Meeting of Johnston County Board of CommissionersJanuary 5, 1987The Johnston County Board of Commissioners met in regular session Monday,January 5, 1987, at 10 oclock am, Commissioners Room, Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, HowardBenton, James W Cash and John M Booker, DVIMembers absent NoneAlso present Richard B Self, County Manager and Eleanor N Creech, Clerk tothe BoardThe Chairman called the meeting to order and the following business wastransactedI1 MinutesThe Chairman asked if there were any corrections to the minutes of theNovember 25th and December 1, 1986 board meetings There being no corrections, theChairman declared the minutes of the November 25th and December 1st board meetingsstand approved as recorded2 Mental Health Center - Selection of ArchitectWesley Coale, Raleigh Architect, has been interviewed by the County Managerand the Mental Health Director and is recommended for the Mental Health addition Itwas explained the architects fee would be 7 of the project estimated at approximatelyr000,000, and he understands that no overuns will be allowed This architect isexperienced in the design of public Mental Health facilities and is currently workingwith the Community College auditoriumAfter discussion, Commissioner Frank B Holding moved that Wesley Coble behired as Architect for the Mental Health Center additionCommissioner James W Cash seconded the motion which carried3 Soil and Water Conservation - State Agriculture Cost -Share ProgramBobby Stephenson, Chairman, Johnston Soil and Water Conservation DistrictBoard of Supervisors, along with John Austin, Jerry Cox and Kenneth Langley, boardmembers, and BiII Harrell, District Conservationist, met with the board to discuss theState Agriculture Cost -Share Program Mir Stephenson asked the board for support of theprogram to get Johnston County included in the Cost -Share Program for soil conservationpractices; and also to include the Lower Neuse River watershed area in the programTheSoil Conservation Chairman explained thatdepending onthe appropriationby the StateLegislature, Johnston County could receivedas much as100,000 this yearto pay up to 75 of costs of waterways and to assist farmerswith on- the - farmconservationprojects State regulations limit aid to15,000 perapplicant in thisprogram MrHarrell explained this money will helptake the place of some of thefederal cut -backs in conservation aid to farmersAfter much discussion, Commissioner Frank B Holding moved to endorse theState Agriculture Cost -Share Program and further that letters be written to theappropriate counties, Soil Conservation officials and State Representatives to seeksupport of the Cost -Share ProgramCommissioner John M Booker seconded the motion which carried by unanimousII vote4 Tax Listing Extensiona Johnnie Stott, Tax Administrator, addressed the board regarding the 1987tax listing situation He stated due to the status of the octennial revaluation,adjustments appear to be necessary for the 1987 listing period It is suggested that thefollowing schedule be used in an effort to cut down as much as possible on publicconcern and criticism 1 Notices of Revaluation be mailed - by the middle of thisweek, hopefully by Wednesday or Thursday; 2 after allowing two weeks to makeappointments for informal hearings, the abstracts should then be mailed - this wouldshow real estate values again which will not be a surprise to the taxpayer and at thattime, taxpayer can list vehicles and property other than household; 3 Have taxlisting assistants sit during the month of February 1987 to assist in the listing; 4Extend tax listing period to March 31, 1987, as a sixty day extension as allowed byGS 105 -307f 1IAfter discussion, Commissioner Howard Benton moved the 1987 tax listing periodbe extended until March 31, 1987Commissioner James W Cash seconded the motion which carried by unanimousvoteb Due to the programming changes necessary to facilitate the computerizedappraisal process, each parcel of real estate in the county now has its own parcel IDnumber This identification system will be extremely valuable during mapping andzoning efforts in the county While mapping and zoning efforts will be eased, there is aproblem created; the problem is that it w i l l be necessary to create a tax abstract foreach parcel of land and this wi l 1 cause a tax b i l l to be produced for each parcelEvery effort will be made to pull the multiple parcel owners listings and mail themtogether in one envelope, but I feel the Commissioners should be advised of this inorder to address questions or complaints from taxpayersc Request for RefundThe Tax Administrator explained M W Stancil of Selma Township is requestinga refund in the amount of 1,08227 This refund, i s based on the fact that in 1978,there was added to his listing an improvement of rear estate Mini Mart ; then for somereason, his accountant started entering this investment amount as 11leasehold improve-ments on the business personal property listing form beginning in 1983 This hasresulted in a double listing of this building for years 1983, 1984, 1985, and 1986 NorthCarolina General Statutes allow for refunds for current year plus three most recentyears therefore, all the years that this property was double listed may be legallyrefunded if approved by the boardThe Tax Administrator recommended the refund to M W StancilAfter discussion, Commissioner James W Cash moved that Iii W Stancil begranted a refund in the amount of 1,08227, in accordance with North Carolina GeneralStatutes, due to this property being double listed for the years of 19831 1984, 1985, and1986Commissioner John M Booker seconded the motion which carried by unanimousvote5 Secondary Roads - District Maintenance EngineerRoss Hailey, Highway Maintenance Engineer, met with the board CommissionerHoward Benton presented a petition from property owners on Secondary Road # 1138seeking paving or improved maintenance The engineer told_ the board this road hadbeen stabilized with stone recentlyCommissioner Frank B Holding also asked Mr Hailey to check on SecondaryRoad # 1572 for maintenance improvementsAfter discussion, Commissioner Howard Benton moved the petition on SecondaryRoad # 1138 be forwarded to the North Carolina Department of Transportation