Elections, be authorized and directed to pay to the Rehobeth Community BuildingV 000 in payment of holding six past elections in the club building at the rate of000 per electionFurr moved that Mr reported that the ditch located on the east sideof the Produce Market property needed draining After a discussion, the matter wasreferred to C W Tarlton, Local Agricultural Director, for investigation andrecommendation7 Upon the recommendation of C W Tarlton, Commissioner Norman C Denning movedthat Mrs Sarah Ann Sasser be authorized to spend 5000 out of money budgeted in herexpense account for the Supervisor, brought to the attention of the Board the K L 1Bradley property in Selma, valued at 4730,00, which the county has title to and fromwhich Mr Bradley is receiving rent rightfully due the countyAfter a discussion, Mr Britt was authorized and directed to investigate thesituation _ _260October 5 196-4 Cont-9 Amendment School BudgetUpon the recommendation of W H Britt, Auditor, Commissioner J D Bailey movedthat the 1964 -65 capital outlay of the school budget be amended by inserting120,61212 determined cash balance, as the cash balance in lieu of 123,18627and that 31,000 be inserted for Code No 67 -2, WC Alterations and Additions inlieu of 33,573•5Commissioner Norman C Denning seconded the motion, which was carried10 ResolutionUpon the recommendation of Norman B Grantham, Chairman Johnston County Board ofElections, and Mr E S Simpson, Superintendent, Commissioner J D Bailey moved thatthe following resolution be adoptedRESOLUTION ENDORSING 100 MILLION STATE SCHOOL BONDSWhereas, adequate public school buildings, as well as qualified teachers andup -to -date courses, are necessary ingredients of a sound public school system; andWhereas, the construction of necessary public school buildings is imposing anever - larger burden on county property taxes and county property taxpayers; andWhereas, the General Assembly has offered to help counties meet this burden byauthorizing the issuance of 100 million in State School Bonds, subject to the approvalof the voters at the General Election on November 3; andWhereas, if these State School Bonds are approved on November 3, the publicschools of Johnston County will receive the sum of 1,54,4554 for use in buildingadditional school buildings when they are needed; and if these State School Bondsare not approved, the taxpayers of Johnston County will have to raise this amount fromproperty--taxes; andWhereas, this amount and more will be necessary in the immediate future if thechildren of Johnston County are to have adequate buildings in which to study andprepare for a productive role in the life of their community, the county, and theState;Now therefore be it resolved by the Board of County Commissioners of JohnstonCounty that the State School Bonds be and they are hereby heartily endorsed, becausethey will help provide the additional school buildings that our children needAnd be it further resolved that all the voters of Johnston County be and theyare hereby urged to vote For the issuance of these State School Bonds at the GeneralElectinn on November 3Adopted this the 5th day of which was carried19 Mr Carl Worley, Jr, representing the Mental Health Advisory Board, gave agraphic and detailed picture of the alcoholic problem in the county and the need forfunds to combat the situation, requesting that 5 of the profits from the sale ofalcoholic beverages as authorized by law be channelled to the Mental Health Programand matching funds would be provided by the StateProposal of Mental Health Association to the Board is as follows1 Proposal1 Whereas the recent election has provided for the establishment ofAlcohol Beverage Control Stores;Whereas it is stipulated in the plans for the operation of suchstores that five percent of the income over and above the oper-ational expenses may be set aside for the prevention, treatment,rehabilitation of alcoholics and for an appropriate communityeducation program;We hereby propse that five per cent of the profits from theAlcoholic Beverage Control Stores in Johnston County bedesignated for use through the Johnston County Mental Healthi?r262- _ October _5, 1964 ContClinic, under the direct supervision of the Mental Health AdvisoryCommittee, to be used to develop educational and treatment measureswhich will enable us to ofpatients suffering with alcoholism by the addition of a suitablestaffB Accelerating community education in Johnstcn County regardingproblems of alcoholismIII Justification1 The Mental Health Clinic, in dealing with the full range of Mental illness,is already involved in the alcoholic problem, but is unable to meet theproblem due to limitedresources2 It is conservately estimated that up to 6000 persons in Johnston Countyare suffering with some variety of Mental illnesses Not less than 16of these mentally ill patients have disorders which are directly orindirectly associated with the problem of alcoholism3 The professional staff of the Mental Health Clinic offers the optionalframework for a most effectual operation of these preventive and curativeactivities -4 There is under consideration Federal -State matching funds to doublesuch added contributions as are made by the Mental Health AuthorityProposal filed for future consideration20 Civil DefenseWilson Jiggs Broadwell, Civil Defense Director, gave a verbal report of theactivities of the Civil Defense Program21 JailHarvey Williford, Jailor, reported that M W Knott, inspector of county buildings,had recommended that a hood be placed over the cook stove in the jailAfter a discussion, Commissioner Frank B Holding moved that the courthouse comm-ittee investigate the matter and determine if the recommendation was justifiedCommissioner J D Bailey seconded the motion, which was carried22 Advertise Rental Produce Market PropertyOrdered that W R Britt, County Attorney, be authorized and directed toadvertise for rent the Produce Market property located on Highway # 301 for a periodof one year with the privilege of renewing lease for an additional year and to providealternate for the leasing of the farm property separate from the Produce Market, Buildingsealed bids to be received by the Board up to 1200o clock on December 7, -- 1964, subjectto acceptance or rejection by the Board23 Payment to Mrs
