Meeting of Board of Commissioners for Johnston CountyMarch 12 1986The Johnston County Board of Commissioners reconvened in regular sessionWednesday, March 12, 1986, at 1 oclock pm, in the County Managers Office,Johnston County Courthouse, Smithfield, North Carolina, with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMMembers Absent NoneAlso present Kramer Jackson, County Manager, Eleanor N Creech, Clerkto the Board, and Bill Fripp, Architect, Grier - Fripp Associates, Inc, Charlotte,North CarolinaThe Chairman called the meeting to order and the following businesswas transacted1 Review of Architects Plans for Courthouse AdditionBill Fripp, Architect, Grier -Tripp Associates, Inc, Charlotte, North Carolina,met with the board to review plans for the new courthouse addition The boarddiscussed the plans in much detail and agreed on the design of the buildingAfter much discussion, Commissioner James W Cash moved that the architectbe authorized to proceed with plans for bids for the new courthouse additionCommissioner Howard Benton seconded the motion which carried by unanimousvote2 Relocation of County Tax OfficeThe County Manager discussed with the board the relocation of the countytax office, stating he had considered and is recommending the county buildingson Third Street, now occupied by Pol l ys Department Store and the Value PakDiscount StoreThe board concurred with the County Managers recommendation and askedthat he give the tenants notice to be out of the buildings by July 1, 1986, however,the board also stressed that the county will be willing to work with the tenantsif this date presents a problem3 Lotteri ng in the CourthouseThe County Manager talked with the board about people tottering in theCourthouse; eating, drinking and sleeping, which presents a real problem Hetold the board the County Attorney had advised the only way to attempt to preventthe problem would be for the county to adopt an ordinance to prohibit lotteringin public buildingsThe board instructed the County Manager to ask the County Attorney towork on such an ordinance for the boards consideration4 Micro Rescue Squad Vehicle - Repair BillCommissioner Frank B Holding moved that a bill in the amount of 2,000for repairs to a rescue vehicle for the Micro Rescue Squad be paid by the countyCommissioner John M Booker seconded the motion which carried by unanimousvote5 Appointments - Princeton Planning BoardCommissioner Howard Benton moved that the board concur with the Townof Princetons recommendation; and appointed Jerry Braswell, Route # 3, Princeton,and AI don Munford, Route # 3, Princeton, to serve on the Princeton PlanningBoard as residents within the extra - territorial planning jurisdictionCommissioner John M Booker seconded the motion which carried by unanimousvoteBFMarch 12, 1986 Continued6 Library - Funds for CarpetCommissioner Frank B Holding moved that the county appropriate additionalfunds up to 6,000 for carpet at the Public Library, provided the Town of Smithfieldequally matches the countys appropriationCommissioner John M Booker seconded the motion which carried by unanimousvoteUpon a motion by Commissioner John M Booker, duly seconded by Com-missioner James W Cash and carried, the board adjournedNorman C Denning, ChairmanEleanor N Creech, Clerk to the Board
