7,, 1966, in theCommissioners Room, at 1100 A M,, with the following member,-presentH,,M, Johnson, Chairman, J D Bailey, Frank B Holding,, Norman C Denning and Jesse H Austin, JrAbsent NoneThe following business was transacted1 Roadsa Commissioner Denning moved that the State Highway Commission be requested to add to theJohnston County Road System and maintain that certain road in Banner Township and being an extensionof Carolyn Drive, located adjacent to S R # 1370, and being a distance of 850 feetPetition enclosed with this order For reference see William S Sorrell, R#3, Benson, N CIb Mr George E Coats,, of Route # 3, Benson, N C, gave the history of S R # 1324 and the badcondition of said road at the present time He also questioned the loss in priority of this roadei from # 30 to # 94Commissioner Austin moved that the State Highway Commission be requested to resurvey S R # 1324,including taking a traffic count for the purpose of determining the accuracy of its priority ratingCommissioner Denning seconded the motion, which was carriedc Mr J, I- Lynch, District Engineer, made his bi-monthly appearance for the purpose of discuss-ing with the Board any road problems confronting themA general discussion ensued but no formal complaints were filed with Mr Lynchd Pursuant to a request of John W Core, Jr, Route # 2, Dunn, J I Lynch, District Engineer,was requested to investigate road leading by Nelsons Highway 301 to livestock arena for improvemente Messrs Noble Peedin and Lester Brady,, of Pine Level, appeared before the Board in connectionwith the improving of S R # 2312, which has a priority rating of 34 The policy of the state highwaycommission was explained to them and they were advised that if their road did not lose in priority inthe reevaluation of the secondary road system of the county that their road should come up for pavingin the 1967-68 road programf Messrs Ralph Whittington and Blake Johnson of Banner Township, appeared before the Boardin connection with the improvement of S R # 1357 and # 1356, which have a priority rating of 58 and49 respectivelyThe present policy of the state highway commission was explained to them in the improvement ofsecondary roads and they were informed that their roads should be improved within the next few years,2 Soil Survey Johnston CountyMr Ermit Stancil, Chairman Johnston Soil and Water Conservation District and Messrs Carl Bagleyand Carl Peacock, members of the District Board of Supervisors, and Mr J H Gi-iffin,, Soil Conservat-ionist, requested the endorsement of petition presented by their board to Mr Joseph P Kuykendall,,State Conservationist, for a soil survey of the county, stating that the last time such a survey hadbeen made was in the year 1911Mr Stancil related the need for such a project in the county and stated that the only expensethe county would incur would be the furnishing of approximately 1200 square feet of office space forfhe survey partyAfter a general discussion, Commissioner Austin moved that the board go on record as endorsingthe program and urge the soil Conservation Service of the United States Department of Agricultureheaded by Mr Joseph P Kuykendall, State Conservationist, to commence work on this program as soonas possible, with the assurance that the county would cooperate in every way possible and furnishthe necessary office spaceCommissioner Denning seconded the motion, which was carried3 Proposed Policy financing Authorization , Plans and Specifications Extension Water andSewer Line from Town Smi fieldMr M B Wilson, President of Smithfield Industries, Inc and Chairman Industrial DevelopmentCommittee of the Smithfield Chamber of Commerce, reported the urgent need for the adoption of a policyto assure the running of water and sewer lines to the Sylvania Electric Products Inc industrial siteHe brought to the attention of the Board that Sylvania was in the process of letting contract for theerection of a building, and that the Atlantic Coast Line Railroad would start immediately on runningside tracks to the proposed plant,, that the building would cover approximately 25 acres and wouldemploy approximately 300 people thisyear and 625 by 1967He also cited the need for the clearing of Buffalo Creek of debris and logsCommissioner Holding expressed the concensus of the Board when he expressed to Mr Wilson theirdeep appreciation for the leadership and untiring efforts he had contributed in securing the Sylvaniaindustry to Johnston County and for other industries in the process of locating in the county, includingJohns-Manville Products, IncMr Wilson was informed that steps would be taken immediately to work out an industrial policyfor the county to determine the participation of the county and the Town of SmithfieldFollowing Mr Wilsons presentation, Mr Hugh Talton, member of the Industrial Expansion CommitteeChamber of Commerce, serving as liason between the town and the county, Mr Joe Grimes, Mayor of theTown of Smithfield, and Mr #Villi a Oliver, Robert Bell, Albert Stallings, Kenneth Baker, Willard Manley,members of the Town Board of Commissioners of Smithfield, and William Ragsdale, Engineer, appearedbefore the Board in an attempt to work out a policy program between the county and town for the runningof water and sewer lines to industrial sites, realizing the urgency of the situation since Sylvania,the countys newest industry, had already contracted for the erection of their industrial facilitiesAfter a general discussion of the proposals and reviewing area photo map of Mr Ragsdale, it wasthe concensus that each group appoint a committee to determine the participation between the countyand town Therefore, mayor Grimes appointed Messrs John Dail, William Oliver and Robert Bell toserve as acommittee representing the town Chairman H, M Johnson appointed Commissioners Austin,Denning and Holding as a committee to represent -the county The two committees were urged to meetat the earliest possible date to provide a policy that would be equitable for the town and county tofollow -4 Polio Accumulated Vacation Leave Time;pursuant to question presented by H F Palmer, County Agent to determine the payment to Barbara GNixon, secretary, who