Commissioner, Mr E P Koonce,, Division Engineer, Mr Bob Dawson,Assistant Division Engineer, and Mr J I Lynch, District Engineer, appeared before the Board inconnection with the Johnston County Secondary road system and in the interest of the 30OMillionBondreferendum on November 2, 1965Mr Renfro stated that he was vitally interested in the Johnston County Road system and offered hisassistance in any road problems confronting the CommissionersAfter reviewing with Mr,Koonce and Mr Lynch the proposed paving program for the ensuing year,Commissioner Frank B Holding moved that the following resolution be adoptedRESOLUTIONWhereas, the Board of County Commissioners of Johnston County have received from E P Koonce,Division Engineer, and J I Lynch, District Engineer, of the State Highway Commission, Secondary RoadRatings-1965 and have received the 1965-66 Secondary Road Program of Johnston County as presented byMr Koonce and Mr,Lynch, all of said roads being a part of the system maintained by theState HighwayCommission;And whereas, after careful consideration of the services rendered by said roads and the trafficdemands of said county, it is deemed necessary that said roads be improved, in order to better servethe interests of the people of the county;Now therefore, be it resolved that the Board of County Commissioners of Johnston County herebyapprove and request million State road bond issue, subject to theapproval of the voters on November 2, 1965, andWhereas,, construction of new and improved primary, urban, and secondary roads and highways is vitalto the economy of the State, andWhereas, the people of Johnston County will benefit from projects financed by this road bondissue, andWhereas,, the proposed road bond issue will be financed without any increase in taxes, NowTherefore,tiOctober 4 1965 ContBE IT RESOLVED, by the Board Of County Commissioners of Johnston County that the 300 millionState road bond issued is hereby endorsed,, andBE IT FURTHER RESOLVED, that the voters of Johnston County are hereby urged to work, supportand vote for the State road bonds at the General Election on November 2, 1965Commissioner J D Bailey seconded the investigatethe complaint of Mr Facie E Thornton,, Route # 1 Newton Grove relative to the improvement of S R# 1192g Ordered that W G Massey write Mr J I Lynch, District Engineer, and request that heinvestigate the road complaint of John Austinrelative to S R# 1507 for improvement of said road2 Tax COpplaint Mr Carl GaddyAfter hearing a tax complaint of Mr Carl Gaddy, Micro, Commissioner Frank B Holding moved thatMr Carl Gaddy, Micro,, be refunded 744, representing penalty on 1957 personal property taxes onaccount of error in the Tax Collectors officeCommissioner Norman C Denning seconded the motion, which was carried3345In response to a request of T S Benton, Manager Benson Chamber of Commerce, W G Massey, Clerk,was directed to send to Mr Benton resolution adopted by the Board of County Commissioners on July 6,,1965 authorizing the expenditure of ABC profits to aid the Town and the County in the constructionof water anlK sewer lines to industrial sites outside their city limits4 Rules Governing Use Agricultural AuditoriumAfter reviewing bules and regulations to govern the use of the Johnston County AgriculturalAuditorium as submitted by Commissioner Denning, Commissioner Frank B Holding moved that the followingrules and regulations for the Agricultural Building Auditorium, be adoptedREGULATIONS FOR AUDITORIUM1 The Johnston County Agricultural Building Auditorium will be used by the County ExtensionService and other governmental agencies, without charge for Educational purposes of adults and youth2 Reservations may be made with the Secretary of the County Extension Chairman Includetime needed for preparation3 The Auditoriumwill be used by the Home Demonstration Curb Market each Friday afternoon andno meeting should be planned before 700 P M on these days4 Occupants of the Agricultural Building will not be responsible for arranging chairs andtables Janitorial service may be available at nominal fee5 The Auditorium will not be reserved for any regularly scheduled meeting for a prolongedduration6 The Auditorium will be available to organizations, individuals or firms for meetings- but-All not be available for public dances A fee of 1000 for lights, heat or air conditioning, anda clean up fee of 500 for Janitorial Service will be charged to be paid in advance A key canbe picked up the day of use and shall be returned by Noon the FOR DISTRIBUTION AND USE OF DONATED COMMODITIESThe Agreement made and entered into by and between the North Carolina Department of Agriculturehereinafter referred to as Distributing Agency and the Johnston County Board of Commissioners herein-after referred to as Recipient Agency is hereby amended by adding the following paragraphIThe Recipient Agency assures the Distributing Agency that, in its administrationof progrms at the Department of Agriculture for the donation of food commodities,it is in compliance and will comply with all requirements iMPosdd by or pursuantto part 15 of Title 7, CFR, of the regulations of the United States Department ofAgriculture 29 F R 16274 This assurance is given in consideration of and forthe purpose of obtaining Federal financial assistance under the
