Meeting of Johnston County Board of CommissionersNovember 7, 1988The Johnston County Board of Commissioners met in regular session on Monday,November 7, 1988, at 1000 am in the Commissioners Room, Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,Howard Benton, and John M Booker, DVMMembers Absent NoneAlso Present Richard B Self, County Manager, W R Britt, County Attorney, andJoyce H Ennis, Acting Clerk, in the absence of Eleanor N Creech, Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 MinutesThe Chairman asked if there were any corrections to the minutes of October 3, 1988,board meeting There being no corrections, the Chairman declared the minutes standapproved2 Public Hearing - Cleveland Heights Subdivision - Paving Participation ProjectJoy StreetAdvertised October 21, 1988 and October 28, 1988Date and Time of Public Hearing November 7, 1988 - 1000 amPurpose To hear anyone who wishes to be heard on the petition to improve JoyStreet in Cleveland Heights Subdivision, Cleveland TownshipThe Chairman opened the Public Hearing and asked for commentsLeonard Lynch addressed the Board stating he was responsible for initiating thepetition and is very much in favor of this projectThomas Naylor, who owns adjacent property in the subdivision, told the Board hewould like for his property to be included in the paving Mr Naylor explained that he hadrecently moved into the area and was not made aware of this proposed paving; however, hefeels leaving his lot unpaved would decrease the resale value of his propertyMr Lynch explained that to pave the entire area, including Mr Naylors propertyand three additional lots, would increase the proposed cost of the project by approximately20,000 from 29,100 to approximately 49,000After much discussion the Chairman commented, it is the Boards wishes to dowhatever is best for the entire community Mr Troy Parker asked how the assessment would be figured Mr Jeff Coutu,Director of County Planning, explained the cost would be based on cost per linear foot ofroad frontageAt this time the Chairman recessed the Public Hearing until additional informationcould be obtained3 Request to Advertise for Bids - Mental Health AdditionDr Dan Searcy, Director of the Mental Health Center, addressed the Boardrequesting approval to advertise for bids for the construction of the new Mental HealthAddition Dr Searcy explained that all State requirements have been met and the 600,000for the project has already been budgeted He added, with the Boards approval, a bidopening date will be held December 15th at 300 pm, enabling the bids to be brought backbefore the Board in January for award Dr Searcy expressed the hope that the addition willbe completed by the end of 1989Commissioner John M Booker moved the Board authorize the Architect, Wesley Coble,to advertise for bids for the construction of the Mental Health AdditionCommissioner James W Cash seconded the motion which carried by unanimous vote4 County Rescue Service - Committee ReportCommissioner John M Booker reported that the committee appointed to study rescuesquad service in the County has met and discussed the many aspects of the problems328November 7, 1988 Continuedexperienced by the County rescue squads including lack of volunteer manpower, funding,service to fringe areas of the County and the excessive number of non - emergency calls DrBooker advised the Board the committee plans to meet again with additional input from therescue squadsChairman Denning thanked Commissioner Booker for the report and stated the Boardwill look forward to hearing the recommendations of this committee at a later meetingPublic Hearing ResumedChairman Denning declared the Public Hearing for the Cleveland Heights SubdivisionPaving Participation Project resumedResidents of the subdivision present advised the Board they had discussed the matterand are in agreement that all the area should be paved, including Mr Naylors lot TheChairman asked for a show of hands of those willing to pay the the difference to see theentire subdivision paved All in attendance agreedIt was also agreed that the residents would seek a better price on the entire pavingproject Commissioner Frank B Holding agreed to help in any way possibleCommissioner Holding moved the County participate, at the best price obtainable, inthe paving of the entire subdivision of Cleveland HeightsCommissioner Howard Benton seconded the motion which carried by unanimous voteThe Chairman instructed the County Manager to find out who lets the contract and tokeep the residents of the subdivision informed of the progressThere being no further comments, Chairman Denning declared the Public Hearingclosed5 Rescue Service - 50 -210 AreaMrs Susan Crenshaw met with the Board presenting a petition, signed by concernedcitizens in the 50 -210 area in western Johnston County, seeking rescue service to carry thepeople in that community to Wake County hospitalsMrs Crenshaw explained that most people in the community preferred to use doctorsin Wake County and wish to be carried to Wake County hospitals Angier Rescue Squadpreviously answered calls in her area and transported patients into Raleigh; however, sincethis service has been suspended, Johnston County squads from Benson and other areas havebrought these patients to Johnston Memorial Mrs Crenshaw explained she feels this causesan additional financial burden on the patients who then have to be transferred from JohnstonMemorial to Wake Medical or Rex in Raleigh where