June 20, 1989The Johnston County Board of Commissioners reconvened regular session on Tuesday,June 20, 1989, at 7 oclock pm in the Commissioners Meeting Room, Johnston CountyCourthouse Annex, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, DrJerry F Wood and John M Booker, DVMMembers Absent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard, and Joyce H Ennis, Deputy Clerk to the BoardThe Chairman called the meeting to order, and the following business was transacted1 Community College Budget StudyThe Board again reviewed at length the Community College Proposed Budget requestswith Dr Tart and Louise WallThey studied the budget requests for General Administration, Plant OperationsBuildings, Grounds and Auditorium, Plant Maintenance, General Institution and CapitalOutlay, and the operations budget request for the new Auditorium They reviewed requestsfor additional personnel in Plant Operations Grounds and Plant Maintenance, agroundskeeper and mechanic Dr Tart explained this seems to be a savings rather than tocontract all this work outDr Tart suggested consideration from the County if at all possible to compensate forpledges on the Auditorium that will probably not be paid over a period of several yearsThe Board thanked Dr Tart and Mrs Wall for explanation and clarification on lineitem expenditures within the Community College and Auditorium budget requests2Schools - Budget StudyGordon Woodruff, Board of Eduction Member, James H Ellerbe, Superintendent, and71Danme withJones, Finance Director, Johnston County Schools, t tthe Board to explain andpranswer any questions the Commissioners might have on the ProposedSchool BudgetQuestions were addressed on 1 Carry forward unspentsurplus - Capital Outlay,2Salary Supplements and amounts the Commissioners and Schoolofficials discussed salariesandsupplement costs at length , 3 DARE program and its effectiveness in the schoolJune 20, 1989 Continuedsystem, 4 Food Service, 5 Electrical rate increases - State participation has increasedonly about 3 to 4 , rate increases as much as , 35 Schools are accessible to the communityand being used for many activities - Dr Ellerbe said the Board of Education is looking atthis situation; there is a possibility they may have to go to a user fee , b InstructionalSupplies - increase of only 3 of 1 - Dr Booker asked how this budget seems to stay aboutthe same; he says there is much concern about Instructional Supplies and Combination Classes- Dr Ellerbe explained that the per student allocation has been increased and they are ableto maintain this costCommissioner James W Cash reminded the Board that there is State Critical Needsmoney of about 10,000,000 of which legislators have been asked to endorse appropriations ofmonies for school construction The Committee needs communications from Johnston Countyconcerning the Countys critical school needsUpon a motion by Commissioner John M Booker, duly seconded by CommissionerJames W Cash and carried by unanimous vote, the following resolution was adoptedRESOLUTIONWHEREAS, Johnston County Schools have suffered a severe loss dueto an arson setting fire to the Four Oaks School; andWHEREAS, this fire has adversely affected the building program ofthe School System and will impact on thousands of school age childrenthroughout the County; andWHEREAS, Johnston County ranked high on the Critical Needs Fundsprovided by the State of North Carolina and if funds had been available atthe time of initial allocation, Johnston County would have been the nextsystem to be funded; andWHEREAS, the needs of Johnston County School System have beenfully documented before the Review CommitteeNOW THEREFORE BE IT RESOLVED that the Board of Commissioners ofJohnston County respectfully request that the Committee be reconvened andthat the balance of funds be allocated to the Johnston County Board ofEducation for School ConstructionAdopted this 20th day of June, 1989Commissioner John M Booker, in addressing Mr Woodruff, commented that bothBoards recognize the critical need for construction of new schools in the CountyCommissioner Booker continued by saying the Board of Education has presented a plan theycan stand behind and the County Commissioners realize the responsibility of funding theseneeds He asked if the Board of Education would consider any type of effort to appropriatefunding with a different approach other than a bond issueMr Woodruff responded he feels sure the School Board would be happy to listen anddiscuss various alternatives with the County Commissioners, however, -he stated the SchoolBoard has recommended the plan they feel comfortable withThe Commissioners expressed strong concern for new school construction and favordiscussing alternatives for funding that will provide educational needs and at the same time,give due consideration to the taxpayersUpon a motion by Commissioner Jerry F Wood, duly seconded by Commissioner JohnM Booker, and carried by unanimous vote, the Board recessed until Thursday, June 22, 1989,at 5 oclock pmrNorman C Denning, CEleanor N Creech, Clerk•DetailsAnnotationsEntry PropertiesModified11192013 15454 PMCreated442003 115403 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date6201989Book18
