andWHEREAS, Mr Lynch assumed the position of District Engineer on August 1, 1960, and sincethat time has admirably discharged the duties and responsibilities of his office in an efficientdiligent and, forthright manner, always alert to the?polsicies of the Commission, and, at the sametime recognizing the rights and, needs of the people, performing the functions of this officeconscientiously and fairly, reflecting bonor and, distinction to himself, as well as to thecounty and state;
