andWHEREAS, quality and quantity of these products depend upon the conservation,wise and proper management of the soil and water resources; andWHEREAS, protection of our surface waters from pollution is dependent uponprotection of soils from being blown or washed into those waters;WHEREAS, conservation districts provide a practical and democratic organizationthrough which landowners are taking the initiative to conserve and make proper use ofthese resources; the transfer of surplus fundsfrom activities in which the objectives have been met are Acquisition 85000;Disposition 50000; Water Improvements 11,08000; Relocation 3,50000; SepticSystems Improvements 12,57000; Surplus fund total - 28,50000This transfer will close -out all of the above line activities except the SepticSystems ImprovementsProposed Usage of Surplus Funds1 Propose to add to the C -1 target area the paving of 1849 sq yds of roadto provide, paved access to seven 7 residential dwellings This requires the additionof the Street Improvement Line Item Funds needed for this,i °mprovement are,8,0002 Propose to increase the Clearance Activity Budget to provide extensiveclearing of debris and dilapidated abandoned structures from the target area Fundsneeded 4,5003 In order to provide funds for the cumulative administrative expenses16,00000 will be added to the Administrative Budget Increasing this budget to 93,000Mfrs Sanders explained there are no additional county funds required; increase appropriations in Patient Medicare Fees by 2,800; corre-sponding decreases in salary 17,423 and increases in operating expenses14,423; net effect of decrease in the amount of 3,300;c Child Health - increase revenue by 754 to be expended in supplies;d Social Services - CPL project share` revenue in the amount of 1,000to be expended in CP L Project Share13 Roofs - Courthouse and Mental Health RoofsThe County Manager reported on the deterioriation of the roof of the Courthouse;mortar coming loose and water seeping through, concrete spindles are breaking off;there are structural problems and the roof needs replacing The estimated cost forthe structural repairs is approximately 50,000 The county manager told the boardthe structural repairs need to be made soon, however, the roof replacement can waituntil the new Courthouse Annex is roofedAlso, the roof on the Mental Health Building needs replacing, it is about15 years old; bubbles on roof, the wooden structure of the roof could be deterioriating,estimated cost approximately 80,000 for entire roof14 Mass Gathering Ordinance - Adopted Second ReadingReference Public Hearing held on Mass Gathering Ordinance on March 16,1987; Minute Book Number 18; pages 65 - 70Discussion Proposed Mass Gathering Ordinance;76April 6, 11987 ContinuedCommissioner Frank B Holding suggested the proposed mass gathering ordinancebe changed from 112,000 people but less than 5,000 people for a continuous period ofmore than 24 hours or more than 2,000 people for a continuous period of at least , 6hours but less than 24 hours ; to read 114,000 people but less than 5,000 people fora continuous period of more than 24 hours or more than 4,000 people for a continuousperiod of at least 6 hours but less than 24 hours Commissioner John M Booker stated he feels the request is an imposition uponthe County Commissioners; there are adequate laws on the books that could, if moreeffectively- enforced, give relief to citizens of our county, I do not feel comfortablewith more rules and regulations, this will certainly tax our Health Department, I thinkit has gone to far to have to come here,Commissioner Howard Benton says he feels the board has to do something; thiscommunity has got to have some relief Commissioner James W Cash stated he could support the ordinance with CommissionerHoldings suggested changeThere being no further discussion, Commissioner Frank B Holding moved theMass Gathering Ordinance be adoptedREFERENCE The Mass Gathering Ordinance is recorded in the Johnston CountyOrdinance Book Number One, pages 538 through 547iiCommissioner James W Cash seconded the motion which was carried by thefollowing voteAye Frank B Holding, James W Cash, Howard Benton, John M Booker, andNorman C DenningNay NoneREVIEW 12 MONTHS FROM APR I L 6, 1987 By motion of Commissioner HowardBenton, duly seconded by Commissioner James W Cash and carried by unanimous vote,the board agreed the Mass Gathering Ordinance, as adopted here today, should bereviewed 12 months from now to determine whether it should be more or less stringent15 Hazardous Waste Plant Site SelectionThe County Manager advised the board that Johnston County still has threesites remaining on the list of potential sites statewide for a Hazardous Waste Plantsite He reviewed a list of the possible sites Tom Broughton, County Industrial Co-ordinator, prepared a list of criteria which make the sites unsuitable This informationwas reviewed with the board The county manager advised, if the board desires, youcan join the municipalities in opposing the sites in Johnston County based on the lackof suitability Two major arguments against the siting would be the availability ofnatural gas and the existing use of the site as well as adjacent sitesAfter discussion, Commissioner Howard Benton moved the county manager advisethe State that all three proposed sites in Johnston County are unsuitable for hazardouswaste and that this board go on record as opposed to a hazardous waste site in JohnstonCountyCommissioner Frank B Holding seconded the motion which carried by unanimousvote16 Community Development Block Grant for Blighted NeighborhoodsLula Sanders, Director, Wilsons Mills Community Development Block Grant Program,reported, the Wilsons Mills Community Development Project is near completion Of the100,000 the county appropriated