the motion, which was carriedd After a discussion with State HighwayOfficials,- Commissioner Denning moved that the StateHighway Commission be requested to make a survey ofa- proposed road beginning on S R # 100 runs thencein a southwardly direction crossing Neuse River to S R # 1143 -for determining the actual cost of thisproposed road and is designated as project No 4 on the attached mapCommissioner Austin seconded the motion, which was carriedd Mr Carl Renfro, State Highway Commission, Mr, E P Koonce, Division Engineer, Mr Robert WDawson, Assistant Division Engineer, and Mr` I- District Engineer, appeared before the Boardon behalf of the Johnston County Secondary Road SystemMr Koonce acted as spokesman For the group and presented the 1966 -1967 secondary road program,for the countyMr Koonce stated that this was being presented at this early stage in order for the HighwayCommission to clear and stablize the proposed roads-as soon as possible to prepare thew for pavingHe stated that the countys share of the bond issue for highway improvements would be approximately1,304,000 or 280,640 per year, which would bespread over a period of five years In addition thecurrent fund for the year would amount to 299,190, which would enable the Commission to do abouttwice as much work as heretofore on the secondary road systemAfter reviewing the proposed program, and discussing highway projects and problems confrontingthe Board, Commissioner Frank B Holding moved that the following resolution be adaptedRESOLUTIONWhereas, the Board of County Commissioners of Johnston County have received from E P Koonce,Division Engineer, State Highway Commission the 1966 »1967 Secondary Road Program of Johnston County,all of said roads being a part of the system improvement of State ropertp ywas filed with W G Massey, ClerkMemorandum to Division EngineersFrom ;C W LeeSubject Policy - Request for work by other State AgenciesThe State Highway Commission is authorized to perform work on a reimbursable basis for other StateAgencies; colleges and local schools are included T;is memorandum is to advise you of the ComnissionsPolicy, and to outline the adopted proceduresWhen such requests are received, they must be approved by the Highway Commission, meeting informal session, prior to beginning any work If approved and work as requested is accomplished, theCommission is to be reimbursed on the basis of 100 for cost of work plus 10 for engineering andadministration Therefore, when such requests are received and a cost estimate is given to cover work,it is essential that the requesting agency be informed that the 10 is to be added Upon submittingwritten estimates and or invoices the 10 addition should be shownWhen an agency receives a cost estimate for accomplishing certain work, it may, in submitting itsformal request, accompany name with check covering total cost of work, and by so doing a formal agreement is not required Request still must be approved by the CommissionWhen an agency receives a cost estimate for accomplishing certain work and does not desire to submitcheck covering total cost of work with formal request and prior to accomplishment of requested work; aformal agreement must be prepared and executed by all parties concerned, again withthe approval of theCommission Upon completion of work, annual salary of Miss Anha N„ Herring be adjusted as of January 1, 1966 from 244800 perannum to 258800 countys pro rata share, representing an increase from 20000 to 24000, therebyamending order of the Board on December 61 1965Further moved that Mrs Joyce R Hildreth employed as Assistant Home Economics Agent be paid anannual salary of 345000 countys pro rata share, representing a decrease of 24000 from the salarypaid Mrs Mary Alice Thomas, who recently resigned her position with the county, effective February14, 1966,Commissioner Austin seconded the motion, which was carried4 Landscaping Grounds Agricultural BuildingCommissioner Holding moved that 49660 be appropriated from the contingent fund and transferredto the Agriculture Agents account for the purpose of landscaping the grounds at the AgriculturalBuilding,Commissioner Denning seconded the motion, which was carried5 County Extension Chairman Equipment postoffice basement }After a discussion with C W Tarlton, County Extension Chairman, 2elative to the need of thekitchen equipment in the basement of the postoffice, Commissioner Austin moved that order of the Boarddirecting Mr Tarlton to sell, kitchen equipment located in the basement of the post office on January 3,1966 be rescinded, and that the Agricultural Department be authorized to retain said equipment, whichis to be placed in a room adjoining the auditorium in the