Road - Henry CrossHenry Cross of Selma, Route # 29 appeared before the Board and discussed the statusrating of road # 2126 and it was noted that this road carries a priority rating of #, 24 TheBoard expressed a feeling that this road would be paved within the next year or two t theleast2 ReportsThe following reports were filed with the BoardL P Creech Veterans Service OfficerHarper Godwin -Tax CollectorM W Knott Electrical InspectorEleanor Hooks LibrarianEdith Park Welfare Director3 Road - Helen ParkerMiss Helen Parker appeared before the Board with a petition signed by her father, LeonParker, requesting that road # 1114, which is a dead end road be opened across to road # 1115,which is a distance of 4 of a mileCommissioner Bailey made a motion that this request for the addition to the CountySystembe approved and that the petition be mailed to the State Highway Commission District Office inWilson, N CCommissioner Denning seconded the motion, which carried4 Sadie Lancaster - ClaimMrs Sadie Lancaster of Kenly appeared before the Board, in regards to the hospital billand doctors bills that she had presented prior, asking that they be paid by the County She,also, informed the Board that she felt that she should be paid for loss of time from work, butdid not present any specified amount Mrs Lancaster was informed by the Board that her formerrequest and also this request would be placed in the hands of the County Attorney, and that hewould be in touch with her regarding a settlement very soon5 Town Managers - Special LegislationMr Robert Little, Town Manager of Smithfield and Mr A F Lucas, Town Manager of Selma,met with the Board and asked if there would be any adverse feeling in the asking of thelegislature to pass a special act allowing both the Town of Smithfield and Selma to go beyondthe legal zoning area of one 1 mile beyond the city limitsThe purpose of this hill would-be to give the Towns of Smithfield and Selma the authorityto zone certain areas along Interstate 95 north of Smithfield and the Neuse River north ofSmithfield It was pointed out that community planners suggested the towns obtain legalzoning authority in the area in order to insure proper zoning through future growthThe Board did not take any formal action in the matter, but as individuals assured bothMr Little and Mr Lucas that they had no objections6 Mrs George R Cunninghams TaxesMr Darby Wood, an Attorney from Goldsboro, N C, representing Mrs George R Cunninghamof Smithfield, appeared before the Board requesting that the Board instruct Harper Godwin,Johnston County Tax Collector, to issue paid receipts for all of her 1966 County taxes Itwas pointed out by Mr Wood that on January 15, 1967, Mrs Cunningham mailed to the JohnstonCounty Tax Collector a check in the amount of 28193, said check representing a payment of3649 for 1966 personal and real property taxes, listed in her name and 24544 for 1966 realproperty taxes listed in the name of her husband, George R Cunningham Mr Wood stated thatthe check did not specify what years taxes to be paid for Mrs Cunningham, but she did,however, include the 1966 statements, which she had received and that Mr Godwin, JohnstonCounty Tax Collector, after applying 24544 to the payment of Mr Cunninghams 1966 taxes,then applied the balance of 3649 of Mrs Cunninghams check to the 1953 personal taxes,which was owed by Mrs CunninghamMr Wood informed the Board that unless Mrs Cunningham was given credit for payment ofher 1966 real and personal property taxes in full there probably would be some legal brought before us_We have visited all the jails in the County and the prison camp and found them all invery good orderWe have examined the Justice of Peace Records in the Clerks Office and found that MrS B Johnson of Bentonville has not filed a report with the Clerks Office since August of 1966Mr Jesse McLamb has not filed a report with the Clerks Office for the month of December MrB G Mattox has not filed a report with the Clerks Office e for the month of-DecemberWe have also examined the Guardian Reports in the Clerks Office and found some old onesthat no Final Report has been filed The Clerk of Superior Court has only been in office two2 months and has agreed to have complete list of all Guardians who have been appointed andwhich no Final Account can be found at the next term of CREATING JOINTLY WITH OTHER COUNTIESAN ECONOMIC DEVELOPMENT COMMISSIONWHEREAS, while the Coastal PlainsRegion of the State of North Carolina is abundantin natural resources and rich in potential, its people lag behind certain other regionsof the State of North Carolina and the Nation and have not shared properly in the Nationsprosperity; andWHEREAS, the people of the region understand their problems and have worked and willcontinue to work purposefully toward the solution of their economic problems;NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF JohnstonCounty in
