate tobe equal to Wake Countys rateIt is further recommended that the position of Sentry- Animal Shelter attendantbe established as a regular position This employee would have responsibilityfor monitoring all trucks entering the landfill, invoicing commercial haulers,maintaining the animal shelter and providing for the feeding and selling adoptionof dogs and catsThe establishment of this position should serve to solve two problems of longstandingWILSONS MILLS WATER It is recommended the county contract with the Townof Smithfield to provide operation and maintenance of the Wilsons Mills Waterlineand the Wilsons Mills distribution lines until such time as other arrangementscan be decided and providedCOUNTY WATERSYSTEM Thequestion of whetheror not the county shouldgetin the waterbusiness hasbeen answered throughactions taken by the boardover the pastten years The county is definitelyin the water businessThequestion now beforethe boardis how to best managethe water system The questionof the proposedis not whetherto look afterour own system, but how to do it The answerliesin improving thequality ofservice while reducingthe cost Government cannolonger claim amonopoly oncertain services Thisrecommendation follows upthestudy presentedto the board in April and MayIt is recommended the county contract with a private firm to provide for theoperation, maintenance and care of the countys water system as described inthe PROPOSAL FOR OPERATION AND MAINTENANCE OF THE JOHNSTON COUNTY WATERSUPPLY SYSTEMCOST OF LIVING The budget includes funds to provide a 2-Lo across the boardcost of living adjustment for all regular county employeesCOUNTY
