present H M Johnson, Chairman, J D Bailey, Frank B Holding, Norman C Denning and, Adam JWhitley, JrAbsent NoneThe following business was transacted1 Resolution Hospital BondCommissioner Hold,ing moved, that the following resolution be adopted -WHEREAS, the bond order hereinafter described, has taken effect, and 680,000 of the bondsthereby authorized,have been issued, and the Board of Commissioners desires to make furtherprovision for the issuance of the remaining bonds authorized, by said, bond, order; NOW, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston, as follows1 The County of Johnston hereinafter referred, to as County shall issue its bondshereinafter referred, to as Bonds of the aggregate principal amount of 295,000 pursuantto and in accordance with the bond, order entitled BondOrder authorizing the issuance of975,000 Public Hospital Bonds of the County of Johnston , adopted, by the Board of Commissionersof the County on July 2, 19622 Acting pursuant to Section 153 -80 of The County Finance Act, the Board, ofCommissioners has ascertained and,hereby determines that the new building or buildings described,in said bond order to be financed; by the issuance of the bonds will be of either fireproofconstruction or nonfireproof construction as defined in said Section 153 -80, and, that the life+? ofsuch buildings described in said bond order is thirty years computed from June 1, 1963I3 The bonds shall be designated Public Hospital Bonds, Series C, shall be of thedenomination of 5,000 each, and, shall be numbered from lto 59 inclusive The bonds shallbe dated, August 11 1967, and shall be payable June 1, 1968, Each bond shall bear interestfrom its date at a rate which shall be hereafter determined, and which shall not exceed, sixper centum 6976 per annum Such interest shall be payable -at, maturityJuly 12,1967 Copt4 The Bonds shall be non-coupon bonds, and, shall be signed by the Chairman and-Clerkof the Board, of annum payable at maturity, Both principal of and interest on this bond are payable at theprincipal 2 office of Manufacturers Hanover Trust Company, in the Borough of Manhattan, City andState of New York, or, at the option of the bolder, at First-Citizens Bank Trust Company,in Raleigh, North Carolina, in any coin or currency of the United States of America which atthe time of payment is legal tender for the payment of public and private debtsThis bond is issued pursuant to the County Finance Act of North Carolina, anda bond orderduly adopted by the Board of Commissioners of the County on and Frank B Holding and no one voted against it2 Rejection of Library Property Bids _ Johnston StreetN Commissioner Holding moved that all bids on thesale date, July 10, 1967, receivedon the Library property on Johnston Street be rejected and that the County Attorney beinstructed to advertise for resaleCommissioner Whitley seconded the motion, which carried unanimously3 Approval of- Library, Property Bid - First Street - Neuse RiverCommissioner Whitley moved that the County Board of Commissioners approve the bid, onthe sale date, July 10, 1967, on the Library property along First Street and -Neuse River, andthat a deed be drawn in the name of Johnston County Board of CommissionersMotionwas seconded by Commissioner Bailey and carried unanimously4 Adoption of BudgetWhereas, W H Britt, Auditor, and E S Simpson, Superintendent of Public Schools,i? submitted to the Board their estimated budgets for the fiscal year 1967 -68,And whereas these estimated budgets were filed with W H Britt, Clerk, on June 20, 1967and remained open for public inspection for a period of twenty 20 days,Now therefore, on motion made by Commissioner Holding, seconded by Commissioner Baileyand carried, it was ordered that the General Government, Welfare, Debt Service, Revaluation,@i Hospital, School Budgets and the Special Archer Lodge, Micro and Beulah Fire District Funds be adopted in the following form
