June 30, 1987The Johnston County Board of Commissioners reconvened in regular sessionTuesday, June 30, 1987, at 130 pm, Commissioners Room, Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James WCash Howard Benton and John M Booker DVMMembers Absent NoneAlso present Richard B Self, County Manager and Eleanor N Creech, Clerk tothe BoardThe Chairman called the meeting to order and the following business wastransacted1 Recreation Grant Extension Clayton Civitan ClubCommissioner James W Cash moved that Clayton C i v i tan Club be granted anextension of 30 days for the use of the balance of their 1986 -87 Recreation Grant fundsCommissioner Howard Benton seconded the motion which carried by unanimous vote2 Appointment - Social Services BoardCommissioner John M Booker moved that John E Watson, 300 Pine Street, Smith-field, be reappointed to the Social Services Board for a three year term, beginning July,1987Commissioner Frank B Holding seconded the motion which carried by unanimousvote3 Budget Amendment - Wilsons Mills Community DevelopmentUpon a motion by Commissioner James W Cash, duly seconded by CommissionerFrank B Holding and carried, the following budget amendment for the Wilsons Nl illsCommunity Development budget was approved; Housing Rehabilitation increase 33933;Revenue Miscellaneous increase 339334 Child Support Enforcement Agency ,Upon the recommendation of the Johnston County Social Services Board, CommissionerJohn M Booker moved that as of July 1, 1987, the Child Support Enforcement Office bechanged from under the supervision of the Department of Social Services and designatedas a county agency under the County Managers OfficeCommissioner James W Cash seconded the motion which carried by unanimous voteJune 30, 1987 ContinuedCommissioner John M Booker commented; the County Manager has done a goodjob, he says he has looked at this budget real hard; there are many federal and statemandated services put on the county and the board has to tax citizens for mandatedservices; the new Courthouse and Jail Annex, mandated by the State, and more Stateregulations to separate inmates; the county has to provide a satellite jail, demandingmore jailors in this years budgetIn discussion, Commissioner James W Cash stated that the tax rate is neverlow enough for me, I never have a good feeling about any budget, but we are doingthe best we can with a 70 cents tax rate, and there are a lot of worthwhile prgramsthat go unfundedCommissioner Howard Benton ask the County Manager to work on departmentalexpenditures and within the next 12 months the county needs to get purchases in line;departments paying to much for certain itemsSheriffs Budget Commissioner Benton and Commissioner, Booker favored fundinganother position in the Drug and Narcotics Division of Sheriffs Department, as thisdepartment has many mandated programs Commissioner Frank B, Holding suggested theSheriff promote a deputy to assist in this department if need beThe board again expressed concern about the proposed tax rate and themandated responsibilities placed on the county without funding The board againthanked the County Manager for a very complete and thorough budget1987 - 1988 BUDGET ORDINANCEUpon a motion by Commissioner Frank B Holding, duly, seconded by CommissionerJames W Cash and carried by the following vote;
