March 15, 1965 - Recessed1 2Fit width292March 15, 1965The Board of Commissioners of Johnston County reconvened in special session onMarch 15, 1965, at 1130 A,M, in the Commissioners Room, for the purpose of meetingwith representatives from the Towns in the County to discuss the distribution of ABCprofitsThe following,members were present H M Johnson, Chairman, J D Bailey,Frank B Holding, Jesse H Austin, Jr and Norman C DenningAbsent NoneThe following business was transacted;1 Contribution Library FundMrs J E Young, of Smithfield, appeared before the Board for the purpose ofdetermining the status of funds which the county had agreed to contribute towards theJohnston County - Smithfield Library Building Fund, in order to complete application tothe Federal Government for matching fundsMrs Young was informed that theCounty had agreed to contribute 50,000 at therate of 10,000 per annum and that at the present time approximately 19,500 was avail-ableFurther that the County would give from the sale of library property on JohnstonStreet an amount of 10,000, provided the library property brought up to that amountW G Massey, Clerk, was directed to send to Mrs Young motions adopted by theBoard providing for contributions to the joint library building fund2 Allocation of ABC Net ProfitIn accordance with invitation extended by the Board, Messrs E C Jones, Jr,R H Griffin, Hayden Wiggs, Hugh Talton, Harry E Canaday, J M Williams, RubertLangston, and Elmer Capps, representing the Towns of Selma, Smithfield, Benson, Micro,Renly and Princeton, respectively, met to consider a division of ABC profits betweenthe county and the townsMr E C Jones, Jr stated that the Selma Board had adopted a reso -lution, re-questing that 50 of the net profits be divided among the towns ?on a population basis,which represented the opinion of Selma s representativesRepresentatives from Smithfield, Benson and Kenly concurred in the Selma proposalIt was brought to the attention of the group that a policy was under considerationfor adoption by the county, which would provide for extension of sewer lines from thetown limits to industrial sites, which would require a considerable expenditure and aidall sections of the county in industrial expansionIn view of this proposed plan, which was endorsed by the representatives of thetown, a division of 75 to the county and 25 to the towns on a population basis wasacceptable to the groupSubsequent to this meeting the following resolution was presented by Messrs WadeStephenson and Odell Adams, representing the Johnston County Farm BureauMotion made at the regular quarterly meeting of the Johnston County Farm Bureau,held Tuesday night, March 9, at 730 P M, 1965 at the Farm Bureau Office in Smithfield,North CarolinaOdell Adams made a motion that we contact Rep Billy Britt and the Johnston CountyBoard of Commissioners and let them know that the Johnston County Farm Bureau was inopposition to any bill, which would give the towns part of the ABC profits We feelthat the profits should go into the General Tax Funds to be distributed equally amongthe whole county This motion was seconded by Paul Dunn and passed unanimously,There followed a discussion with Mr Adams pointing out that according to thepercentage of population between the towns and the rural areas that the towns wouldreceive considerably more than the people in the country, and that he -saw no justific-ation in the towns receiving any of the net profitsThe members of the Board brought to their attention the expense the,_towns hadundergone to establish industry in the county, which was of considerable help to therural areas and their willingness to share two years ago on a 50 -50 basis when applicat-ion was made to the General Assembly for a local- option referendum for the Towns ofSelma, Benson and Smithfield to determine the establishment of-ABC stores in thesetowns Also that people in the towns were taxed for providing agricultural facilitiesand personnel and volunteer fire departments in rural areas1 ; ?i293h 159 1965 ContMr Stephenson saw no objection in earmarking funds for attracting industry inthe county, but did not think the towns should share in the net profitsSubsequent to the discussion, the Board submitted the following consensus toMr W R Britt, Representative in the General Assembly;1 That the ABC Board, according to law, profide funds for law enforcement2 5 be set aside for alcoholic education and rehabilitation of alcoholics3 That following the above deductions, the remaining profitsbe distributedas follows751 to the county25 to the incorporated towns of the county on a population basisThe foregoing recommendation was unanimousOn motion made, seconded and carried, it was moved that the meeting be adjourned--00?erkChairman
