April 5, 1965 - Regular1 3Fit width294Meeting of Board of CCounty of _ JApril 5, 1965The Board of Commissioners of Johnston County met in regular session on April 5,1965, in the Commissioners Room, at 1100 oclock, with the following members presentH M Johnson, Chairman, J D Bailey, Jesse H Austin, Jr, and Norman C Denning_Absent Frank B HoldingThe following business was transacted11 Advertising Johnston CoountyMr Bud Collins, Advertising Representative of the News Observer, proposed thatthe county participate in subscribing to page or one -half page of advertising in theNews Observers 140th Anniversary Edition at the rate of 99500 per page or 59000per one --half page Mr - Collins outlined that there would be over 175,000 copies printedand would be widely circulated through different associations, as well as mailed toindustrial proppects He stated that the towns of Selma, Smithfield and Clayton hadtaken a one page adAction was deferred2 RoadsA group of citizens composed of M C Hoofs, Carlton Southerland and Wilson Jonesquestioned the priority rating of S R Nos 1573 and 1571 After a discussion of thenetwork of roads in this area, Commissioner Jesse H Austin, Jr moved that the StateHighway Commission be requested to consolidate roads S R 1573 and 1574 for the purposeof having one , priority ratingFor reference see M C Hooks, Route # 1, Clayton, N CoCommissioner Norman C Denning seconded the motion, which was carriedA group of five citizens which included R L Moore and Hugh Parrish, questionedg p ?the priority rating of S R # 1720 After discussing this road and hearing statisticspertaining to same, Commissioner Norman C Denning moved that the State HighwayCommission be requested to investigate and resurvey S R # 1720 for the purpose ofdetermining the accuracy of its priority ratingFor reference see Hugh Parrish, Route # 1, Selma, N CConitissioner Jesse H Austin, Jr seconded the motion, which was carriedA group of approximately twenty citizens residing in Wilders Township, whichincluded Foster Murphy and Roderick Hinton, who acted as spokesman for the group,questioned the priority rating and numbering of S R Nos 1703 and 1704 After reviewingthe aforementioned roads, Commissioner Jesse H Austin, Jr moved that the StateHighway Commission be requested to investigate and rearrange S R Nos 1703 andfor priority purposes as followsS R 1703 shall commence at Highway 1700 and extend to S R No 1704, being adistance of 41 miles, as indicated by red on the attached mapS R # 1704 being the eastern section of No 1704 shall commence at where it inter-sects with 1703, thence continuing t6 Highway No 42, being a distance of 12 miles, asindicated by green on the attached mapFor reference see Faster Murphy, Route # 2, Clayton, N CCommissioner J D Bailey seconded the motion, which was carriedThe request of J D Narron, R#1, Middlesex, N C relative to the road priorityof S R No 2114 was referred to Commissioner Norman C Denning, who will contact MrLynch in connection with this roadCommissioner Norman C Denning moved that the State Highway Commission be requestedto add to the Johnston County Road System and maintain that certain road in Pine LevelTownship, described as followsBeginning at a point on S R No 2321 approximately 2 miles northeast of the Townof Fine Level at Grover Braswells, runs thence in a circular route back to S R # 2321at the home of Lester House, being a distance of 1 milePetition enclosed with this order For reference see Mrs Betty Wggs, 42,Princeton, N C, or W B Oliver, Pine Level, N CCommissioner J D Bailey seconded the motion, which was carried€ I?I kApril 5, 1965 Cont3 Report Bentonville Battle, round CentennialMiss Julia Rose and Dr Luby F Royall, Jr gave a financial report of the numberof programs and barbeque plates sold at the Bentonville Battleground Centennial, whichshowed that they had cleared 70100, with approximately 4000 programs on hand to besold at 100 per copy Deducting 70100 from the amount due on note of 360000,leaves an indebtedness due of 289900 They requested that the County assist themas much as possible in clearing up this indebtednessFollowing this report, it was the concensus of the Board that an effort would bemade at budget time to assist in this worthy cause4 Sale by Sheriff of Personal PropertyUpon the reqquest of Rayford Oliver, Sheriff, Commissioner J D Bailey moved thatSheriff Rayford Oliver be authorized and directed to advertise and sell at publicauction one Ferguson Tractor, Serial No TEA 292139 confiscated by the,SheriffsDepartmentCommissioner Norman C Denning seconded the motion, which was carried5 Repairs tb Health, CenterLetter of Dr George M Leiby, Health Director, and proposal of Phillips IronWorks, in the amount of 112700, for repairs to the Health Center was submitted byW G Massey, ClerkAfter reviewing the report of Dr Leiby and the proposal of Mr Phillips, W GMassey, Clerk, was ordered to request Dr Leiby to secure additional bids for thisproject6 Supervisor Johnston County Boarding Home PropertyCommissioner Norman C Denning was appointed Supervisor of the Johnston CountyBoarding Home property for the months of April, May and June7 Voting MachinesW G Massey, Clerk, reported that he had received no reply from the Towns ofSelma, Smithfield and Clayton relative to continued joint use by the County andaforementioned towns of the voting machines8 Adjustment, of Rent Norman C ShepardCommissioner Norman C Denning introduced the following resolution and movedthat it be adoptedRESOLUTIONWhereas, it has come to the attention of the local governmental agencies thatthe rent paid by the Department of Public Welfare is based on an annual rental of17757 per square foot of floor space according to figures compiled by the FederalAuditor,And whereas, the rent paid by a local attorney for offices on the second floorof the Welfare Building comprised of approximately 37545 square feet is 2500 permonth,Now therefore, in order to reconcile rent paid by the local attorney with rentpaid by the Department of Public Welfare, it is hereby ordered that Norman C Shepard,Attorney, occupant of two rooms on the second floor of the Welfare Department Building,pay office rent at the annual rent of 17757 on approximately 37545 square feet offloor space, amounting to a monthly rental of 5555, effective May 1, 1965Commissioner Jesse HAustin, Jr seconded the motion, which was carried9 ReportsThe following reports were filedC W TarltonHarper GodwinM WKnottMrs Edith ParkW H WillifordL P CreechLloyd GilbertAgricultural AgentTax CollectorElectrical InspectorDirector Welfare DepartmentJailorVeterans Service Officer,Johnsttn??- Memorial HospitalOn motion made, seconded and carried, it was moved that the meeting beadjournedX7Eairman7-1 qC c7-1 q
