May 4, 1964 - Regular1 6Fit width2t1?Meeting of Board of Commissioners for the County of JohnstonMay 4, 1964The Board of Commissioners of Johnston County met in regular session on May 4,1964, at 1100 A M, in the Commissioners Room of the Courthouse, with the followingmembers present H M Johnson, Chairman, J D Bailey, Frank B Holding, Norman CDenning, and Jesse H Austin, JrAbsent NoneThe following business was transacted1 Payment to Benton Card CompanyCommissioner J D Bailey moved that Benton Card Company, Benson, N C, be paid610, representing cost of 00 placards used by the county in saluting Johnston Countyindustries and employees during Industry Appreciation Week, April 12 -18Commissioner Jesse H Austin, Jr seconded the motion, which was carried2 Payment to William Ragsdale, JrCommissioner J D Bailey moved that William Ragsdale, Jr, Civil Engineer,Smithfield, N C, be paid 3500, representing cost of survey of Johnston CountyBoarding Home property on Highway # 210Commissioner Norman C Denning seconded the motion, which was carried3 Quit -Claim Deed Ideal Oil Co, IncIn view of representation made by Rhetta Martin, Tax Attorney, that taxes had beenpaid in full through the year 1963 on Lots Nos 29 and 30 of the Lowell Division,Smithfield Township, foreclosed for taxes in the name of Mollie White and upon herrecommendation, Commissioner Norman C Denning moved that quit -claim deed be made tothe Ideal Oil Co, Inc, present owner, upon the payment of 100, conveying LotsNos 29 and 30, Lowell Division, Smithfield Township, foreclosed in the name of MollieWhite, F R # pageCommissioner J D Bailey seconded the motion, which was carried i4 Mental HealthDr C C Sox, Chairman, Local Mental Health Advisory Board, presented requestof Dr Eugene Hargrove, Head of the Department of Mental Health, requesting cooperationfor a pilot project proposed for Johnston County whereby a separate unit or buildingwould be set aside at Dorothea Dix Hospital for admission of all mental patients fromJohnston County, excluding criminally insaneThe resident psychiatrist in charge of the unit would spend approximately two dayseach week in Johnston County working in the Mental Health Clinic, which would enablethis physician to follow up patients he had treated in the hospital That he would alsobe available to assist with the regular activities of the clinicDr Sox stated that there would be no cost to Johnston County for this programand that the proposal had met the approval of the Johnston County Mental HealthAssociation and the local Health Department, and requested approval of the Board ofCommissionersCommissioner Frank B Holding moved that the foregoing plan, as presented by DrSox, be approvedCommissioner J D Bailey seconded the motion, which was unanimously carried5 Resolution Hospital BondCommissioner J D Bailey moved that the following resolution be adoptedWHEREAS, the bond order hereinafter described has taken effect and the Board ofCommissioners desires to make provision for the issuance of 150,000 of the bonds tobe issued pursuant to said bond order; NOW, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston as follows1 The County shall issue its bonds at this time of the aggregate principalamount of 150,000 pursuant to and in accordance with the bond order entitled BondOrder authorizing the issuance of 975,000 Public Hospital Bonds of the County ofJohnston , adopted by the Board of Commissioners of the County on July 2, 19622 Acting pursuant to Section 153 -80 of the County Finance Act the Board ofCommissioners has ascertained and hereby determines that the existing building describedin said bond order the alteration of which is to be financed by the issuance of thebonds is of either fireproof construction or non- fireproof construction as defined insaid Section 153 -80, and that the life of the improvement described in said bond orderis thirty years, computed from June 1, 1963207 I- - - °_23 The bonds shall be designated Public Hospital Bonds; Series B and shall beof the denomination of 1,000 each or 5,000 each as shall be determined by the Boardof Commissioners, shall be numbered from 1 upwards in the order of their maturity, andshall be payable in annual installments on June 1, in each year as follows, viz10,000 in each of the years 1965 and 1966, 5,000 in each of the years 1967 to 1972,inclusive, 10,000 in each of the years 1973 to 1982, inclusive4 The bonds shall be dated June 1, 1964, and shall bear interest from their dateat a rate which shall be hereafter determined and which shall not exceed six per centum6 per annum Such interest shall be payable semi- annually on June 1 and December 15 The bonds shall be coupon bonds, registrable as to principal only, and shallbe signed by the Chairman and Clerk of the Board of Commissioners of the County Thecorporate seal of the County shall be affixed to each of the bonds Each of the inter -est coupons to be attached to the bonds shall be authenticated by the facsimilesignature of said Clerk Both principal of and interest on the bonds shall be payableat the principal office of the Manufacturers Hanover Trust Company, in the Borough ofManhattan, City and State of New York, or at the option of the holder, at the officeof the