Meeting of the Johnston County Board of CommissionersNovember 28, 1989The Johnston County Board of Commissioners met in Special Session on Tuesday,November 28, 1989, at 800 am in the Commissioners Room, Johnston County CourthouseAnnex, Smithfield, North Carolina, with the following members present jiNorman C Denning, Chairman, Frank B Holding, Vice - Chairman, James W Cash,John M Booker, DVM and Jerry F Wood, DDSMembers Absent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Deputy Clerk, andW R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transactedChairman Denning stated the purpose of the special called meeting, to discuss mattersrelating to the location or expansion of Industries or other Businesses in the area served bythis public bodyExecutive SessionUpon a motion by Commissioner James W Cash, duly seconded by Commissioner JerryF Wood and carried by unanimous vote, the Board recessed regular session to, meet inexecutive session for the purpose of discussing an industrial locationRegular SessionUpon a motion by Commissioner James W Cash, seconded by Commissioner John MBooker and carried by unanimous vote, the Board adjourned executive session and resumedregular session1 Water Line - Benson to South Johnston High SchoolCommissioner Frank B Holding moved that the County Manager be instructed toproceed with the proposed Benson to South Johnston High School Water Line project, withoutan elevated tank, and that this project be advertised for bids as soon as possible jCommissioner Jerry F Wood seconded the motion which carried by unanimous vote2 Water Sewer to Proposed Industry - I -40 Hwy 42Commissioner Frank B Holding moved the Board authorize the Chairman to sign aletter to commit the County to run water and sewer lines from Clayton to a location at I -40and Hwy 42, to a proposed industrial site, contingent upon the industry awarding a contractto build on the site, with the understanding that the property owners reimburse the Countyfor the sewer line, thus obtaining ownership for a five year period and at the end of thefive years, the County will buy back the sewer line at the initial cost, less any tap on feesextracted from third parties, and that the County insure that the sewer line is maintainedduring the five year period Commissioner Holding further moved that this project befinanced under N C House Bill 960, at an estimated cost of 17 Million for the 16 waterline, and 700,000 for the 6 force main sewer lineCommissioner James W Cash seconded the motion which carried by unanimous voteIn discussion, Commissioner Holding stressed to those present that if the proposedindustry locates in Johnston County, return on the money spent for this project would berealized through increased ad valorem tax revenue in six to seven years It was also notedthe proposed industry has the potential of adding a future phase of construction equal tothe initial stage3 Bid Award Demolition of Old District Court BuildingThe County Manager informed the Board that on November 15, 1989, at 200 pm,pursuant to advertisement, the following bids were received and opened for the demolition,removal and disposal of the Old District Court Building located off Johnston Street, adjacentto the CourthouseJames Paul Edwards, IncSmithfield, N C5 Bid Bond 8,100491November 28, 1989 ContinuedParrish LandscapingSmithfield, NCCashiers Check 14,300After review of the bids and upon the recommendation of the County Manager,Commissioner James W Cash moved the bid for the demolition, removal, and disposal of themasonry structure known as the Old District Court Building, located off Johnston Street,adjacent to the Courthouse, be awarded to James Paul Edwards, Inc, low bidder, for theamount of 8,100Commissioner Frank B Holding seconded the motion which carried by unanimous voteUpon a motion by Commissioner Jerry F Wood, duly seconded by Commissioner JohnM Booker and carried by unanimous vote, the Board adjournedNorman C Denning, ChairmaJoyce H Ennis, Deputy Clerk
