Chairman Johnston Memorial Hosj2ital Board of TrusteesThe following letter from J Marvin Johnson, Chairman of Johnston Memorial HospitalBoard of Trustees was read and discussed, but no action was taken on his requestWhereas, the Supreme Court of North Carolina has recently handed down a decisioneffecting County operated hospitals in that they have now declared that Countyoperated hospitals are no longer considered exempt as non- profit and charitableinstitutions Therefore, the Trustees and all employees of the Hospital are nowsubject to all the statutes dealing with the operation of the Hospital whencriminal or civil offenses are committed by action or lack of actionThe Trustees of the Hospital with this in mind respectfully ask that some type ofper diem be awarded them for services rendered Our Johnston County Hospital nowhas a budget approaching two million dollars with some 300 employees and it hasgot to be time consuming and taken a great deal of the Trustees time and effortsRespectfully submitted,J Marvin JohnsonChairman5 Paul Kellar - Director of Johnston County Community Action, IncorporatedPaul Kellar, Director of Johnston County Community Action, Inc, met with the Board andadvised that a program to help college students who need financial assistance was beingplanned for Johnston County and that a coordinating committee was being set up for the programand suggested that the Board of County Commissioners should have a representative member ofthis Board Mr Kellar explained that the program would enable Johnston County CollegeStudents, who were financially in need to secure summer time employment He stated that anygovernmental agency or non - Clerk of Superior Court - Adjustment AccountJames C Woodard, Clerk of Superior Court appeared before the Board and explained that anadjustment account, from an audit of the late H V Rose, Clerk of Superior Court, was stillbeing carried in the Clerks Office and should be dispotsed of He explained that it wouldprobably take special legislation to legally make proper disposition of the fundsCommissioner Holding moved that, Representative W R Britt and Senator Jesse Austin, Jr,be asked to draw and introduce in the Legislature a bill providing for the disposition of thisadjustment account, the funds going to the General- Fund of the CountyThe motion was seconded by Commissioner Bailey, which carried12 Increase - Dog Warden Assistant - SalaryCommissioner Holding moved that the assistant to the Dog Warden be paid 1000 per dayinstead of 700, as in the past, this to be retroactive to March 1, 1967Commissioner Whitley seconded the motion, which carried13 Approval Jailer and Assistants SalaryCommissioner Holding moved that the salaries of the Jailer and Assistant Jailers be approved,retroactive to the date they began work, as followsJailer, Charles Duncan Allen, NovemberAssistant Jailer, Worley Aaron Watkins,Assistant Jailer Ed R Johnson, July 1,161 1966 - Holland Garage PropertyCommissioner Holding moved that W H Britt, Clerk to the Board, be authorized to advertisefor bid proposals for the demolition and or removal of the Holland Garage property on JohnstonStreet as soon as possibleThe motion was seconded by Commissioner Denning and carried unanimouslyA motion to recess was made, seconded and carried and the Board recessed to meet againMonday, April 241 1967
