March 9, 1966 - Recessed1 2Fit widthof Boswtd of Commissioners for the County of JohnstonMarch 9, 1966The Board of County Cow ssioners of Johnston County reconvened in special session on March 9,1966 at 730 P M, in the Commissioners Room for the purpose of formulating plans for the extensionof water and sewer lines from the corporate limits of the Town of Smithfield to Sylvania ElectricProducts, Inc site, with the following Commissioners presentH M1 Johnson, Chairman,, J D, Bailey, Frank B Holding, Norman C Denning and Jesse H Austin JrAbsent NoneThe following business was transacted1 Extension Water and Sewer Lines from CorR rate Limits Town SmithfieldPlans, policies and procedures were discussed in length with the assistance of Willia m S Ragsdale,Engineer, and Hugh Talton, liason between the county and town in this program, with several ideas ofsolving the problem being offeredMr Ragsdale brought to the attention of the Board that the estimated cost of running the waterand sewer lines would be distributed between the county and town as followsWater Town of Smithfield 25,000Johnston County 56,000including 400000 engineer feeSewer Town of Smithfield 185,000Johnston County 89,866ftnalikling efigind6ringfee - --Mr Talton Ptated that the town anticipated a bond refereddum to take care of the sewer line whennecessary, but at the present pumps would take care of the sewageSubsequent to the discussion, the following motions were adopteda Commissioner Bailey moved that the County of Johnston and the Town of Smithfield share equallyin rights to tap in from sewer and water lines for the first five years, with the provision that if the,Town annexed any of said area within twenty years where the water and sewer lines are affected that theTown of Smithfield pay the County of Johnston pro rata balance due of the cost of water and sewer lines,less amount of fees collected by the County from right to tap in said lines,Commissioner Austin seconded the motion, which was unanimously carriedb Commissioner Bailey moved that W R Britt,, County Attorney, be authorized and directed tonegotiate with Smithfield Industries, Inc towards a five year lease-purchase agreement for the construion of sewer line from the corporate limits of the Town of Smithfield to the Sylvania Electric ProductsInc site,Comm ssioner Denning seconded the motion, which was unanimously carriedc Commissioner Holding moved that William S Ragsdale, Engineer, with the legal assistance ofW R Britt,, County Attorney, be instructed to prepare plans and specificiations for the extension ofsewer and water lines from the corporate limits of the To-mof Smithfield to the Sylvania ElectricProducts Inc plantand that invitation for bids be publicized in a newspaper according to law Furtherthat W S Ragsdale, Jr be authorized to supervise water and sewer installationCommissioner Denning seconded the motion, which was unanimously carried2 Payment to Barbara G Nixon Accumulated Vacation LeaveCommissioner Denning moved that Mrs Barbara G Nixon, who recently resigned from the AgriculturalDepartment on February 19, 1966, be paid 3634, representing the countys pro rata pbxt of 13-ffI days ofaccumulated vacation leaveCommisdoners voting in the affirmative Deming, Holding, and BaileyCommissioners voting in the negative Austin3 POILY Pa Accumulated Vacation Leave—YmConnissioner Holding moved that the County hereafter dispense with the payment of accumulatedvacation time;
