376i11March 16, 1966The Board of County Commissioners of Johnston County reconvened in special session on March 16,1966, at 7 -,30 P„ M, in the Commissioners Room of the Courthouse, for the purpose of formulating apolicy between the County and Town of Smithfield for extending water and sewer lines from the corporatelimits of Smithfield to the Sylvania Plant The following members were present-, H, M Johnson,Chairman, J D- Bailey, Frank B Holding, Norman C Denning and Jesse H Austin, JrAbsent-, NoneOn motion made, seconded and carried, W H Britt, Auditor, was appointed Acting Clerk to servein the absence of W G MasseyThe fallowing business was transacted1 Amroval Revised pro offal Count of Johnston Town of Smithfield Extending Water and Sewer LanespMotion was made by Mx Bailey, seconded by Mr Denning that the Board of County Commissionersapprove the revised proposal presented by Mr Hugh C Talton for a joint plan for the County of Johnstonand the Town of Smithfield in extending water and sewer lines from the corporate limits of theTownof Smithfield to the Sylvania Electric Products Inc plantsprevlously adopted by the Board of Commission-ers of the Town of Smithfield, set out as follows-,A committee has worked out a satisfactory compromise between the Town, and County Boardswhereby the County will pay the construction cost of water and sewer lines beyond thecity limits and receive all tap -on rights to help repay the investment for a period offive 5 years, from September 1, 1966The Town will maintain the County portion of the lines from the date of completion forward andwi ll `;construct nee stAry linei3_within the Town limits, and at the end of the 5 -year period willreceive title to the Countys portion with a continuing obligation to maintainsubject to the approval by the flown of Smithfield that the Board of Education of Johnston County andthe County of Johnston, and any of its governmental agencies,_ will not have to pay to the Town ofSmithfield any rights to tap on said water and sewer lines at any timeThe motion was adopted without a dissenting vote2 Direct Mailing Welfare Checks from Raleigh 2aosedCommissioner Austin moved that the Board of County Commissioners of Johnston County go on recordas opposing the direct mailing of welfare grant checks and welfare medical services checks fromRaleighFurther ordered that W H Britt, Auditor and acting Clerk, inform the North Carolina Associationof County Commissioners of said actionCommissioner Denning seconded the motion, thich was unanimously carried A royal Purchase 30 Acres C M Johnson Pro ertyCommissioner Denning moved that the purchase by the Board of Education of 30 acres of the C MJohnson property in Selma Township for the Smithfield-Selma-Wilsons Mills consolidated high schoolsite at a price of 150000 per acre, be approvedCommissioner Austin seconded the motion, which was unanimously carriedOn motion made by Commissioner Holding, seconded by Commissioner Denning, and carried, the meetingwas adjournedChairmanActing Clerk
