SecurityMr John Ingle, Social Security Representative, requested space in the newAgricultural Auditorium for the social security representatives to meet with theirclients, which would be more convenient and helpful to the citizens of the county,a big majority of them being farmersHe filed memorandum with the Board showing that as of December 31, 196, , 6219residents had been served, which amounted to benefits of 3,621456, and with 2500people visiting the Commissioners room to file claims for benefitsSubsequent to this request, the proposal was discussed with Mr Tarlton, whoinformed the Board that possibly arrangements could be madeThe proposal was thoroughly discussed by the members of the Board and it wastheir concensus that actionbe deferred until a later date when it could be determinedhow much the auditorium would be used and if arrangements could be satisfactorily madefor the social security representatives to meet in a section of the auditorium2 AD-Plication Leasing Tax Collector Commissioner J DBailey moved that the following resolution be adopted;WHEREAS, it is provided in Chapter 158, Public Laws of 1939 in an act entitledThe Revenue Act of 19391, under Article II, Section B , License Taxes of saidChapter, as amended, that the counties of North Carolina or any of them may imposeand levy a county license or privilege tax for the privilege of carrying on thebusiness exercising the privilege of doing the act named therein, beginning June 1,1965 and ending May 31, 1966;Whereas, the County of Johnston, a body corporate and politic in the State ofNorth Carolina, by and through its Board of Commissioners desires to impose and levysaid license and privilege taxes in Johnston County for the said tax year 1965 -66in strict accordance with the provisions of said Article II, Schedule trB?t, and toimpose and levy said taxes in amounts to the full extent and limit allowed andauthorized under said Article II, Schedule BNow therefore be it resolvedThat the Board of Commissioners of Johnston County do hereby impose andlevy inand for the County of Johnston, North Carolina, for the tax year beginning June 1,1965 and ending May 31, 1966, the license and privilege taxes provided for andauthorized under the provisions of Article II, Schedule B of Chapter 15, PublicLaws of 1939, as amended, and which under said Article the Counties of forth Carolinaare authorized and empowered to impose, levy and collect; and be it resolved furtherthat said Board of Commissioners does hereby impose and levy said license and privilegetaxes in amounts to the full extent and limit authorized under said Article II,Schedule B Commissioner Norman C Denning seconded the motion, which was carried4 Request for refund of penaltyMr Al Broughton of Selma, entered a complaint of penalty being assessed againsthim in the amount of 500 for failure to purchase his bondsman license, as prescribedby law, in the amount of 1500 for the year 1964-65Mr Harper Godwin, Tax Collector, was present when the complaint, was filed andstated the position he held in making the assessment, and that Mr R L Qooper, ofClayton, bondsman, had paid the penalty without any objectionAs this was the first year the bondsmen had received notice of the license taxdue the county, it was requested that all professional bondsmen who paid their 1964-65license tax during the month of June that the penalty be waived and further that XhCooper be refunded the 500 penalth he had heretofore paidJune 7, 1965 Cont5 Proposed Exchange and Purchase Town Commons Town of SmithfieldC S Coats, representing the Pou- Parrish Post of the American Legion, brought tothe attention of the Board that due to the location of the Hastings House that the Postwas unable to have egress and ingress to their property for the purpose of providingwood for their building, and that the Post would be interested in securing the balanceof the Town Commons property The Board offered no objection to the Post providing anew road to their property, but would not be interested in disposing of the propertyunless they received a fair price for the sameIt was brought out in the discussion that they might be interested in exchangingproperty with the Post, who owned the fairground property Mr Coats stated that hewould take the matter up with the members of the Post and report to the Board at alater date,6 records of the Justices ofthe Peace We findone justice of the peace needs further investigationMr Jessie McLamb and Mr S B Johnson were behind in their reportsThis Grand Jury is investigating the justice of this Court in rape and attemptedrape cases We have criminal docket reports dating back through 1955 We will informyou as soon as our reports are accurateWe wish to commend Mrs Nora Sontherland for her assistance to usMr Knox Jenkins informed us of the inadequacies of promptness this term of CourtWe have no assistant Solicitor in Johnston County Harnett, Wayne and LeeCountieswho are in our Solicitorial District have assistant Solicitors No adequate salary isprovided in Johnston County to attract an assistant Solicitor Mr Jenkins informedus this discrepancy is costing the 1965Johnston County Board of CommissionersSmithfield, N C-GentlemenAt,-its regular meeting Thursday, June 3, 1965, the Dunn Board of Commissionersinstructed me to write and inform you that in the not distant future the Town of Dunnwould be forced, to discontinue answering fire calls outside the Dunn City LimitsThe expense to the Town to answer these outside -fire calls makes it prohibitive tocontinue this service indefinitely The Town is forced to own and operate an addition-_a125,00000 fire truck to answer these calls because of the fact the N C FireInsurance Rating Bureau gives no credit to a Town,-in figuring its Fire Defense rating,for equipment used outside of Town Our Board is writing you at this time in viewof the fact that you might want to include in the upcoming budget and future budgetsprovisions for providing fire service in the areas outside of DunnOur Board also voted to begin August 3, 1965 to make a charge of 100 per loadfor 34-ton or less capacity vehicles, and 200 per load for all vehicles over 34ton capacity, for all garbage and refuse hauled to the Town of Dunn garbage disposalarea This is made necessary by the great expense caused by quantities°_of illnessShe was informed that this plan would be agreeable with the Board13 Report Dr LeibyDr George M Leiby gave a brief summary of the program he was employing inteaching at Chapel Hill one day of the week, with the county bearing the expense oftraveling to and from that town13 Report Harry McGee, ArchitectIt was brought to the attention of Harry McGee, Architect, of the poor conditionof the roof at the Boarding Home and also a feature of the Agricultural Auditorium Asatisfactory answer to these questions was given by Mr McGee14 Holiday Schedule July In view of July 4 falling on Sunday,
