Meeting of Johnston County Board of CommissionersApri 1 21, 1987The Johnston County Board of Commissioners reconvened in regular sessionTuesday, April 21, 1987, at 7;30 pm, in the Commissioners Room, Johnston CountyCourthouse, Smithfield, North Carolina, with the following members present-Norman C Denning, Chairman, games W Cash, Howardc Bentoriy andJohn K Booker, -DVMMembers Absent Prank B Holding, Vice ChairmanAlso present Richard B Self, County Manager and Eleanor W Creech, clerkto the BoardThe Chairman called the meeting to order1 Public Hearing - Target Area for a Community Development Block GrantPurpose To allow citizens participation in the selection of a target areaand the planning of the application for a Community Development Block Grant in thisfunding periodThe Chairman opened the Public HearingDula Sanders, Director, Wilsons Mills Community Development Block Grant,explained what a community development grant could do for a designated target iffunds are approved by the Department of Natural Resources and Community DevelopmentMrs Sanders stated the maximum grant for this funding period is 600,000 for housingrehabilitation, relocation, street and drainage improvementsThe Greytown area has been recommended as a target area because of needand the number of structuresThe Chairman called for public comments; the following people were heard;a Matthew Sanders this section of town in dire need; a grant will ,help?_,-upgrade the community ;b Alvis Dodd this section close to city limits, houses are not _up to standard iand are badly in need of repair ;c Della Bridges I think help in Greytown is long overdue ;d Margaret Stephens greatly need paved streets, this would solve many ofour p rob l em s ,e Rev Overa Stevens lives in West Smithfield, her church in Greytown Communitysays, ditches are a problem, water stands in ditches, breeds rats; snakes come fromditches; we certainly hope something can be done to help this community, it is greatlyneeded; school bus routes and streets in bad condition ,f Dollie Brewington this will benefit citizens; there are many elderly citizensin Greytown that need upgraded housing ;ig Dahlia Penny we are proud about this program; the community looks sobad, I certainly hope you w i l l pass this program to help get the community lookingbetter ;h Perry Gupton, Jr rats and mosquitoes are really bad; the community needsupgradingi Ned Dobbin bushes grown up in Greytown, help is needed very much inthis section; j Martha Newsome many houses need fixing, this will help the communityand is badly needed ;k Mamie Williams ditches need attention, when it rains they overflow, thisis a hazard; but overtheyears it has becomea forgotten place; an eyesore;it istime to get a grant;wehope Greytown w i l l beremembered, there are manyelderlywomen here that arenotfinancially able to upgradetheir homes; there are manyhomes that?ineed upgrading ;qDenise Seabrookdoes not live in Greytown, travels rad and noticesGreytownevery day any help willcertainly be appreciated, streetsand dainage a big problemarea; roads in bad shape; no paved streets; we will appreciate anyhelp we can get ;u Bennie Lee we hope we can get this program, we appreciate your help11;v Mary White my mother lives in Greytown; any help we can get will begreatly appreciated ;An observation was made that in many places there is no drainage from streetsto yardsThe Chairman asked if there was any opposition to a C mmunity DevelopmentBlock Grant for the Greytown area There was no opposition; the d legation unanimouslyexpressed favor fora Community Development Block Grant for the Greytown communityThere is water and sewer in this area; it is in the We t Smithfield SanitaryDistrict, thirty five houses in the targeted area; outside the city limits of Smithfield,one house with an outside toiletThe Chairman assured this group the Board of County °Commissabout endorsing this program for the Greytown communityCounty funds left over from the Wilsons Mills CommunitGrant will be used in the new target areaThe Chairman asked if there were any other comments;