their doctors practicej Commissioner Howard Benton stated that he understands it is the patients prerogativeto go to Raleigh, however, Johnston Memorial offers just as good service as you can get inRaleigh in most cases Commissioner Benton also expressed the feeling that many volunteerswould not serve if required to carry patients to Raleigh, as this would take additional timeand responsibility on their partMr Wallace Ashworth and Ms Jean Wilson, who live approximately six miles fromAngier, told the Board the Angier squads could carry patients to the Raleigh hospitals inless time than it takes for squads to come out from Benson or Smithfield and carry patientsto Johnston MemorialMrs Crenshaw told the Board her community would be willing to pay Angier to takethem to RaleighDewayne West, Director of Emergency Management, and a member of the committeeappointed to study rescue service in the County, told the Board, Johnston County is notunique The volunteer system is overloaded with taxi service, and the problems will not besolved overnight Mr West commented that full time paid rescue service would cost theCounty at least 1,000,000 in additional tax moneyChairman Denning assured those present that something will be worked out Heexplained that there are six different areas in the County with these problems, and auniform solution is necessary He further noted that most citizens need to be more thankfulfor volunteers in rescue and fire service6 Housing Assistance Payment Program - Request to Use Reserve FundsAnne Eason, Director of HAPP, met with the Board requesting approval to use50,000 in reserve funds to repair houses of low income elderly, handicapped or disabledI h?Iji4 1November 7, 1988 Continuedcitizens to bring these houses up to the standarCommunity Actions weatherization program Mrsportion of reserve her agency has accumulatedallowing up to 3,500 per house The programActions weatherization programCommissioner Howard Benton asked howadministrative costIs necessary to qualify for Johnston CountyEason explained these funds represent aand would be used on a one -time basis,would be coordinated with the Communitymuch of this money would be used forMrs Eason assured the Board that administrative cost would be nominal as HAPPwould utilize Community Actions program that is already underwayCommissioner Frank B Holding commented favorably as this would assist many peopleand would keep the money in the CountyCommissioner Howard Benton moved the Board approve the use of 50,000 of HAPPreserve money for the purpose of home repairs for low income elderly, handicapped ordisabled citizens in preparation for weatherization improvementsCommissioner Frank B Holding seconded the motion which carried by unanimous vote7 Meadow Fire Department - Paving DrivewayIn response to a request from the Meadow Volunteer Fire Department, CommissionerJames W Cash moved that Secondary Road Construction funds, in the amount of 2,500, beallocated for the paving of Meadow Volunteer Fire Department drivewayCommissioner Howard Benton seconded the motion which carried by unanimous vote8 Health Department - Transfer of Van to Tri- County Migrant Health CenterJerry Robinson, Johnston County Health Department Director, met with the Boardrequesting approval to transfer title of a 1973 van to the Tri- County Migrant Health CenterMr Robinson explained that the van was originally donated to Johnston County HealthDepartment by the State Health Department and has been used by Tri- County for some yearsCommissioner James W Cash moved that the 1973 Chevrolet Van Serial No 12 -99CTE673VH0935 be declared surplus and title transferred to the Tri- County Migrant HealthCenterCommissioner Howard Benton seconded the motion which carried by unanimous vote9 Health Department Budget AmendmentsUpon a motion by Commissioner Frank B Holding, duly seconded by CommissionerHoward Benton and carried unanimously, the following budget amendments were approvedA Expenditure Increase - Air Force Training RoutesDewayne West, Emergency Management Director, met with the Board explaining thatJohnston County has joined other concerned parties in seeking an environmental impact studyon the proposed lowering of flight ceilings from 7000 to 300 for subsonic jet training overeastern North Carolina, including Johnston County He explained letters have been written toState and Federal legislators asking that a decision be postponed until further study is donerelative to impact on environment Mr West noted there is strong concern that the proposedtraining maneuvers would be detrimental to wildlife, poultry producers, small aircraft flights,as well as the citizenry of Johnston County in generalMr West informed the Board the document by the Department of Defense did notinclude an environmental impact study and Johnston County joins in the request that this bedone before a final decision is reachedCommissioner Howard Benton expressed concern that these training maneuvers are anecessary part of our National Defense and feels the County should not attempt to block theproposal He questioned where these exercises would be done if Johnston County and easternNorth Carolina do not cooperate Mr Benton commented, every citizen ought to share in theresponsibility of building up our defensesThe County Manager explained the County is not seeking to block the proposal; onlyrequesting an impartial impact assessment be done12 Federal Emergency Management Funds Received_kThe EMS Director told -
