Meeting of the Board of County CommissionersJune 22, 1989The Johnston County Board of Commissioners reconvened regular session onWednesday, June 22, 1989, at 5 oclock pm in the Commissioners Meeting Room, JohnstonCounty Courthouse Annex, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, DrJerry F Wood and John M Booker, DVMMembers Absent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard, and Joyce H Ennis, Deputy Clerk to the BoardThe Chairman called the meeting to order, and the following business was transacted1 Council on Aging - Three Month Funding RequestPat Cunningham, Executive Director, Johnston County Council on Aging, met with theBoard and explained there is a possibility of a three month shortfall of Title III B and CState and Federal money for Council on Aging funding which would affect the entire StateMs Cunningham requested assistance of 52,86100 from the County to supplement the COAbudget if this shortfall happens These funds would be in addition to the annual request of67,280 from the County Ms Cunningham further explained there is a bill before the GeneralAssembly to supplement the shortfall, the response from legislators has been positive, but itis uncertain what will happen at this time The COA Director told the Board the Countywould be reimbursed when the agency receives the funds If this request is granted, it willguarantee continuation of services for the months of July, August and September, 1989The Board took this request under advisement2 Budget Amendment - Department of Social ServicesUpon a motion by Commissioner John M Booker, duly seconded by CommissionerJerry F Wood and carried by unanimous vote, the following budget amendment for theDepartment of Social Services was approvedExpenditure Increase - Public Assistance10 -6140 1900 AFDC 126,9341902 Special Assistance 23,5201907 Medicaid Cost 18,437Expenditure Decrease - Public Assistance10 -6140 1901AFDC -EA30,5941903I5001904IV EAdoptions4761905IV EFoster Care2,7481906StateFoster Care9991910FoodStamp Empl Search2,212Revenue Increase103530 -82 Fed State AFDC Revenue 8,618103530 -81 Fed State AFDC Revenue 68,898103990 -81 Funds Balance 53,8463 Budget Amendment - Health DepartmentUpon a motion by Commissioner Frank B Holding, duly seconded by CommissionerJames W Cash and carried by unanimous vote, the following Health Department budgetamendment was approvedExpenditure Decrease - Family Planning10- 5960 -0200 Salary 2,431Revenue Decrease - Family Planning10- 3519 -830 DHS Funds 24314 Budget Work SessionThe Board continued budget work and review on the following agencies requests0I ai431June 22, 1989 ContinuedA Child Support Enforcement Program produces 100 of revenue - Because of alarge expansion in caseload, the agency is requesting one new full time positionB Court Facilities - No change in requestsC Register of Deeds - Difference in budget request in Capital Outlay is because ofcomputer system per instrument cost and new copierD Public Buildings - Increase in utilities because of new building, cleaningcontract, and one new position requested for electrician - plumber Contractedelectrical plumbing work has been very costly in county buildingsE Non- Departmental No changeF Sheriffs Department - Discussed line items where cuts were recommended by theCounty Manager After discussion of the equipment items requested by the sheriff, the Boardagreed to reinstate walkie - talkies, body bugs, weapons, camera optical relay lens, upgrade ofcomputer system, transmitter - restore all equipment originally requested by Sheriff thatwas deleted by County ManagerThe Board again discussed new positions requested by the Sheriff 4 uniformofficers, 1 DARE officer uniform officer driving marked car 1 Narcotic Agent, 1 ComputerAnalyst, 1 Records Clerk and I professional certified drug dog to replace Buck currentdrug dog The Sheriff alluded to the increase in violent crimes According to FBI statistics,violent crimes have gone up 40 in the 1801s He said the Detective Division needs helpdesperately; enforcement and drug education very important at this timeK Coroner - No ChangesL Inspection Department - 1 building inspector position requested - Board favors,feels this is needed It was noted this department is self - supporting by feesM Environmental - Sanitation - no new positions - Board discussed need forcompaction sites across the County The Board instructed the County Manager to check withthe County Attorney regarding the process of and amount of fines for scavenging atdumpster sites Commissioner Cash commented that Cleveland School Community needs acompaction site badlyGarbage Container Site - After negotiations, Commissioner Jerry F Wood ,movedthat approximately I acre more or less of land located near the old Brogden School bepurchased from Roberts Wellons, Inc, at a price of 5,000 per acre for a garbagecontainer siteCommissioner James W Cash seconded the motion which carried by unanimous voteN Landfill - Maintenance and repairs up; request for a new pick -up truck cutrecommended they use rebuilt truck from animal control officer , uniforms cutRadio Control Tower - Damaged by recent ice storms noticeable bend in tower ,also overloaded with antennas - no budgeted amount at this time5 Regular Meeting RescheduledDue to the 4th of July holiday falling on the first Tuesday, Commissioner John MBooker moved the regular scheduled monthly meeting for July be rescheduled for Wednesday,July 5, 1989, and that due notice be postedJail - Request for TV sets in the dayrooms cut by County Manager - Sheriffcommentedthese are a tool for maintaining order,and suggested using the revenue fromcanteen sales to purchase TV sets;