Agricultural Building for the benefit of theAgricultural Department and the publicCommissioner Frank B Holding seconded the motion, which was carried6 Letter State Welfare DepartmentChairman H M Johnson presented the following letter, which was ordered filed with W G Massey,ClemJanuary 18, 1966Mr, Henry M Johnsen, ChairmenJohnston County Board of CommissionersFour Oaks, North CarolinaDear Mr JohnsonWe in the State Board of Public Welfare are this month mailing summary checks directly to thevendors of medical services The services rendered to the Public Assistance recipients are Pharmacy,In-Patient, Out- Patient and DentalYou, as Chairman of the County Cozm issioners will appreciate what this means for Johnston CountyThis new procedure represents a savings in county personnel time and postagePreviously, the checks -one check for every claim -have been mailed to the County Department ofPublic Welfare The checks were handled individually by the ;Public Welfare workers Then each wasstamped with the county auditors name and finally mailed to the vendorsSince the summary checks are being mailed direct, the vendors will get their money quicker Allclaims for one category of Public Assistance are paid with one check; for example, Creech Drug Companyin Selma submitted 65claims which we paid with only seven checks Statewide, we saved writing 48,000checks by this concept, Error corrections will be made in the state office, thereby eliminating thenecessity for the county to pull individual checksYesterday l talked with your county auditor, Mr Britt He indicated that the county commissionershad instructed the banks not to honor a check whichdid not have his name stamped on it Actually, thechecks drawn on county funds are-now signed by me for the county director and board chairman whosenames appear under my signature, We also-have obtained an Attorney - General ruling on the County FiscalControl Act which states that it is legal for a state official to sign checks, thereby eliminatingthe signatures of the chairman of the county welfare boatd, the county director of public welfare, andthe county accountant or auditor,As far as Mr Britts control of checks drawn against county funds is concerned, he has receivedthe,reciptent register showing the total dollar amount paid along with a cover check transferring 85per cent of the total payment to the county banks The recipient register and the cover check weremailed two days in advance of the summary checks to the vendorsMr Johnson, this new procedure has this first month saved over 2,000 in forms and processingcosts statewide The postage saved by the counties will amount to thousands of dollars a year Wethink you will agree this procedure will helpMr Britt stated that the county commissioners CourthouseIn view of the zany complaints that have been filed with the members of the Board of Commissionersabout the poor service and frequent breakdowns of the passenger elevator in the courthouse, which wasinstalled on or about October 1, 1962, and according to the records in the Auditors office, there hasbeen in addition to pay ent for a Protective Maintenance Agreement 14 additional service calls datzhgfrom November 23, 1965 to January 31, 1966 amounting to 23654, W G Massey, Clerk, was directed torequest Westinghouse to thoroughly investigate thecondition of the elevator for the purpose ofremedying the situation, as under the present condition it is creating an undue amount of expenseas well as causing a great deal of inconvenience to the public as well as to the Sheriffs Department,? who rely on the elevator as their main access to the jail,Commissioner Austin seconded the motion, which was carried,8 Tax Listing Time ExtendedUpon the recommendation of W H Britt, Tax Supervisor, Commissioner Bailey moved that the timefor listing taxes be extended through February 7, 1966Commissioner Molding seconded the motion, which was carried9 Request Additional Courtroom SpaceMessrs A A Corbett, Wiley Narron and Pope Lyon, representing the Johnston County Dar Association,brought to the attention of the Board the need for additional or separate courtroom space that wouldbe required with the establishment of the District Court inaugurated by the 1965 General, Assembly underthe court reform act,They were advised that the Board had this matter under consideration,14 Re,ort Anti- Povert PE am Mr Paul Keller, of Clayton, informed the Board that if steps were not taken to put the anti-poverty program in operation by April 1, 1966 that funds for this year would not be available; otherwisethe program would have to wait until July 1Mr Keller requested that a member of the Board be appointed to represent the Board in an officialcapacity and