Meeting of the Board of County CommissionersJune 29, 1989The Johnston County Board of Commissioners reconvened regular session onThursday, June 29, 1989, at 7 oclock pm in the Commissioners Meeting Room, JohnstonCounty Courthouse Annex, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, DrJerry F Wood and John M Booker, DVMMembers Absent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard, Joyce H Ennis, Deputy Clerk to the Board, and W R Britt, County AttorneyThe Chairman called the meeting to order, and the following business was transacted1 Budget Session - Revaluation AppropriationJohn Stott, Tax Administrator, met with the Board to discuss the yearlyappropriation requested for revaluation Mr Stott explained that State law requires anamount be set aside yearly to cover the cost of the next revaluation, which will be held inJohnston County in 1995 The State Tax Ad Valorem Department recommends that the cost befigured on 12 to 16 per parcel and it is estimated Johnston County will have 55,000 to60,000 parcelsMr Stott told the Board he feels the new county maps and computerization will makerevaluation easier and will hold the cost down in 19952 Complaint - Condition of Huntley Street to Wastewater Treatment FacilityKester Kornegay, owner of Kornegays Septic Tank Service met with the Board witha complaint on the extremely poor condition of East Huntley Street which is the only entranceto the Johnston County Wastewater Treatment Facility Mr Kornegay and other haulers, whoare charged a fee to use this county facility, have to travel this road daily and MrKornegay said his trucks are being damaged as a result of the condition of this road Herespectfully requested that the Board of Commissioners seek repair and continued maintenanceon this roadUpon a motion by Commissioner Jerry F Wood, duly seconded by Commissioner JamesW Cash and carried by unanimous vote, it was moved that the Town of Smithfield berequested to repair and maintain on a continued basis East Huntley Street leading to theJohnston County Wastewater Treatment facility3 Budget SessionThe Board continued their study and discussion of the following 1989 -1990 budgetrequestsA Public Utilities - Uniforms The Board approved uniforms for the Public position isreclassified to a class having a higher pay range shall receive anincrease to the first step of the new range or their current salary,which ever is higher An employee whose position is reclassified toa lower pay range or an employee who is demoted to a lowerclassification shall be paid a salary not to exceed the top step ofthe classification salary gradeSECTION VIII The Budget Officer is hereby authorized to transferappropriations within a fund as contained herein under the followingconditionsA The Budget Officer may transfer amounts between objects ofexpenditures within departments listed in this OrdinanceB The Budget Officer may transfer amounts up to 1,000 betweendepartments of the same fundC The Budget Officer may not transfer amounts between funds norfrom the Contingency Fund without prior board actionSECTION _TX_ Restricted Revenues The Finance Officer is herebydirected to fund appropriations which have specified revenues priorto funding with General Fund monies This is to include but notlimited to Fines and Forfeitures, ABC profits and Forestry RevenuesThat a nonprofit corporation is created to issue obligations tofinance the purchase of certain equipment on an installment salepurchase by the countySECTION X Encumbrances All outstanding encumbrances from FiscalYear 1988-89 are to be carried forward to Fiscal Year 1989-90SECTION XI The Board of Commissioners hereby authorizes theJohnston County Tax Collector to collect taxes for the Town ofClayton in compliance with the contract adopted by the two governingbodies A charge of two 2 percent of all taxes collected for theTown of Clayton will be payable to Johnston County for saidcollection serviceSECTION XII The Board of Commissioners hereby authorizes the TaxCollector to bill and collect taxes for the West Smithfield SanitaryDistrict and for the fire departments listed below and to charge auniform fee of two 2 percent of all taxes collected on theirbehalfArcher Lodge Fire District 8