forconsiderationCommissioner Frank B Holding seconded the motion which carried by unanimousvote6 Industrial Development - 1986 Year End ReportTom Broughton, Director, Johnston County Industrial Development, made thefollowing 1986 Year End ReportThe year 1986 was a fairly active andproductive year for the IndustrialDevelopment Department During the yearwe handledinquiries from 42 companies for anaverageof 35 inquiries per month In aperiod oflower prospect activity in our stateand especially our neighboring counties,I am quitepleased with our activity levelThese 42inquiries represent all contactsthat wereceived either by phone, letter or,personalvisits Eighteen of these 42 contacts haveresulted in locations or have led toa pointwhere a location in the future is verypossible- Eleven of these` eighteenprojectshave located or have acquiredsites andbuildings in anticipation of 1987openingsThe following is a list of thefirms which have located in the county during198648January 5,, 1,987 ContinuedBulldog Trucking Company Kenly 35 employees; investment - 750,000; Van Velzen Industrial Project Smithfield 25employees; investment - 500,000; totals 255 employees; - investment - 17,250,000Aside from working with new projects coming to the county, our office hasworked with several industrial expansions relocation projects involving existing companiesChampion Products is planning a 1,800,000 expansion of their Clayton facility and hasalready sought and received an inducement agreement from the County IndustrialRevenue Bond Authority for the project Dixie Bell in Pine Level will be moving into anew building in the Pine Level Industrial Park The Champion expansion will mean anincrease of 25 employees and the Dixie Bell relocation will not immediately result in newemployment We have also worked with another existing company on a major expansionand will continue to work with them in 1587 If successful it could result in over 60new jobs and a 5,000,000 investmentThe board thanked Dr Broughton for this report11 7 Air Compressor for Fire DepartmentsR A Jackson, County Fire Marshal, asked the board to consider purchasing anew air compressor to fill portable air tanks used by the county volunteer firemen TheFire b4arshal stated the compressor now used is obsolete; due to the demand for airtanks, many firemen have to go to Wayne County to get their tanks filled He also toldthe board the Smithfield Fire Department has agreed to maintain the new compressorThe Fire Marshal says a new compressor l i k e Johnston - County needs w i l l cost approx-imately 18,800 He told the board the old compressor could be used to f i l l individualair tanks, or donated to the fire school at Johnston Tech; or used at the Clayton FireDepartmentThe Chairman said he feels the county fire departments need a new air com-pressorAfter discussion, Commissioner Frank B holding moved the County Manager beauthorized to advertise for bids for a new air compressor for the Johnston CountyVolunteer Fire Departments- and further authorized to appropriate the necessary funds topurchase the air compressor from the Contingency FundCommissioner John M Booker seconded the motion which carried by unanimousvote8 Subdivisions ApprovedUpon the recommendation of the County Planning Board the following subdivisionplats were approved and executed by the Chairmana Deer Trace; Lanny Clifton, owner; located Hwy 42 near SR # 1556; ClaytonTownship; 6 lots; restrictions low - UpdateAs instructed by the Board of Commissioners at the Decembi~r 19 1986, boardmeeting, to look into alternatives for zoning along the 1 -40 corridor, the County Plannertalked with Richard Ducker at the Institute of Government; and cohcluded there arethree alternatives under the General Statute 153A -343 Alternative one would be tospot zone a portion of a township, for example an interchange To spot zone, a countymust include at least 640 acres, in at least 10 separate tracts of land The countymust notify all property owners in the affected area by first class mail The countymust hold a public hearing and adopt a map and zoning textAlternative two would be to zone the entire township affected by the 1 -40corridor The same notification and public hearing procedures would be followedThe townships affected are Clayton, Cleveland, Pleasant Grove, Elevation, and BannerAlternative three would be to strengthen the existing subdivision and mobilehome park ordinances An example would be to consider requiring paved roads forall subdivisionsThe County Planner emphasized he believes the best alternative , is numbertwo, to zone an entire township at one time The County Commissioners could havethe Planning Board prioritize the five townships The County Commissioners,, couldrequest of Ragsdale Consultants that these township property maps be completed firstAlternative two would affect all parcels of land in the township, not just those parcelsclose to an interchangeThe Chairman stressed that it is the intentions of this board to work towardzoning along the 1 -40 corridor with priority in townships of Clayton, Cleveland, PleasantGrove, Elevation and BannerIn further discussion, Commissioner Howard Benton asked, Is there anyquestion by this board about the intent to zone the entire c unty11 The Commissionersagreed they understand the entire county is to be zoned with priorities along the-40 corridorCommissioner Howard Benton introduced a motion t at the entire county bezoned Commissioner Benton further moved the first townships to be zoned will beClayton, Cleveland, Pleasant Grove, Banner, Elevation and Wilde sCommissioner James W Cash seconded the motion whilch carried by unanimousvoteCommissioner Benton also asked the board to consider erecting road signsnaming rural roads as has been done in other counties Commissioner Benton suggestedthe road sign project could be done along with zoning There was concern and discussionabout the cost of this projectCommissioner Holding says he thinks it is somethingthe county needs todo; suggested getting community interest involved; maybe thecounty can, get somematching funds; the communities may raise some moneyThe board, asked the County Manager and the CountyPlanner to investigatethe cost of erecting road signs in the various townships and reprt back to the board10 Budget Amendment -
