Petition Presented to Prohibit the SvotliKhting of Deer in Johnston CountThe Board was presented a petition from citizens and residents of Johnston Countyrequesting that the Board of Commissioners enact a county ordinance prohibiting thespotlighting of deer at night by means of any artificial light from a County or Statemaintained roadRepresentatives of the North Carolina Wildlife Resources Commission, along with MacyHoyle and Tom Crumpler of Johnston County, met with the Board and discussed the petition,the regulations now in effect regarding spotlighting of deer, and the complaints received ofabusive use of shining lights around homes and premisesThe Wildlife Protector advised the State Law now prohibits the shining of lights from11 oclock pm until one -half hour before sunrise The community revitalization project includes flood anddrainage improvements, acquisition, disposition, relocation assistance and rehabilitation ofprivately owned dwellings; total project resources of 640,000, including County funds of40,000 Ms Sanders explained that local matching money is a ?ery important factor ingetting State approvalSarah Ann Sasser spoke supporting the Graytown project and offered in -kindservices and informational material that are available from past studies of needs in theGraytown CommunityIRoy Coats spoke supporting the Graytown projectA resident of the Graytown Community asked If more County money is committed,would this application have a better chance Ms Sanders replied, Yes There being no one else to address the Board on the Graytown CommunityDevelopment RESOLUTION TO APPLY FOR FUNDS UNDER THE NORTHCAROLINA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMAND ADOPTING A PROGRAM THEREFOREWHEREAS, the County of Johnston is interested in makingitself an excellent place for living and working for all its citizensand is anxious and dedicated to working for the removal of allfactors that make the accomplishments of such a goal difficult,including any cause and evidences of blight and deterioration; andWHEREAS, the North Carolina Community Development BlockGrant Program authorized under the Housing and CommunityDevelopment Act of 1974 as amended in regulations will prove to be veryuseful in planning this eventThe purpose of the Board looking at the ordinance again was to determine whetheror not it should be more stringent or less stringentCharles Mast, Attorney, representing Citizens for a Better Community Scotts Lakearea, Elevation Township addressed the Board and stated that Barry Barbour, member of theBoard of Directors, would speak on behalf of the citizensBarry Barbour Mr Barbour addressed the Board stating it had been a quiet andpeaceful past summer in their community In relation to the Board adopting the MassGathering Ordinance, he remarked there comes a time when you must adopt ways to helpcontrol situations - when you have a mass of people you must have some control MrBarbour says he is concerned about the community and concerned about Johnston County;this ordinance has helped as a whole He urged the Board to let the Mass GatheringOrdinance stay as it is, if any change, decrease the number of people from 4,000 to 2,000Jim Levinson, Attorney representing Ken West, owner of Scotts Lake, spoke to theBoard still opposed to the Mass Gathering Ordinance; stating Scotts Lake is out of
