Williams 6 acres 22700 annual rentalAfter reviewing the bids as submitted, the following motions were adopteda Commissioner Frank B Holding moved that the 6 acres of land of the Johnston CountyProduce Market property, located on Hi hway # 301, north of Smithfield, be leased toLeon Williams for an annual rental of 22700 with the privilege of, renewing for anadditional one year, subject to Mr Williams discing and cleaning the 6 acres in casethe crops are moved from the landCommissioner J D Bailey seconded the motion, which was carriedb Commissioner Frank B Holding moved that the Johnston County Produce Marketbuilding in its present condition be leased to Mrs Leon Williams for a period of oneyear, effective January 1, 1965, for a monthly rental of 4500, with the privilegeof renewing the lease for an additional year by iving sufficient notice, with theprovision that Mrs Williams spend an amount of 12000 on the upkeep and maintenanceof the building, said amount representing the spoke briefly of her duties and presented Mrs Brenda K C Heard, applicantfor the position of Assistant Home Economics Agent, stating that Mrs -Heard was a nativeof Murfreesboro, North Carolina and had comprising 40 acres tobe set?up a model forestry project, as had been previously outlined to the Board byAMr Tarlton at their meeting on December 7, 1964After discussing the merits of the project, the formation of,plans to put it intoeffect, Commissioner J D Bailey moved that the project as outlined by Mr Tarlton beapproved, and that he be authorized and directed to advertise for sale all being carried on in the Civil Defense program19 Sale 9 acre Cleveland TownshipW R Britt, County Attorney, reported a good sale of the property owned by theCounty in Cleveland Township, with a bid of 105000 being received for this property,which will be allocated, according to law, to the Clveland Volunteer Fire DepartmentCommissioner Austin,? i stoner Jesse H Jr moved that9acre belonging to the County be soldto Lonnie Allen, or such person as he may designate, for the purchase price of105000,with the proceeds from said sale, less expenses of sale, being turned over to theCleveland Volunteer discussion of the request from the Archer Lodge Fire Department, requestinthat Mr Hoyt Castleberry be appointed Treasurer of the Archer Lodge Fire District,and that the Auditor furnish them pertinent financial data, W G Massey, Clerk, wasdirected to inform Mr Jimmie D Barnes, Fire Chief, that after reviewing the requestfrom a long range standpoint and after careful study and inquiry, it was the concensusof the Board that the present plan in operation by the financial committee composed ofJ C Austin, Sr, Chester Johnson and Percy L Driver be continued since the mechanicsare set up for this form of disbursement of funds and too this plan is employed currently by the different county agenciesAlso, that Mr W H Britt, Auditor, would be glad to furnish the department thefinancial status of the fire district, upon request21 Report Edith Park, Director Welfare DepartmentMrs Edith Park, Director Welfare Department, gave a verbal report of theactivities in her department and also discussed with the members of the Board die -tribution of surplus commodities by the North Carolina State Department of AgricultureAll members gave their approval to the distribution of the commodities, if thedistribution could be handled in a reasonable manner with not over three distributionsbeing made The program was left in the hands of Commissioner - Holding for furtherinvestigation and action22 Consideration Application Mrs Louise McGregorOrdered that W G Massey, Clerk, be directed to notify Mrs Annie May Pemberton,Supervisor, Services to the Aging, North Carolina State Board of Public Welfare,Raleigh, North Carolina, to investigate and consider the application of Mrs LouiseMcGregor for operator of the Johnston County Boarding Horne, in order to determine hereligibility for securing Boarding Home Operators license23 Report Grand JuryThe following report of the Grand Jury was submitted by Chairman H M JohnsonWe the members of the Grand Jury have carefully considered and passed upon allof the , bills of indictment presented to us, to the best of our knowledge and abilityWe have examined the jails in the county, the prison camp near Wilson Mills andthe jail here in the Courthouse All were found in good conditionWe wish to commend the Honorable Judge Hobgood, The Sheriffs Department, theClerk of Court, the Solicitor, the Grand Jury Officer, Mr D H Stephenson, andothers for their assistance rendered in bringing information needed in passing onbills of indictmentWe recommend containers be placed in the halls and in the foyers of the courthouse,for the purpose of holding cigarette stubs and human spittelThe Grand Jury has recommended since April 1964 that something be done immediatelyabout the seats in the courthouse During the October Teem, we repeated this recommend-ation, which has been a constant complaint At present no lady can sit properly inthe courthouse and not tear her hose Too many of these seats are ripping and tearing,even gentlements pantsWe received a courteous letter from Mr Bill Massey, Register of Deeds, concerningthese seats, but no proper seating arrangements Painting splinterry seats is- -nosolutionWe recommend being added to the courthouse,which would require a sizable expenditure and is now the main concern of the BoardRelative to containers being placed in the halls, the Board has authorizedCommissioner connectionwith the Bentonville Battleground Centennial Celebration was deferred until the meetingofthe Board on February 1, 196527, Payment to Dalma Stephenson, ElectricianCommissioner J D Bailey moved that statement of Dalma Stephenson, Electrician,dated 12-1-1964, aggregating services from January 8, 1964 to October 24, 1964,amounting to 21610, be paidFurther moved that W H Britt, Auditor, be directed to request Mr Stephensonto submit monthly statement of services rendered the county, in order to conform withpolicy adopted by the BoardCommissioner Norman C Denning seconded the motion, which was carried28 Refund to Linwood ShiflettIn accordance with order in the Superior Court, Judge Hamilton H Hobgood,Presiding, dated December 16, 1964, Commissioner J D Bailey moved that the Sheriffof the County refund to Linwood Shiflett the water pump seized, that in the eventhe is unable to return the water pump so seized, that he shall pay over to LinwoodShiflett the proceeds derived from the sale thereof; that in the event the 75-00received from said sale has been paid over to the Treasurer of Johnston County,that the Treasurer of Johnston County forthwith pay to the said Linwood