for this project to remodel dilapidated houses andinstall a community water system, there is 53,000 of this money left Pius Sandersadvised the 53,000 can be used toward another community development project in anothertarget area She further explained if the board desires to apply for a community develop-ment grant, now is the time that it must be done for this funding period,is Sanders told the board that grants this year will be limited to 600,000if the board is going to apply, the county is required to hold two public hearingsThe first should be scheduled for April 21st, to allow citizens participation in theselection of the target area and the planning of the application The second publichearing is for the purpose of presenting the application to the public prior to submittingit to NRCD, and should be scheduled for May 14th or 15thAfter discussion, Commissioner 1ran 3 Holding moved the county apply toNRCD for a Community Development Block Grant for a blighted neighborhocd of the count,that a Public Hear - q be scheduled for Tuesday, April 21, 1S87, at 730 pm,to allow citizens participation it tire selection of a target area Bind the planning ofthe application,l7it 77April 6, 1987 ContinuedCommissioner Holding further moved the Community Develo ment Director beauthorized to advertise for professional services to prepare a Community DevelopmentBlock Grant applicationCommissioner James W Cash seconded the motion which carried by unanimousvote17 Raleigh Rescue Mission - Morton Pritchard Farm - Youth FacilityRev Waymon Pritchard visited with the board and advised of plans for anew youth complex at the Raleigh Rescue Mission and Pritchard Farm near ClaytonRev Pritchard explained they have received 70,000 in donations which is on depositfor this project; construction is to begin immediately with plans to have the firstbuilding finished by June 15th He explained they have a long- range plan that includesrecreation areas; cabins, camping facilities, gym and a multi- purpose buildingRev Pritchard emphasized the complex will be a retreat center for youth;a place to help under - privileged youth; we need to do something for our children,we need to work with our youth, this will be a total care facility for under - privilegedchildren , was Rev Pritchards commentThe board thanked Rev Pritchard for coming and commended this organizationfor what they are doing18 Sheriff Seeks Additional Drug Enforcement MoneySheriff Freddy Narron met with the board requesting an additional 121000for the Drug Enforcement Program He emphasized funds are desperately needed tocombat illegal drug activities in Johnston County The Sheriff stated a total of 30,000has been spent so far this fiscal year; Ms G1 isson stated manufacturing area runs about 3360 sq ft and storage819 sq ft, production down about 30 past four years;The Board of E R asked appraiser to visit this site and review this request4 Max Gardner Potter, Sr, Pine Level Township; house and lot; valued at 45,300,eight years ago valued at 22,000; would be satisfied with 35,000 value;REASON No one would visit house; not worth revaluation; valued too high;The Board of E - R instructed the County Appraiser to take a look at MriPotters property5 Robert G Ward, Beulah Township, house and lot 16,930; lot 5,000;REASON too high; low lot; swamp; states over valued from 25 to 40 ; noisefrom ball park, very wet lots;Mr Ward says he feels values should be 8,000 house and lot; and 2,000lot;The Board of E R instructed the county appraiser to take a look at MrWards property6 David D Pikl ington, Sr, Clayton Township, house and lot 33 acres 129,103;old building and lot 16,490; old building and lot 14,660;REASON values too high;Mr P i 1 k i ngton stated he built his house, hired I abor- by the hour for about17,000; he addressed the 10 acres of woodland and 23 acres cleared land;The Board of E R in considering Mr Pilkingtons application for farm usevalue advised the value on the land should be reduced; the Tax Administrator wasinstructed to check into this matter; the Board of E R also asked Commissioner JamesW Cash to look at Mr Pilkingtons property7 John Shallcross, Shallco Incorporated, Smithfield TownshipMr Shallcross addressed the board stating with the proposed real estateassessment and the indicated reduction in the tax rate, it appears that I will be facinga 50 percent increase for Shallco, Ranch Red Wood Products, and my personal realestate I am extremely disappointed to learn of this tremendous increase in the realestate taxes at a time when inflation in general is running less than 5 percent Iwould like very much to meet with you to discuss this matterMr Shallcross met with the board asking what the justification was for raisingtaxes by what he says looks like about 50 13nl?iW79April 6, 1987 ContinuedMr Shailcross was concerned about the percentage of increase on estatetaxes; about the revaluation and the impact it will have on the tax base CommissionerHolding and the board attempted to explain legislative action that is eroding the countytax base; and reasons for the tax structure8 Bobby Stephenson, Smithfield Township;REASON Market value too high for wet woodland; 800 an_ acre; should be250 per acre; 32 acre tract ; there is only 2 or 3 acres good woodland;The Board of E R tentatively agreed to look at reducing the values accordingto grades of woodlandAC this time Mr Stephenson talked with the Board of E R about soil surveymaps, flolod plain maps and county tax maps; he stated the county needs tax maps;if the county had soil overlays and tax maps the revaluation could have been donefor much Tess9 Commissioner Cash talked with the board about a piece of property in the ArcherLodge Community, owned by three sisters, a tract of 24 acres farm land, however,divided into 8 acre tracts;
