members of local public agencies who recentlywere organized, with the help of Johnston -Lee Community Action, and PeggyKornegay, Planner Program Director for Johnston -Lee Community Action, met withthe Board seeking designation as the lead committee in Johnston County toprovide a forum for discussion and planning about substance abuse, preventionand interventionIt was explained this committee does not affect the enforcement of druglaws as administered through law enforcement agencies and Mental Health, nordoes it affect the drug programs taking place in the school system Mr Jonessaid the committee needs this designation in order to make the public more awareof their existence and to facilitate their application for funding throughstate federal grantsCommissioner Jerry F Wood moved the Johnston County Drug ActionCommittee be designated as a lead committee in Johnston County to provide aforum for discussion and planning about substance abuse, prevention andintervention, and that the following resolution be adoptedRESOLUTIONWHEREAS the abuse of alcohol and other drugs is a growing problemin Johnston County, andWHEREAS the Drug Action Committee of Johnston County is a communitybased body with representatives from the private sector and publicagencies that desire to develop a coordinated written plan thatseeks through coordinated planning to diminish substance abusethrough support of prevention and intervention activities,THEREFORE BE IT RESOLVED BY THE JOHNSTON COUNTY BOARD OFCOMMISSIONERS that the Drug Action Committee of Johnston administrative changes in the Housing Assistance PaymentsPrograms She explained the changes are designed to help the program betterserve the eligible families in Johnston County and to comply with federalguidelines Mrs Eason outlined the changes as follows1 Present plan gives no Local Preference to applicantsProposed Change A Local Preference shall be given toresidents of Johnston County who are displaced by natural disasterssuch as fire, hurricane, Tornado or any other act of God whichleaves the family homeless These families who are otherwiseeligible can be from the low or very low income category ThisLocal Preference shall supersede all Federal Preferences2 Present plan limits those who can attest to an applicantshomelessness to Police or Social Service agency1 ?
