Meeting of Board of Commissioners for Johnston CountyApri 1 7, 1986The Johnston County Board of Commissioners met in regular session Monday,April 7, 1986, at 10 oclock am, Commissioners Room, Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMMembers Absent NoneAlso present Kramer Jackson, County Manager, Eleanor N Creech, Clerkto the Board, and W R Britt, County AttorneyThe Chairman called the meeting to order and the following businesswas transacted1 MinutesThe Chairman asked if there were any corrections to the minutes of theMarch 3rd, March 12th, and April 1, 1986, board meetings, There being no correction,the Chairman declared the minutes stand approved as recorded2 Department of Transportation - Secondary Road Priority Ratings - 1986 -1988Don Creech, Acting District Engineer, and Ross Hailey, Maintenance Engineer,North Carolina Department of Transportation, Division of Highways, met with theboard and presented the 1986 -1988 Secondary Road Priority Ratings Mr Creechreviewed the first five roads and their priority numbers; SR 1102, priority numberone; SR 1623, priority number two; SR 2524, priority number three; SR 1902, prioritynumber four; and SR 1160, priority number five Mr Creech explained these firstfive roads would probably be the ones on the Secondary Road Construction Programfor 1986 -87; provided they can secure the right of ways Mr Creech asked theboard for approval of the 1986 -1988 priority rating listThe board discussed the priority ratings with concern as some roadshave changed drastically in rating; for example SR 1903 has changed from prioritynumber 134 to priority number 6After further discussion, action was deferred3 _ Micro Cemetery Care, Inc - Petition for Paving of SR 2139William S Wellons of Fayetteville Johnston County native, Louise Peacock,Luther Davis and Claudia Parrish, met with the board representing the MicroCemetery Care, Incorporated Mr Wellons told the board; a group has formeda corporation and brought this cemetery up to standards for beautification andburial; there are some 200 families buried in this cemetery; and they respectfullyrequest, by petition, that the Board of Commissioners recommend to the NorthCarolina Department of Transportation that Secondary Road # 2139 be paved TheMicro Cemetery is located in Micro Township at the intersection of SR 2141 pavedroad and SR 2139After discussion, Commissioner Frank B Holding moved that the boardapprove the request for paving of SR # 2139, Micro Township, and further thatthe petition be forwarded to the North Carolina Department of Transportation withthe boards recommendation for considerationCommissioner James W Cash seconded the motion which carried unanimously4 Petition for Paving - SR # 1 126Commissioner Howard Benton moved that the petition requesting the pavingof SR 1 126 be approved and forwarded to the North Carolina Department of Trans-portation with the boards recommendation for considerationCommissioner Frank B Holding seconded the motion which carried unanimously5 County Path - MicroJean Hale of Micro met with the board seeking some help or a solutionto a problem with a path located beyond the Micro Community Building; a portionof the path is in the city limits Dan Warrick, Surveyor, has surveyed the property;and according to Ms Hale, determined that it belongs to the county Ms Halestated that her father has maintained this path for some twenty years;
