on the bond orderThe motion was seconded by Commissioner Norman C Denning and was unanimously adoptedAt 230 oclock P M the Chairman announced that the Board would hear any citizen or taxpayerwho desired to be heard with respect to the band order At the direction of the Chairman, the Clerkread the bond order and the published notice of hearingAfter the Board had heard all persons who requested to be heard, Commissioner J B Bailey movedthat the public hearing be closed The motion was seconded by Commissioner Norman C Denning and wasunanimously adoptedCommissioner J B Bailey moved that the following resolution be adoptedWBEREAS, the bond order entitled Bond Order authorizing the issuance of 3,000,000 Bonds of theCounty of Johnston ,introduced at the meeting of the Board of Commissioners held on August 1, 1966, hasbeen duly published with notice of hearing thereon and the Board of Commissioners has, at the timeand place specified in such notice of hearing, heard any and all citizens and taxpayers who desiredto protest against the issuance of the bonds, and such hearing has been closed; andWHEREAS, the County Accountant hags, by direction of the Board of Commissioners filed in the officeof the Clerk of the Board of Commissioners a statement of debt -incurred and to be incurred for schoolpurposes under bond orders either introduced or passed, complying with the provisions of the CountyFinance Act, and such statement so filed shows that the net indebtedness of the County for schoolpurposes is 3328 of the assessed valuation of property in said County as last fixed for Countytaxation; NOS, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston as followsl The bond order entitled Bond Order authorizing the issuance- of 3,000,000 School Bonds of theCounty of Johnston , introduced at the meeting of the Board of Commissioners held on August 1, 1966,is hereby adopted without change or amendment2 The Clerk of the Board of Commissioners is hereby directed to cause a copy of said bond orderto be published with the statement as to its adoption prescribed by The County Finance ,Act In theSmithfield Herald, a newspaper published in Smithfield, in said County, and such ublication shall bemade in the manner prescribed by The County Finance ActThe motion having been duly seconded by Commissioner Norman C Denning it was unanimously adoptedCommissioner J B Bailey moved the adoption of the following resolution which was read at lengthto the BoardVAWEAS, the Board of Commissioners adopted on August 2 , 19661, the band order entitled Bond Orderauthorizing the issuance of 3,000,000 School Bonds of the County of Johnston,authorizing the issuanceof 3,000,000 School Building Bonds and theindebtedness to be incurred by the issuance of such bondsand the tax to be levied for the payment of such, bonds, and said bond order should be submitted to thevoters of the County of Johnston for their approval or disapproval in order to comply with theConstitution and laws of North Carolina; NOW, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston as follows-1 The question whether the qualified voters of the County of Johnston shall approve or disapprove1 the indebtedness to be incurred by the issuance of the bonds of the County of Johnston authorizedby said band order, and 2 the levy of a tax for the payment thereof, and 3 said bond order shall besubmitted to the qualified voters of the County of Johnston at a special election to be held in saidCounty on September 29, 1966 2 The Clerk of the Board of Commissioners is hereby authorized and directed to publish a noticeof said election which shall be in substantially the following formCOUfX OF JOHNSTON NORTH CAROLINANOTICE OF SPECIAL ELECTIONiPt 22, 1966 ContNOTICE IS NEREBY GIVEN that a special election will be held in the County of Johnston, North Carolina,on September 29, 1966, for the purpose of submitting to the qualified voters of said County thequestion whether they shall approve or disapprove, 1 the indebtedness to be incurred by the issuanceof bonds of said County of the maximum principal amount of 3,000,000, and 2 the levy of a tax forthe payment of such bonds, and 3 the bond order entitled Bond Order authorizing the issuance of3000,000 School Bonds of the County of Johnston adopted by the Board of Commissioners on August 22,1966, to authorize the issuance of said bonds and the levy of such tax The bonds are authorized tofinance the cost of erecting in the Johnston County School Administrative Unit several new buildingsto be used as school houses, school garages, physical education and vocational education buildings,teacherages and lunchrooms, and ether school plant facilities and of reconstructing and enlarging,by the erection of additions, several existing buildings located in such unit and used for such purposes,and of acquiring land and furnishings and equipment necessary for such new or reconstructed or enlargedbuildings in order to enable the County of Johnston, as an administrative agency of the public schoolsystem of the State of North Carolina to maintain public schools in said school administrative unitfor the nine months school term prescribed by lawThe ballots and ballot labels to be used at said election shall contain the words For the bondorder authorizing 3,OOO,,000 bonds to finance the cast of erecting i432t 223 P2M nt to Ra gsdale En ineersCommissioner Bailey moved that Ragsdale Engineers be paid 3,346,67 for engineering and supervisionof the water distribution and appertance contract, this fee being six per cent 61o of Estimate # 1of Rogers Construction CompanyThe motion was seconded, by Commissioner Austin and carried4 Em ;lo Howard L Stultz Sanitarian IIChairman Johnson informed the Board that Howard,L Stultz, Sanitarian II, woo was formerly withthe Health Department, had contacted him and stated that he would like to rejoin the department at asalary of 479-00 per monthAfter a discussion by the Board, Commissioner Bailey made a motion that the position of Sanitarl4nAid, which was set up in the 1966-67 Budget be deleted and that a position as Sanitarian II be set upinstead;