recently resigned from his department of 131 days accumulated leave, CommissionerFrank B Holding moved that W G Massey, Clerk, search the minutes to determine if a policy had beenestablished, and instruct Mr Palmer accordinglyCommissioner Austin seconded the motion, which was carried5 Re nest Pay Increases to Grand Jury and JurorsMr C B Eason, foreman Grand Jury, accompanied by Mr D H Stephenson, Court Officer, Mr W HWoodall and Mrs J P Boyette, members of the Qrand Jury,, acted as spokesman and requested that thepay schedule of the members of the Grand Jury be increased-from 644 to 800 per day He furtherrequested that pay increase be made to all jurors serving in the Superior CourtAfter a discussion in which it was determined that Johnston County was paying as much, if not more,than the adjoining counties, fir Eason was advised that the Board would take his request under consider -ation in the 1966 -•67 budget6 Appointment Constable Boon Hill Township DeferredThe appointment of a Constable of Boon Hill Township was deferred pending further study Resolution Removal of Graves from Sylvania TractCommissioner Holding moved the adoption of the following resolution,ResolutionThat Whereas, there is situate in Johnston County, North Carolina, a small grave plot upon whichthere is located approximately six graves Said grave plot is known as the Simon Atkinson family graveplot The same lying between Selma and Smithfield, immediately South of the Atlantic Coast Line Rail-road- on property formerly owned by Kenneth Parrish, later by Smithfield Industries, Inc, and nowowned by Sylvania Electric Products Inc It further appearing that this property and the surroundingproperty if now put to its best use is highly adaptable for industrial purposes Request has beenmade of the County Board of Commissioners of Johnston County by the property owners, through theirattorneys, that said graveyard be moved under the provisions of the General Statutes of North-Carolina,Chapter 65, Section 15, it further appearing thatno reservation has been made in any deed of recordof the chain of,title on the property upon which the graveyard is located, and therefore, under theprovisions of said statute said graveyard has been abandoned It further appearing because of thechange in conditions and uses of said property that it has become necessary and expedient in the opinionof the governing body of the County of Johnston, State of North Carolina, to remove said gravesIT IS THEREFORE RESOLVED, that the County Health Officer be instructed by the Clerk of this Boardto take steps to have said graves removed from said plot, under the supervision of this Board, andaccording to the provisions of the General Statutes of North Carolina, Chapter 65, section 15 Thatprior to taking any of such steps thirty days notice to the relatives of the deceased persons buriedtherein, to any that are known, and if none are known then thirty days notice printed in some newspaperof general circulation in Johnston County And after such notice as heretofore set forth has beengiven, that said graves be removed and re- interred in Rest Haven Cemetery, which lies between SelGmaand Smithfield, east of U S Highway No 301, and West of , the Atlantic Coast Line Railroad, andimmediately to the rear of the Trot Motel property Said County Health Officer to Further see thatthe removal and re- interment are done so that the graves and bodies will be replaced properly in theirnew location so as to leave the graves in as good condition as they were in the original tracts beforeremoval and any tombstones or other markers be relocated tLt the new site of said graves and be replacedin as good condition as they formerly existed at their old locationThat a report of these proceedings be r eported to the County Board of Commissioners and that theyContbe kept informed of all transactions in recipients would be examined by their own personal physician11 Rental Building Civil DefenseUpon the recommendation of Wilson Jiggs Broadwell, Civil Defense Director, Commissioner Norman CDenning moved that 18000 be appropriated from the contingent fund for the purpose of renting buildingadjoining the Civil Defense Building in the Town of Selma from the Kenly Savings and Loan Associationfor civil defense training quarters at a monthly rental of 6000, effective April 1, 1966, contingentupon the building being prepared at that date for occupancy, otherwise the rent will commence onmay 11 1966Commissi37March 7, 1966 fontwould occur in his office by the recent enactment by Congress of the G I benefits bill retroactive toJanuary 1, 1955, and the request from Mr Creech of his need for an Assistant Veterans Service Officerand a full time secretary, the following motions were adopteda Commissioner Jesse H Austin, Jr moved that sufficient funds be appropriated from thecontingent fund for the purpose of L P Creech employing a full time secretary at the rate of 24000per month, effective when said person is employed, with the provision that part time help will bedispensed withCommissioner Holding seconded the motion, which was carriedb Commissioner Holding moved that 9600 be appropriated from the contingent fund for thepurpose of increasing the salary of Mrs Marie Creech, secretary, Veterans Service Office, from 25100to 27500 per month, and promoting Mrs Creech to the newly created position of Assistant VeteransService Officer, effective March 1, 1966Commissioner Denning seconded the motion, which was carried16 Insurance Recover and Re airs Boarding HomePursuant to report by W G Massey that the insurance company had settled the loss occuring atthe Boarding Home resulting from the recent storm predicated upon an estimate of Walter G Lassiter,Contractor, in the amount of 13915, subject to,5000 deduction, Commissioner Holding moved thatWalter G Lassiter be employed to make the necessary repairs at the boarding homeComnissioner J D Bailey seconded the motion, which was carried17 distribution of S m lus Food DiscontinuedCommissioner Holding moved that W G Massey, Clerk, be authorized and directed to notify MrJ P Davis of the State Department of Agriculture that the Board would discontinue the