asked that W R Britt, County Attorney, be designated to serve in a legal capacity forobtaining charter under which the program would operate,Mr Keller also brought to the Boards attention the need for reaching poorer groups of the countyto serve on the committee, stating that the committee would probably have a membership of 45 -54 with13 of the membership representing the less fortunate group,11 A ointment Tear orary ChairmanAfter a discussion with Mr Paul Keller relative to the economics opportunity act anti-povertyprogram, Commissioner Bailey moved that t Paul Keller, of Clayton, be appointed Temporary Chairman of theAnti - Poverty Program for Johnston County, and that he be authorized to take the necessary steps toinaugurate the program,Further moved that W R Britt, County Attorney, assist in the legal aspects in formulating theprogramCommissioner Holding seconded the motion, which was carried,12 Welfare DepartmentThe following letter from Mr R Eugene Brown, Commissioner State Board of Public Welfare, relativeto the defined services for the additional public assistance program was presented by Mrs Edith Parr,Director Local WelfareeDepartment and ordered filed with W G Massey, ClerkMr H,L -M Jobhsona,?Chaix -A nJohnston County Board of CommissionersFour Oaks, North CarolinaDear Mr Johnson1 During the early part of November, the County Public Welfare Directors Association unanimouslyrecommended that the State Board of Public Welfare adopt Defined Services for the adult public assist-ance programs bAA and APTD The adoption of Defined Services would require that all counties provideI additional prescribed and specialized services to these welfare categories2 When and if we adopt Defined Services for the adult categories, we must assure the FederalGovernment that we will enforce certain standards and provide equal service for all citizens of NorthCarolina In turn, the Federal Government, which now pays one -half of the costs of administering theseprograms, will provide matching funds of 75 for expense related specifically to the Defined ServicesThe major prerequisites of the program requirea Each county to provide all of the services prescribed and the full range of servicesmust be provided as quickly as possible but not later than July 1, 1967ifFebruary 7, 1966 fontb Each county to study all cases to select those likely in need of Defined Servicesc Each county to provide sufficient staff to insure that caseworkers are not assigned morethan 60 Defined Service cases and that one supervisor is provided for each five of thesecaseworkersd Each county to provide for a standard of visits as often as necessary but at intervalsnot to exceed three monthse Each county to provide for social studies of cases identified as likely to have definedproblems to determine those cases for which services are specified, and for studies of-all such new cases subsequently approved for assistance- 3 If Defined Services were adopted for the State of north Carolina, the above requirement forstaffing and services would be mandatory for each and every county of North Carolina The failure ofany one county to comply with the requirements could jeopardize the entire program and the Federalfinancial participation for the other counties4 To many counties, these requirements would present no problem However, there are countieswho have caseloads in the range of 150 to 350 for each caseworker, and there are many counties who are-currently having, difficulty in meeting the staffing requirements for AFDC Defined Services Additionalstaff would undoubtedly be required in most counties However, your county would receive increasedFederal financial participation for Defined Services The extent to which additional staff andadditional county funding would be required varies from county to county Your local county welfaredirector should be able to provide you with an analysis of how these requirements would affect yourcounty5 Since the adoption of Defined Services for aAA and AFTD would undoubtedly have staffing andbudget implications, we are asking you whether or not you would support these programs in your budgetIf counties can give assurance that they wish to increase the scope and quality of their welfareprograms and will support the requirements of these programs in their budget, we will present theproposal to the State Board of Public Welfare We would like to request that you discuss this withthe other members of your board and with your local welfare director so that we may have your would welcome ideas and suggestions on how to betterserve Smithfield and Johnston County and extend a welcome to the members of the Board to visit theirplant in Smithfield at their convenience The
