7 30 P M in the courtroom, for the purpose of hearing budget requestfor the year 1965 -66 from department heads and others, with the following memberspresentH M Johnson, Chairman, J D Bailey, Frank B Holding, Norman C Denning andJesse H Austin, JrAbsent NoneThe following business was transacted1 RetirementW G Massey, Register of needs, accompanied by virtually all officials anddepartment heads of the county, presented petitions signed by thed employees of thecounty, requesting that the county enter into a retirement program with its employeesThe basis for the request as contained in the petitions, is as followsWe, the undersigned employees of Johnston County, hereby petition the Board ofCommissioners of Johnston County to institute a retirement system for Johnston CountyIt has been explained to each of us that we would be required to participate insuch a retirement system by deductions from our payroll as partial contribution to theretirement plan We agree to participate in the program as provided by law, and weagree that the necessary deduction may be made from our salariesWe feel that such a retirement plan will augment the social security program tothe extent that when an employee who has rendered faithful service to the County andis eligible for retirement, he could meet the reasonable necessities of life atretirementSome of the departments in which the Federal and state governments,participateand contribute funds will pay the proportionate share of the administrative expensesof the program There are numerous business organizations in Johnston County whocover their employees by a participating retirement system There are also numerousState, County and Federal employees in Johnston County who are a part of such aretirement plan A majority of the counties throughout North Carolina have a retire-ment system, and we understand that most, if not all, of the surrounding countiesnow have such a planPractically all of the department heads spoke in behalf of the program,the members of the Board give the request serious considerationAction was deferred pending further study ` ,2 Health DepartmentDr George Leiby presented Health Program for the ensuing yearAction was deferred pending further studyurging that3 Welfare DepartmentMrs W B Strickland and Mr Starke Dillard, members of the Board of PublicWelfare, and Mrs Nathan Lassiter, appearing on behalf of Mrs Edith Park, DirectorWelfare Department, appeared before the Board in behalf of the welfare program, urgingthe Commissioners to give serious consideration to their requestsSubsequent to their presenting the welfare program, Mrs Strickland announced thatshe was resigning due to accepting a position with the Board of Education as a teacherin the Selma schools, expressing her appreciation for the consideration she had beenshown by the BoardIndividual members of the Board expressed their regret at Mrs Strickland resigningand expressed to her their appreciation for the DefenseDepartmentAction was deferred pending further study5 Committee Under Economics OpportunitAct AppointedAfter hearing a report from W G Massey, Clerk, Commissioner J D Bailey movedthat Mr Paul Keller, of Clayton, Mrs Lucille Oliver, of Pine Level, and Mr Quinton KWall, of Smithfield, be appointed as a committee to determine what funds were availablefor the county under the Economics Opportunity Act passed by Congress and make specificrecommendations to the Board as to what course and policy the county should pursue inorder to take advantage of this actCommissioner Norman C Denning seconded the motion, which was unanimously carried6 Dis osition of Wooden Buildin s Johnston County Boarding-Home Pra ertCommissioner Frank B Holding moved that Commissioner Denning and W G Massey,Clerk, be authorized and directed to dispose of the wooden buildings located on theJohnston County Boarding Home property and other personal property of the county thatwas in use at the Boarding Home to the best advantage of the countyCommissioner J D Bailey seconded the motion, which was carried7 Rent Boarding HomeAfter hearing a report from W G Massey, Clerk, relative to the rent that shoulde be charged by the county for the renovated Boarding Home, Commissioner Frank B Holdingmoved that the rent be set at 10000 per month, and that said amount be inserted inthe lease, which is in the process of being drafted by the County Attorney,Commissioner J D Bailey seconded the motion, which was carriedOn motion made, seconded and carried, it was moved that the meeting be recessedto meet on June 2, 1965, for the purpose of continuing the study of the budgetChairman
