business was transacted1, Schedule B LicensesUpon the recommenditi,on of Harper Godwin, Tax Collector, Commissioner Denning moved that theFollowing resolution be adoptedWHETS, it is provided in Chapter 158, Public Laws of 1939, in an act entitled Revenue Actof 1939, under Article 11 Section B, License taxes of said Chapter, as amended, that the countiesof North Caroline, or any of them may impose and levy a county license or privilege taxes for theprivilege of carrying on the business exercises, exercising the privilege of doing the act namedtherein, beginning June 1, 1966 and ending May 31, 1967 -PWHEREAS, the County of Johnston, a body corporate and politic in the State of North Carolina,by and through its Board of Commissioners, desires to impose and levy said licenses and privilegetaxes in Johnston County for the said, tax year 1966 - 1967, in strict accordance with the provisionsof said, Article II, Schedule °B and to impose and levy said - taxes, and to require reasonable reportsfrom distributors in order to make the tax levy and collection effective; in amounts to full extentand limit authorized under said Article II, Schedule BNOW THEREFORE, did resolveThat the Board ofCommissioners of Johnston County do- hereby impose and levy in and For theCounty of Johnston, North Carolina, for the tax year beginning June 1, 1966 and ending May 31, 1967,licenses and privilege taxes provided for and authorized under the provisions of Article 1I, ScheduleB of Chapter 158, Public haws of 1939, as amended, and which under said Article the Countiesof North Carolina are authorized and empowered to impose, levy, collect, and require reasonablereports from distributors in order to make the tax levy and collection effective; and did resolveFurther, that said Board of Commissioners does hereby impose, levy and require reasonable reportsfrom distributors in order to make the tax levy and collection effective in amounts to the Fullextent and limit appeared before the Board inquiring as to a reason Forthe Johnston County Welfare Department taking from her custody, the children which had been assignedher as a Child Boarding Horne Operator Mr Johnson, Chairman of the Board, assured her that theBoard would look into the matter and advise herThis matter was discussed with Mrs Edith, Park, Welfare Director and she was instructed, to writeMrs ONeal, explaining to her the reason for the removal of the children3 PaviM?t 1, 1966 ContAfter a discussion between the Board and Mr and Mrs Lassiter, Commissioner Holding madea motionthat Mr Lassiter be authorized to make these repairs and additions that had been recommended by theHealth Department, at a price not to exceed 25000The motion was seconded by Commissioner Bailey and carried6 Boarding Home # 2wThe Board after discussing with Mr Nathan Lassiter the need for painting the trim woodwork ats the Old Boarding Home # 2, which is not in use, except fair storage, and also the painting of the MilkHouse, Commissioner Holding made a motion that Mr Lasviter sell to the County paint, the amount notto exceed 8000 for this paint work, which is to be done by prisoners of the county jailMotion seconded by Commiis §ioner Bailey and carried7 Bond Order J8 ,OOOPOO School BondsCommissioner J D Bailey introduced the following bond order which was read at lengthBOND ORDER AUTHORIZING THS ISSUANCE OF 3,sOOOj000 SCHOOL BONDS OF THE CO iNN OF JOHNSTONMREAS, the County Board of Education has determined that existing school plant Facilities inthe Johnston County School Administrative Unit are not adequate for theman,tenance of public schoolsfor the nine months school term prescribed by law, and has requested the Board of Commissioners toprovide the sum of 3,000,000 to finance additional school plant facilities such as are described inSection I of this Bond order and which said County Board of Education has determined are necessary toenable the County of Johnston, as an administrative agency of the public school system of the Stateof North Carolina, to maintain public schools in the Johnston County Administrative Unit for the ninemonths school term, prescribed by law;NOW, THEREFORE,BE IT ORDERED by the Board of Commissioners of the County of Johnston, as FollowsI Section 1 The Board of Commissioners of the County of Johnston has ascertained and hereby deter-mines that it is necessary to erect in the Johnston County School Administrative Unit several new?Ebuildings to be used as school houses, school garages, physical education and vocational educationbuildings, teacheages and lunchrooms and other school plant facilities, and to reconstruct and enlaxge,by