being, 150 perparcel This work can begin almost immediately as Landmark is currently completingcadastral worksheets for the Eastern side of the CountyMr Kirkpatrick stated the cost to digitize Johnston County would be approx-imately 60,000 at 150 per parcel The County Manager reported he had checked withcompanies which are capable of performing this same service including one in Clayton,and cost ranged from 385 to 600 per parcel He also reported payments to datetotal 18,37775 for Phase I Analytical Orthophotos and Phase 11 Orthophotos The StateLund Records Management verified the accuracy and acceptability of the product priorto making paymentThe Board discussed the proposal at length Johnnie Stott, Tax Administrator,and Jeff Coutu, County Planner, highly recommend digitizing; Mr Stott and Mr Coutustated this is the only way they would be able to keep up with the building going onin the County and these tax maps will be essential when the County adopts land -usezoning in the rural areas Tom Broughton, Industrial Developer, says the systemwould be a tremendous plus for the Economic Development OfficeAfter further; discussion, Commissioner Howard Benton moved the° County, enter,into a contract with Landmark Engineering to digitize County tax maps at a cost of60,000 150 per parcel The Board received a request for the County to extend the existing 12 inchwater line from SR #2403 to SR #2398 to US Highway 70 to serve the Fleming ShoppingCenter Development Carolina Pottery Outlet Center This will, form a loop to connectto the Countys existing 16 inch water line on US 70, and allow the adequate waterpressure and fire protection The engineers estimated cost for the proposed main at118,000 Dixon Fleming furnished the Board with detailed information on thedevelopment, stating construction has begun at the site which includes approximately 20 shops, food court, relocation of the pottery, heand room for future expansionHe continued; the shopping mall outlet is a 8 to 10 million investment that willprovide jobs for 350 to 400 peopleAfter discussion, Commission James W Cash moved the County run the waterline to serve the Fleming Shopping Center Development Carolina Pottery Outlet Centeras proposed by Ragsdale Engineers at a cost of 118,000 state clean water bond fundsCommissioner Howard Benton seconded the motion which carried by unanimous voteII Water and Sewer to Serve Ethanol Plant - Agri Development, IncorporatedTom Broughton, Johnston County Industrial Developer; waterDivision 8 24,°00; Storm Drainage Division A- 29,500; and Storm Drainage DivisionB 29,500 He explained the bower bidder had disqualified themselves and SuittConstruction was the second low bidder Mr Cobb - advised that bids were approxi-mately 8,700 over the appropriated amount; and,WHE REAS, the local churches, individuals and civic groups raised 18,017 for crisisneeds during 1986, and,WHER-EAS, the Johnston County area has 2,173 households which receive foodstamps andhas 19,000 residents living below the poverty level;
