June 5, 1967 - Regular1 3Fit widthMeeting of the Board of Commissioners for the County of JohnstonJune 5,1967The Board of County Commissioners met in regular session in its office in the Courthouseat Smithfield, Monday June 5, 1967, at 11 oclock am, with members present as followsH M Johnson, Chairman, J D Bailey, Norman C Denning and Adam J Whitley, JrAbsent Frank B HoldingThe following business was transacted1 ReportsThe following reports were filed with the BoardM W KnottHarper GodwinMrs Edith ParkMrs Eleanor HooksL P CreechRubert BarbourWilson Jiggs BroadwellElectrical InspectorTax CollectorDirector of Public WelfareLibrarianVeterans Service OfficerDog WardenDirector of Civil Defense2 Annual Inspection Fee - Bentonville Community BuildingCommissioner Denning made a motion that W H Britt, Auditor and J Narvin Creech,Treasurer, be directed to pay, from the Bentonville Special School Fund, to Griffin ExterminatinCompany of Goldsboro, North Carolina, 1500 for annual termite inspection of the BentonvilleCommunity BuildingCommissioner Bailey seconded the motion, which carried unanimously3 L T Thompson Request__- 1959 TaxesL T Thompson of Route # 1, Smithfield, appeared before the Board in regards to a 1959tax statement in the name of Thomas G Johnson, and explained to the Board that Billy DThompson, who is now the owner had received a statement from the County Tax Collector for the1959 taxes in the amount of 5308, plus penalties of 2415, process cost 1250 and advertisincost 70 cents, making a total amount due, as of June 1967 9043Mr Thompson admitted repossessing the property and selling it to Billy D Thompson with-out checking toseeif any prior yearstaxes were due Mr Thompson advised the Board that alltaxes had been paid on this particular property in question, except for the 1959 tax, which waslisted in the name of Thomas G Johnson and stated that he bad never received a statement forthe past due 1959 tax, and asked the Board if possible to relieve him of the penalties and othercosts that had been addedThe Board advised Mr Thompson that there was nothing it could do to relieve him of thisextra cost and, therefore, took no action upon his request4 Smithfield LandfillMr Robert Little, Manager of the Town of Smithfield, appeared before the Board andreminded that he had, a few months ago, brought up the question of people outside of the Townof Smithfield using the Towns land -fill for the dumping of garbage and other refuse Heinsisted that the problem was growing greater all the time and requested that the County make anappropriation in next years budget of 240000 for support to the Town of Smithfield in itsundertaking to control the land -fill and that the project become a joint one, between theCounty and the Town of SmithfieldThe Board discussed the matter at length with Mr Little, but took no action5 Rent - Mental Health CliniciMr Roberti Little, Manager of the Town of Smithfield, called to the attention of theBoard that the Town was furnishing office and clinic space for the Johnston County MentalHealth Department rent free, and requested that the Board pay to the Town, 5000 per month,j -for the space occupied by the Mental Health DepartmentThe Board advised Mr Little that the Countys contribution to the - Mental Health programwas a minor part of its budget revenue Mr Johnson, Chairman of the Board suggested that MrLittle submit his request to the Mental Health Advisory Board Therefore, no action of theBoard was taken regarding this request6 Appointment - Nelson Barefoot - Benson Planning BoardAt the request of the Benson Board of Commissioners, Commissioner Denning made a motiona?
