and each company bidding has included a per parcel figurefor parcels exceeding the 40,000 parcel estimate The Tax Administrator explainedthat since it is the desire to have only one company do the entire project, thisoffice received only three acceptable proposals as followsL R Kimball Orthophoto Maps; provensuccessful experience in North Carolina; agreed verbally to solicit the assistanceof all Johnston County Engineers and surveyors and the low proposal of the three;it is recommended that Johnston County, with the assistance of Donald Hollowayof the North Carolina Land Records Program, contract with Landmark Engineeringfor Orthophoto and Cadastral MappingThe board discussed the county tax mapping project and procedures fordoing this work with the Tax AdministratorAfter discussion, Commissioner Howard Benton moved to award the contractfor the county wide tax mapping project to Landmark Engineering, Cary, NC,low bidder, bid price 623,37500, cost per parcel over 40,000 1025Commissioner James W Cash seconded the motion which was carried byunanimous vote5 Revaluation ReportThe Tax Administrator reported that the revaluation of property projectis running on schedule; about 50 complete; will be completed by fall, in timefor the January, 1987 deadline6 Clayton Request Funds for Sewer Plant ExpansionMayor Jim Bailey, Steve Weatherman, Manager and Gene Cobb, Engineer,representing the Town of Clayton met with the board Mayor Bailey asked the com-missioners for 486,61000 in funding from Johnston Countys Water and Sewer allo-cation received from the State Clean Water Bond money This amount is in additionto the 540,454 the county has already agreed to loan Clayton at 6 for 15 yearsfor the Clayton Sewer Plant expansion project The 540,454 represents the countysshare for industries outside Claytons town limitsEngineers have estimated the Clayton Sewer Plant project will cost approx-imately 31 million dollars Last year Clayton voted and passed a bond issue upto 2,250,000 to finance its share of the project EPA has awarded Clayton a grantin the amount of 1,180,000Because of Claytons growth,industrial and residential, it isessentialto expand to accommodate these usersThe Mayor stated the sewageplantsexpansionis designed to take care of growthover the next 20 years;however,he furtherstated well be fortunate if we cankeep up with growth Gene Cobb,Engineer,stated that Clayton is working witha tight schedule, theexpansionplans callfor a completion date of July, 1988Mayor Bailey reminded theCounty Commissionersof an earlier commitment; however, the board is free to express an opinion or to hold aPublic HearingDonald Creech, Acting District Engineer, was present at this time andthe board asked Mr Creech to investigate this abandonment request and reportback to the County Manager16 Insurance - Environmental Impairment Liability PoolThe CountyManager advisedthe board the North Carolina Associationof County Commissionershas approvedthe recommendation of the LiabilityInsuranceAdvisory Committeeand the WorkersCompensation Board of Trusteesthat theAssociation take immediate steps toimplement a self- insurance fund forpollutionimpairment Liabilityof counties TheAssociation is asking the countiesto jointhe insurance poolbecause insurance companies are refusing to renewliabilitycoverage for countiesfor environmentalhazardsCommissioner James W Cash serves on the Associations Liability InsuranceAdvisory Committee; he and the County Manager reminded the board of claimsfiled against New Hanover County for hazardous waste found in its landfill Theboard was informed that the county is being asked to contribute 125,000 to theinsurance pool for the next three years In discussion Commissioner, Frank BHolding told the board the county could settle a lot of Lawsuits for 125,000Commissioner Cash stated that he had supported the insurance pool idea at theAssociation meeting; however, after discussion he has mixed feelings becauseif Johnston County joins the insurance pool, it will be involved with countiesthat may be found negligent The County Manager also explained that joiningthe insurance pool would give up the right of governmental immunity from lawsuitsCommissioner Frank B Holding stressed strongly the county must superviseand carefully document what is dumped at the county landfill , and take everyprecaution with regards to environmental damage protectionAfter muchdiscussion,Commissioner Frank B Holding moved that therecords show the Board ofCounty Commissioners had a full discussion of environ-mental I iabi I ity ;at thecountylandfi I I ; and the new system wi I l not cost the county any money,it will be paid for with state fundsCommissioner Frank B Holding moved the Mental Health Director be authorizedto advertise, for bids for a new computer systemCommissioner Howard Benton seconded the motion which was carried24 Clayton Granted Funds for 201 ProjectCommissioner James W Cash by motion proposed that the county participatein the Clayton 201 Project in the amount of 950,000 in the following manner;650,000 loan bonds; if the county chooses to purchase some of Claytons bonds150,000 from the countys State Clean Water Bond allocation; and 150,000 fromcounty ABC revenue; funds to be allocated over three budget years; FY 85 -86;