First - Citizens Bank Trust Company, in the City of Raleigh, North Carolina,in any coin or currency of the United States of America which at the time of paymentis legal tender for the payment of public and private debts6 Each of the bonds and the interest coupons representing the interest payablethereon and the provisions for the registration of the bonds and for the approval of thebonds by the Secretary of the Local Govermmnt Commission to be endorsed threon, shallbe in substantially the following formForm of BondNO NOUNITED STATES OF AMERICASTATE OF NORTH CAROLINACOUNTY OF JOHNSTONPUBLIC HOSPITAL BONDISERIES BTHE COUNTY OF JOHNSTON hereinafter referred to as County , a county of theState of North Carolina, for value received hereby promises to pay to the bearer of thisbond, or, if it be registered, to the registered holder, the principal sum ofTHOUSAND DOLLARS on June 1, 19 , and to pay interest thereon from the date of this bond until it shallmature at the rate of per centum _Z per annum, payable semi- annuallyon June 1 and December-1 -in each year, upon presentation and surrender of the couponstherefor attached hereto, as they severally mature Both principal of and interest onthis bond are payable at the principal office of the Manufacturers Hanover Trust Com-pany, in the Borough of Manhattan, City and State of New York, or at the option of theholder, at the First - recurring installation charge of approximately 28400 The 5 year contracton the present system of the Welfare Department would be waived and would be replacedwith 5 year contract on the proposed systemAction was deferred, pending further investigation and study8 Tax CollectorEdgar Baugham, Tax Collector, requested that the Board adopt resolution authorizingadvertisement of sale of liens on real estate for taxes the first four weeks in Junefor sale on July 1 of each year to take effect for the year 1965 Mr Baughar informedthe Board that only three counties in the state advertised in AugustAfter a discussion, the request was deferred pending further study-,I 9 Tax Complaint J P FlowersComplaint of J P Flowers of the increased valuation of timber land in WildersTownship was referred to W H Britt, Tax Supervisor, for investigation10 Dr Barnes Request for Air StripDr Frank Barnes renewed his request for the Commissioners to set aside funds inthe 1964-1965 budget for joining with the Town of Smithfield and the FAA in providingan air strip on the Roger Smith property, Smithfield TownshipAfter a discussion of the cost, etc, Chairman H M Johnson appointed CommissionersJ D Bailey and Jesse H Austin, Jr as a committee to confer with B W Booker andWillard Stanley, appointees of the Town of Smithfield and other interested parties,including representatives from the FAA on this project11 Register of DeedsCommissioner J D Bailey moved that Catherine B Hill, Deputy Register of Deeds,be paid a monthly salary of 22000, effective May 1, 1964Commissioner Frank B Holding seconded the motion, which was carried12 Home Economics DepartmentAfter hearing a report from Mrs Sarah Ann Sasser, Home Economics Director, ofthe progress made in securing bids for the completion of Home Demonstration Lab andupon the recommendation of Commissioner Denning, Commissioner Norman C Denning movedthat Mrs Sasser be authorized and directed to proceed with the installation of cabin-ets, plumbing, painting etc in the Home Demonstration Lab, amounting to approximately40000 and the purchase of equipment amounting to approximately 120000Commissioner Jesse H Austin, Jr seconded the motion, which was carried13 Health DepartmentCommissioner J D Bailey moved that the proposal as submitted by Dr R DPhillips and recomended by the Local Health Board, whereby the maternal and childhealth section of the State Board of Health would supply funds to hire an additionalnurse who would assume the position of a regular nurse but would in turn provide forthe nurses to devote more time to the maternal and child health program, be acceptedand approvedCommissioner Norman C Denning seconded the motion, which was carried210May_1Q64 font14 Health DepartmentThe request of Dr R D Phillips of the Boards policy for the coming fiscal yearrelative to the salary scale, etc of his Department, was deferred pending furtherstudy15 J I LynchJ I Lynch, District Engineer, State Highway Commission, made his bi- monthlyappearance before the Board and discussed with them certain road matters pertinent toJohnston County, including request of C A Raynor relative to drinage problem andrequest of W T Allen relative to Burnell Church Road16 Transfer American Legion PropertyMessrs W M Gaskin and Hugh Austin, Jr requested the transfer of title of theAmerican Legion property located at the corner of First and Market Streets from thecounty to the Trustees of the Pou- Parrish Post No 132 Said title was placed in thecounty originally to enable the legionaires to secure certain federal aid to build abut in the 1930s and since that time they have assumed maintenanceand support of thesameCommissioner Jesse H Austin, Jr moved that title of the foregoing mentionedproperty be transferred to W M Gaskin, Hugh Austin, Sr, W H Rackley, Adam Whitley,Jr, and P B Stevens, Trustees of Pou -
