Meeting of Johnston County Board of CommissionersAugust 3, 1987The Johnston County Board of Commissioners met in regular session Mionday,August 3, 1987, at 10 oclock am, Commissioners Room, Johnston wastransacted1 MinutesThe Chairman asked if there were any corrections to Ahe minutes of June 25thand June 30, 1987, board meetings There being no corrections, the Chairman declaredthe minutes of the June 25th and June 30th board meetings stand approved as recorded2 North Carolina Department of Transportation - EngineersJ 0 Ethridge and Ross Hai ley, engineers, North Carolina Department ofTransportation, met with the board Mr Hailey reported on the ditch problem in theGreytown Community He advised he had met with Lula Sanders, Community DevelopmentDirector, and explained what the Department of Transportation could do to improve theditch; he continued if that part of the Community Development Grant application isdenied, DOT w i l l work with the Greytown residents to solve the ditch problem3 Secondary Road # 1359 - Name Change from Light Plant Road to Dog EyeThe board discussed briefly the naming of secondary, roads in the county inregards to moving forward with a project to erect road signs identifying all rural roadsin Johnston County as the county proceeds with plans for land -use zoningA petition was presented to the board from residents of Secondary Road # 1359Banner Township requesting the name of this road be changed on the county map fromLight Plant Road to Dog Eye Road as it has been known as Dog Eye Road since -Dogeye School was built about 1912After discussion of the petition and in consideration of these residentsconcern, Commissioner Howard Benton moved the Board of Commissioners go on recordfavoring the naming of Secondary Road # 1359 as Dog Eye Road ?Commissioner Frank B Holding seconded the motion which carried by unanimousvote4 Road Petition - Add to SystemCommissioner James W Cash moved the petition requesting _ that Ridge Drive,Creek View Drive and Hunters Point in Landmark Subdivision, Clayton Township, beadded to the State Secondary Road System for maintenance be approved and forwarded tothe North Carolina Department of Transportation, Division of HighwaysCommissioner Howard Benton seconded the motion which carried by unanimous vote5 Road Petition - Secondary Road # 1745Helen Reinhart, Route # 1, Selma, met with the board and presented a petitionrequesting the paving of Secondary Road # 1745, Wilders Township Ms Reinhart expressedconcern about the narrow condition of this road She emphasized the road has met allcriteria and is ready for paving, utilities moved, drains in and buildings movedIn discussion the board agreed Secondary Road # 1745 needs attentionCommissioner Frank B Holding moved the petition requesting paving of SecondaryRoad # 1745, W i 1 ders Township, be forwarded to the North, Carolina Department ofTransportation, Division of Highways, with the boards recommendation for considerationCommissioner James W Cash seconded the motion which carried by unanimousvote7 Johnston Technical College - Auditorium Funding RequestThe board questioned the status of a special bill proposed in the GeneralAssembly of 500,000 Dr Tart stated it has a 50 -50 chance He added he had talkedwith bidders; two are willing to extend their bids; one will if his suppliers will; andone will not; contracts have to be let by the end of the week The Technical CollegeBoard of Trustees is also hoping for about 200,000 from the proposed Tourism andOccupancy Tax Bill If the General Assembly fails to appropriate the 500,000, theauditorium and learning center will have to be redesignedDiscussion John Shallcross stated as it stands now the Board of Trustees willnot be able to let contracts if the 500,000 is not forthcoming from the General AssemblyCommissioner Howard Benton stated; the Technical College is one of thegreatest assets of the county; I rank it at the very top, and were in need of aTechnical College, I favor this project one hundred percent; but the people that electedme do not favor using tax money for a project of this typeCommissioner Frank B Holding favoring the request stated; the TechnicalCollege is a second chance for an education; it is a great institution for this county,the environment we are living in is getting more competitive, the community has workedhard to expand and lots of effort has been put into the total projectCommissioner Frank B Holding moved h- wishes this board to reflect to theTechnical College Board if they need more money to award bids, the county willappropriate 150,000 more for the auditorium building projectCommissioner John M Booker seconded the motionDiscussion Commissioner Howard Benton stated, 1 respect CommissionerHoldings motion and favor the auditorium, but funding is the question with me and itis not a personal question, I feel an obligation to the taxpayers who elected meCommissioner Benton further advised he favors Commissioner Holdings motion with somerestrictions; 1 that additional county funding be kept to 100,000; 2 that theauditorium committee raise a matching amount from the publicJohn Shallcross, JohnstonTechnicalCollege Auditorium Building Fund Chairman,and DrJohn Tart,President,met withthe board again requesting an additional150,000contributionfrom thecounty forthe auditorium and library constructionproject;because ofconstructionbids thattotal approximately 43 million; about800,000more than theBoard of Trusteeshavecommitted or pledgedThe board questioned the voting for those cutsandnow voting for another150,000 for the auditorium Commissioner Cash furthercommented he has not had thefirst person callhim in favor of the auditoriumCommissioner John M Booker stated; this facility will greatly benefit thecounty and with the pledges I can support the additional money, since we have alreadyagreed to support this project in the amount of 450,00 it would not the building completed, however, hequestioned the Board of Trustees going forward for bids without sufficient funds to buildthe auditorium The Chairman stated;I am not satisfied in my mind to obligate myselfto any more money committed by thisboard; the average taxpayer in the county is notin good shape, and should not be asked to come up with any additional money TheChairman emphasized that he could notgo along with this request for additional moneyCommissioner Holdings motionas amended; 1 that additional county funds inthe amount of 125,000 be appropriated in the fiscal year 1988 -89 to the JohnstonTechnical College Auditorium BuildingFund; and 2 that the Technical College Board ofTrustees raise an additional 100,000;this amendment seconded by Commissioner John MBookerThe Chairman called for a vote;Aye Frank B Holding, John M Booker, Howard Benton and James W CashNay Norman C DenningThe motion carried8 Public Hearing - Wilsons Mills Community Development Project - CloseoutPurpose To receive citizen comments on the Wilsons Mills Community Develop-ment Project as completedThe Chairman opened the Public Hearing on the Wilsons Mills CommunityDevelopment Block Grant Project CloseoutMayor Jim Bailey of Clayton commented he was familiar with this project andthat it is very beneficial to this areaThe board received a letter of thanks and appreciation from Rev MadieBridges of the Wilsons Mills CommunityThere being no further comments on the Wilsons Mills Community DevelopmentBlock Grant Project Closeout, the Chairman declared the Public Hearing closedUpon a motion by Commissioner James W Cash, duly seconded by CommissionerFrank B Holding and carried, the following resolution was adoptedRESOLUTION FOR PROJECT CLOSEOUTWHEREAS, the County of Johnston has received funding under the State of NorthCarolinas 1984 Small Cities Community Development Block Grant Program for the WilsonsMills Community; andWHEREAS, the County of Johnston does hereby attest that all proposed activitiesof the C -1 and L -1 target areas are completed; andWHEREAS, the project has been administered in accordance to North CarolinaCommunity Development Block Grant Program Regulations;NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that theWilsons Mills Community Development Project is officially closed outAdopted this 3rd day of August, 19879 Landfill Gate FeeEdison Temple, Town of Four Oaks, met with the board opposing the 3 landfillgate fee now being charged to all municipal and commercial haulers Mr Templecontends that a gatekeeper is necessary to monitor garbage being dumped in the countylandfill, but the expense, he says, should be paid out of county tax dollars as opposedto a gate fee Mr Temple further commented, the citizens of Four Oaks pay countytaxes and town tax, and now the Town of Four Oaks is having to pay a fee to dump atthe county landfill, if the county is going to charge a fee - charge everyone MrTemple urged the board to keep the gate attendant, but pay for this position from thegeneral fund, not by charging a fee150August 3, 1987 ContinuedWarren Grimes of Trash Collection Service, Inc, Smithfield, filed the followingstatement with the board;Comments on the Landfill Gate Fee1 We are collectors and transporters of wastes, not producers of wastesSolid waste management can be broken down into three basic functions collectingthe waste, transporting the wastes to an approved disposal site, and properly disposingthe waste Disposing of the wastes usually is accomplished by landfilling, incineration,resource recovery or a combination of these methodsMunicipalities, private hauling firms, and the county itself, are all engagedin the business of collecting and transporting solid waste from the taxpayers ofJohnston County The county in addition is engaged in disposing of solid waste utilizingthe landfill methodThe landfill serves the entire county and benefits all taxpayers of the countyIts annual operating budget is financed through general tax revenuesI[ Purpose of the gate attendant and gate feesThe purpose of the gate attendant as explained in a letter from the countySince the gate attendant and hazardous waste spot check program will enhancethe operation and safety of our landfill and since the landfill is operated for thebenefit of all county taxpayers, we feel that all taxpayers should share the costs ofthese programs The present system of collecting gate fees does not do this1 The county is the largest single user of the landfill County trucksare transporting approximately 150 loads 5,000 cubic yards of wastes to the I andf i I Ieach week How is the county going to charge itself a gate fee of 45000 per weeksince its green box operations are financed through 9eneral tax revenue2 In view of the above facts, municipal taxpayers and taxpaying customersof private waste haulers w i l l be paying a landfill gate fee while those taxpayersusing the countys green boxes will not be paying a landfill gate fee3 The gate fee was imposed after the municipalities and many businesseshad already completed their upcoming fiscal _year budgets The county should havegiven some advance warning of the proposed gate fee, especially to the municipalities4 If the gate fee is truly to cover only the salary of the gate attendantand related costs of printed tickets, it seems rather high Based on projections fromthree municipalities and three private haulers, over 42,000 will be paid in gatefees This amount does not include gate fees collected from the other municipalitiesand private haulers using the landfillIV Our request of the commissionersWe request that the commissioners abolish the landfill gate fee and pay forthe gate attendant and hazardous waste checking program out of general tax revenuesIf this is done, then all users of the landfill will share in the costs of these programs l equallymanager is to monitor vehicles entering the landfill and stop disposal of out of countywastes in our landfill In the near future, another employee will be used to randomlyspot check Loads of hazardous wastes The gate fee collected will be used to pay thesalaries of these two employeesA gate attendant and a spot check program for hazardous wastes are veryjustifiable additions to the present landfill operations The gate attendant can gatherdata as to the types and volumes of wastes entering the landfill This data can be usedto plan and operate the landfill effectively for the futureA hazardous waste spot check program can also be justified Other communitieshave faced severe problems when they failed to ascertain the types of wastes cominginto their landfills, and dispose of them properly Hazardous wastes are defined ashaving any or all of the following characteristics flammable fuels, cleaning solvents,paint thinner etc, toxic farm chemicals, paints, pathological hospital wastes, etc,corrosive battery acid, chemicals, etc, and radio - active x -rays, etcI 1 I Concerns with the present gate feesSince the gate attendant and hazardous waste spot check program will enhancethe operation and safety of our landfill and
