September 16, 1964 - Joint1 2Fit widthFrJJJoint Meeting of the Boards of County Commissioners, Health and EducationSeptember 16, 1964Whereas, Johnston County on the 2nd day of September, 1964 voted For CountyLiquor Control Stores under authority of the Alcoholic Beverage Control Law,Now therefore, after due notice being given and in accordance with GeneralStatutes 141 et seq, the Boards of County Commissioners, Health and Educationmet in joint session on September 16, 1964, at 730 P M, in the Courtroom of theCourthouse, with the following members presentBoard of County CommissionersH M Johnson, ChairmanJ D BaileyFrank B HoldingNorman C DenningJesse HAustin, JrBoard of HealthH M Johnson, ChairmanHugh C TaltonCharles H Beddingfield, JrDr C W SandersDr William H OliverE S SimpsonDr Thomas M JohnsonBoard of EducationNorman B Grantham, ChairmanE W EllisHarold MedlinRay A BoyetteDr Donnie H Jones, JrMr H M Johnson, Chairman of the joint meeting by virtue of his office,presided, and introduced Mr Victor Aldridge, Chairman State Board of AlcoholicControl, who was accompanied by Mr Carl Wester, associated with the State ABCsystem since 1937 and Mr Earl Weatherby, Assistant to the ChairmanMr Aldridge proceeded to acquaint the members with their duties by readingfrom the General Statutes 141 -44 He also gave them information as to the policiesemployed by different Boards in the State in the creation of their ABC Boards, aswell as salaries established for the Chairman or as Chairman- Manager and the twoassociate members Further, he recited the duties of the local ABC Board,thelocation of the stores, emphasizing the need to employ qualified personnel MrAldridge termed law enforcement as the back -bone of the ABC system He urged thatthe members of the Board seek the best men possible for the ABC Board, disregardingpoliticsMr Aldridge also recited the revenue received by the State, Town and Countieshaving ABC systems, the sale of 20 fortified wine, distribution of funds by theCounty to the towns which would require a legislative act and other pertinentinformation which came out in a question and answer periodSubsequent to the discussion with Mr Aldridge, the following business wastransactedOn motion made, seconded and carried, W G Massey, Clerk to the Board of CountyCommissioners, was designated as Secretary of the composite BoardMr Talton advanced the thought that the meeting should be recessed for a weekto consider the appointment of members to the ABC BoardMr Austin suggested that they consider names and make the appointments at thismeeting, as well as consider the other duties imposed upon themSubsequent to a discussion with these two trains of thought, as well as consider-ing the appointment of a Chairman or Chairman- Manager, in which several plans weresuggested to arrive at the appointment of the best qualified men, the followingmotion was adoptedMr Bailey moved that the Chairman of the Board of Alcoholic Control receive60000 per annum and the two associate members receive 30000 each per annumMr Grantham seconded the motion, which was carriedOrdered that the minutes of this meeting be enrolled in the Minute Book of theCounty Commissioners of Johnston CountyAfter a continued discussion as to the selection of members to the Board, MrBailey moved that the meeting be recessed until Tuesday night, September 22, 1964,at 7 30 P M for the appointment of members to the ABC BoardMr Denning seconded the motion, which was carried ?4 G2Yr2 ?Chairman_ -? cretiary
