Meeting of Johnston County Board of CommissionersMarch 17, 1987The Johnston County Board of Commissioners reconvened in special sessionTuesday, March 17, 1987, at 7 oclock pm, at the Velvet Cloak Inn, Raleigh, NorthCarolina, to meet with Johnston County Legislators; Representatives George W Brannanand Barney maul Woodard; and State Senator Robert D WarrenPresent Norman C Denning, Chairman, Frank B Holding, Vice Chairman,James W Cash, John M Booker, DVM, and Howard Benton;Also present Richard B Self, County Manager and W R Britt, County AttorneyPURPOSE GS 153A -40 b3 In connection with a meeting between theBoard of Commissioners and its local legislative delegation during a session of theGeneral Assembly; provided, however, that at any such meeting the members of theBoard of Commissioners may not vote upon or otherwise transact public business exceptwith regard to matters directly relating to legislation proposed to or pending beforethe General AssemblyThe board expressed concern to the legislators regarding the number of b i l l sbefore the Legislature this year that would cut the tax base in the county; 1 exemptionfrom property taxes all goods stored by businesses and industries in public or privatewarehouses; 2 a recent bill passed that raised law enforcement retirement benefits,as it relates to the increased cost to counties The Commissioners emphasized andstressed the North Carolina General Assembly needs to be very considerate when itcomes to eroding the county tax base The County Commissioners did not propose any specific bills to be considered,however, expressed concern regarding the testing of water samples, State Healthofficials have stopped testing water samples from groundwater wells that have notbeen certified by the State This may mean the county will have to test water samples,which will be another added expense to the county In addition, the board askedthe Legislators to consider funding for road name signs in the countyUpon, a motion, duly seconded and passed theEleanor NI Creech, Clerk71
