Johnston County Rescue Squad a department of town governmentSmithfield presently pays the salary of one rescue squad employee The townwould assume the 25,000 outstanding obligation on the newest vehicle and payvehicle insurance The town would Like for the county to continue to pay themonthly contribution of 35000 since rescue operations would continue coveringthe same area it now covers The town would like for the county to transferthe rescue squad building to the town, in return, the town would provide mainten-ance, upkeep and insuranceAfter discussion, Commissioner Frank B Holding moved the County Managerbe authorized to negotiate with the Town of Smithfield to resolve the matter asrelates to the Smithfield- Johnston County Rescue Squad facilityCommissioner Howard Benton, seconded the motion which carried by unanimousvote6 Johnston County Airport - FAA Grant AcceptanceThe County Manager advised the board the US Department of Transportation,Federal Aviation Administration, has made a grant offer in the amount of322, 100to Johnston County for the construction of a parking apron and drainage improve-ments at the county airport, and that the board gave tentative approval to acceptinga smaller grant 75,230 less earlier in the fiscal year The county appropriated13,713 to match the smaller grant The County Manager continued; the boardis requested to accept the larger grant and to appropriate an additional 4,182to match the grant W E Blackmon Construction Company was the low bidderon the projectColonel Paul Johnson, Chairman, Johnston County Airport Authority, urgedthe board to accept this grant offer; advising the airport is heavily used byRaleigh- Durham traffic in training reliefAfter discussion, Commissioner Howard Benton moved the county acceptthis grant offer in the amount of 322,100 Project No 3 -37- 0068 -03, ContractINo DTFA06 -86 -A- 80105 for airport development and improvements; and to appropriatean additional 4,182 to match this grant; and further the Chairman be authorizedto execute the grant agreement as the countys sponsors designated officialrepresentativef Paul E Johnson, Chairman, Johnston County Airport Authority be desig-nated to request payments on this grantCommissioner Frank B Holding seconded the motion which carried byunanimous vote7 Special Education FundsHazel Sorrell of Benson, and members of the Association for Better ChildDevelopment, met with the board regarding special education funds to the publicischool sMs Sorrell speaking for this group, stated the following concerns andmade the following requestConcerns 1 there is no self- contained classroom for exceptional childrenin the Benson area; 2 time spent in travel transportation takes awayfrom valuable instructional time; 3 that the handicapped children beeducated with age appropriate non - handicapped children to the maximumextent appropriate; 4 a concern is that we look at the degree to whichthe children in the area wi I l profit from the program rather than admin-istrative consideration p 44 Rules Governing Programs and Servicesfor Children with Special Needs - Secondary Road Construction Program 1986 -87C A Gardner, Division Engineer, North Carolina Department of Trans-portation, Divi sion of Highways, spoke briefly with the board about the Governorsproposal for the gasoline tax increase; saying the Governor proposes 7 percentof the total highway funds for Secondary Road improvementsIn discussion of highway construction improvements, with regards to the301 project now going on, Commissioner Frank B Holding moved that the NorthCarolina Department of Transportation be respectfully requested to take a secondlook and see if anything can be done to finish the four blocks of Highway 301construction from North Street to Market Street Highway 70, SmithfieldCommissioner John M Booker seconded the motion which carried by unanimousvotePUBLIC HEARING PURPOSE A public hearing was called by the NorthCarolina Department of Transportation, Division of Highways, and held to receivedcitizens input on the 1986 -1987 Secondary Road Construction Prog- -ram for JohnstonCounty The Chairman called the Public Hearing to orderDonald Creech, Acting District Engineer, presented the 1986 -1987 SecondaryRoad Construction Program to the board and interested citizens There was noone that spoke objecting to the Secondary Road Construction Program as presentedThe Chairman declared the Public Hearing closedAfter reviewing and discussing the proposed 1986 -1987 Secondary RoadConstruction Program, and upon motion by Commissioner Frank B Holding, dulyseconded by Commissioner James W Cash and carried by unanimous vote, thefollowing resolution was adoptedWHEREAS, The Board of Commissioners of Johnston County has receivedfrom the Department of Transportation th 1986 -1987 Secondary Road ConstructionC Program as presented by Don Creech, Acting District Engineer, said roads beinga part of the system maintained by the North Carolina Department of Transportation,Division of Highways;AND WHEREAS, after careful consideration of the services rendered bysaid roads and the traffic demands of said county, it is deemed necessary thatsaid roads be improved, in order to better serve the interest of the people ofthe county;WMIIIfJMay 5, 1986 ContinuedCommissioner James W Cash seconded the motion which ca ried by unanimousvotei12 Fire Equipment Request Breathing Air SystemErnest Wilkinson, Mayor, Town of Ken I y, met with the board renewinga request for the county to approve funds for the purchase of a breathing airsystem that will replenish air packs during and after fires and training exercisesMayor Wilkinson explained the cost of the equipment is approximately 23,000;the Town of Kenly and the local fire department has 10,000 that can be usedtoward the purchase, the Town of Kenly owes the county 7,500 plus for dispatchingfor 1985 -86, which the Mayor is asking to be waived and applied to the purchaseprice; and further that the county appropriate the additional 6,000 neededThe Mayor emphasized the equipment is needed now and will serve eleven departmentsin northern Johnston CountyNOW THEREFORE, BE IT RESOLVED, that the Board of County Commissionersof Johnston County hereby approve and request that the North Carolina Departmentof Transportation make the following improvements in said roads listed on theSecondary Road Construction Program for 1986 -
