Meeting of Johnston County Board of CommissionersOctober 21, 1987The Johnston County Board of Commissioners met in special called session Wed-nesday, October 21, 1987, at 8 oclock pm in the Commissioners Room, Johnston CountyCourthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James WCash, Howard Benton and John M Booker, DVMMembers Absent NoneAlso present Richard B Self, County Manager and -Eleanor N Creech, Clerk tothe BoardThe Chairman called the meeting to order and the following business wastransactedThe Chairman stated the purpose of the special called meeting - to discuss apersonnel matter, the appointment of the Register of Deeds and to discuss modular officespace at the County Health De- partmentCommissioner James W Cash moved the board go into Executive Session todiscuss the Register of Deeds vacancyCommissioner Frank B Holding seconded the motion which carried by unanimousvoteRegular SessionCommissioner Frank B Holding moved that Executive Session be closed and thatRegular Session be resumedCommissioner Howard Benton seconded the motion which carried by unanimous voteG r, I1 Appointment of Register of Deeds to Fill Unexpired TermCommissioner James W Cash moved that in accordance with the provisions ofNorth Carolina General Statutes 161 -5 a, the Board of Commissioners appoint MrsPhyllis N Wall to fill the unexpired term of the late Julia C Medlin, Register ofDeeds, effective October 22, 1987, at the same salary of the late Register of Deeds,such term expiring December, 1990Commissioner Howard Benton seconded the motion which carried by the followingvoteAyesJames Cash, Howard Benton, Frank B Holding, John M Booker, DVM, and NormanC DenningNoes None_2 Resolution in Memoriam - Julia C MedlinUpon a motion by Commissioner Howard Benton, duly seconded by CommissionerFrank B Holding and carried by unanimous vote, the following resolution was adoptedRESOLUTION IN MEMORIAMWHEREAS, on October 12, 1987, the life of our belovedRegister of Deeds, Julia C Medlin, came suddenly to aclose at the age of 71 ; andWHEREAS, the people of Johnston County have beenshocked and grieved by the death of Julia C Medlin, anhonored and respected employee and official of the countyfor the past forty years; andWHEREAS, as a woman and as an official, she leavesbehind a memorial of good citizenship She was at all timesdevoted to her church, her friends and neighbors, courteousand considerate of the welfare of others, and performedfaithful and efficiently the duties of her office; and178WHEREAS, she justly earned the respect, admirationand high regard of all with whom she came into contact; andWHEREAS, we mourn her loss and extend to herfamily our sincere sympathy in their hours of bereavement;NOW, THEREFORE, BE IT RESOLVED that this memorialbe made a part of the official records of Johnston County,and that an official copy of this expression of sympathy bepresented to the family of the deceasedThis the 21st day of October, 19873 Health Department - Office Space ProblemThe County Manager explained the committee of Commissioners, James W Cashand Howard Benton, along with Jerry Robinson, Health Director, and Home Health staffmembers toured the building to survey the office space problem and overcrowding thatexist Commissioner Cash and Commissioner Benton reported that the entire HealthDepartment needs relief, they are in undesirable working conditions Commissioner Cashstated, We should do better and we can do better11 Commissioner Benton stated, I amashamed that we would let a facility like this exist for the job they are doing, theconditions are deplorableThe board talked about a short term plan to relieve the situation, however,agreed they need to get into a long term plan The County Manager reported thatCommissioner John M Booker had suggested space on the fifth floor of the hospital forthe Home Health Program, as this space is not being used by the hospitalChairman Denning, who is also Health Board Chairman, reminded board membersthe Home Health Services have grown trememdousl y because of 11short term stays inhospitalsCommissioner Benton also mentioned the possibility of moving and using the LeeHouse for office space He stated that modular units will be short of taking care ofpersonnel and there is not enough space behind the Health Department to take care ofmodular unitsIn discussion board members favored the hospital space if it can be workedout not to work a burden, affect the rating, or interfere with the legal liability ofthe hospitalThe Chairman instructed the County Manager to meet with the Hospital Admin-istrator and the Health Director to see what can be worked out for use of hospitalspace for the Home Health Program and report back to the boardUpon a motion by Commissioner John M Booker, duly seconded by Commissionerrank B Holding and carried the board adjournedNorman C Denning, ChairmanI d, A, 0?_ CiEleanor N BreechClerk to the BoardiDetailsAnnotationsEntry PropertiesModified11192013 32416 PMCreated4142003 85554 AMTemplateMinutesFieldsMinutes - TypeSpecialMinutes - Date10211987Book18