the erection of additions, several existing buildings located in such unit and used for such purposes,and to acquire land, furnishings and equipment necessary For such,new or reconstructed or enlargedbuildings in order to enable the County of Johnston, as an administrative agency of the Public schoolsystem of the State of earth Carolina to maintain public schools in said school administrative unitfor the nine months school term prescribed by law, and that it will be necessary to expend for suchpurpose not Less than 3,000,000, in addition to other moneys which havebeen made available thereforSection 2 In order to raise the money required to finance the cost of erecting saidnew schoolbuildings and of reconstructing and of enlarging, by the erection or additions, said existing buildings,and of acquiring land and furnishings and equipment necessary for such new and reconstructed and enlargedbuildings, bonds of the County of Johnston are hereby authorized and shall be issued, pursuant to TheCounty Finance Act of North Carolina The maximum aggregate principal amount of said bonds authorizedby this Bond Order shall be Three Million Dollars 03,000,000Section 3 A tax sufficient to pay the principal of and interest on said bonds when due shall beannually levied and collectedSection 4 A statement of the County debt of the County of Johnston has been filed with the Clerkof the Board of Commissioners of said County and is open to public inspectionSection 5 This Bend Order shall take effect when approved by the voters of the County at anelection as provided in said actCommissioner J DBailey moved that the following resolution be adoptedWHEREAS, the Bond, Order entitled Bond Order authorizing the issuance of `3,000,000 School Bondsof the County of Johnston has been introduced at the meeting of the Board of Commissioners held onAugust 1, 1966, and the Board of Commissioners desires to providle for the holding of a public hearingthereon as required by The County Finance Act;+NOW TBEREFORE,I BE IT RESOLVED by the Board of Commissioners of the County of Johnston, as Follows1 The public hearing upon said Bond Order shall be held on the 22 day of August, 1966, at 230o clock F M at the regular meeting room of the Board of Commissioners at the Courthouse in Smithfield,North Carolina2 The Clerk of the Board of Commissioners is hereby directed to cause a copy of said Bond Orderto be published with a notice of such hearing in the fermis Underwood sub - division, appeared beforethe Board complaining of a drainage problem, which; they felt was a partial responsibility of the StateHighway CommissionMr J, Z Lynch of the State Highway Commission was present and explained just what responsibilitythe State had in the matter and assured Mr Collier and lair Lee that at the earliest possible date hewould have a maintenance crew open up all the ditches that the State was responsible forAt the conclusion of this discussion W H Britt, Acting Clerk, was authorized to write HighwayCommissioner, Mr Carl Renfro, and ask if it were possible or the Highway Maintenance crew to openthe above mentioned ditches a little beyond the distance now maintained by the State11Commissioner Forman C Denning informed the Board that he had had complaints froam property ownersalong Mill Creek in Bentonville Township, that Smithfield Lumber Company and quy C Lee Lumber Companyor some other parties for them, who had been cutting timber along said creek had Left tree laps in thecreek, which were obstructing the flow of the streamCommissioner Denning made a motion that W H Britt, Acting Clem write each of the lumbercompanies and ask them to survey- the situation and remove any laps, which might be obstructing thewater flow of the creekThe motion was seconded by Commissioner Holding and carried unanimously1 Request for Improvement Road , 1714Commissioner Jesse H Austin, Jr asked Mr J 1 of the State Highway Commission if hewould check road # 1714 in Clayton Township, which adjoins fake County, and see if there was anythingthat could be Publishing Com an LotCommissioner Bailey made a motion that the Board purchase the Smithfield Herald Publishing Companyslot and building, adjacent to the Courthouse Annex Thornton Building and also the property of theSmithfield Herald Publishing Company Old Holland Garage fronting Johnston Street The total purchaseprice to be 47,00000, and that W R Britt, County Attorney, check the title of the property and Morkout a satisfactory agreement as to the time of occupancy, and Chairman H M Johnson be authorized toexecute said agreementMotion was seconded by Commissioner Austin and carried15
