Meeting of the Board of County CommissionersJune 14, 1989The Johnston County Board of Commissioners reconvened regular session onWednesday, June 14, 1989, at 7 oclock pm in the Commissioners Meeting Room, JohnstonCounty Courthouse Annex, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, DrJerry F Wood and John M Booker, DVMMembers Absent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard, and Joyce H Ennis, Deputy Clerk to the BoardThe Chairman called the meeting to order, and the following business was transacted1 Designation of NCACC Voting DelegateCommissioner Frank B Holding moved that Commissioner James W Cash be designatedas the official voting delegate from Johnston County at the 82nd Annual Conference of theNorth Carolina Association of County CommissionersCommissioner Jerry F Wood seconded the motion which carried by unanimous vote2 Budget Amendment - School FundAs the result of over - collections and interest income of the Local Option Sales Tax,Commissioner Frank B Holding moved the following budget amendment be approvedExpenditure Increase - General Fund1066259007 Capital Reserve 366,671Revenue Increase - General Fund1032308210 F a Cents Sales Tax 102,1971032308215 S z Cents Sales Tax 264,474Commissioner Jerry F Wood seconded the motion which carried by unanimous vote3 Budget Work SessionA Schools The Board discussed the 1989 -1990 Proposed School Budget at length,and talked about the amount of sales tax revenue as it relates to financing constructionneeds The Board studied requests for Current Expense, Capital Outlay and Capital OutlayReserve There were questions on these requests on a carry forward unspent surplus figure;teachers and coaches supplements coaches supplements up 16 and the cost of thesesupplements to the County The Chairman decided to ask the School Finance Officer,Superintendent of Schools and any other school officials to meet with the Board again onTuesday, June 20th to answer these questionsB Community College - The Board discussed and reviewed the Community Collegeand new auditorium proposed budget requests at length Tentative changes were made inthese budgets, however, there still being questions, the Board decided to ask Dr JohnTart, President, and Louise Wall, Finance Officer, with the Community College to meet withthe Board again on Tuesday, June 20, 1989C General Government Budget - In study and discussion of the General GovernmentProposed Budget, the Board reviewed the fringe benefit package for County employees dentalinsurance, 401K Plan and salary increases Tentative decisions were favorable with theexception of dental insurance unless the employee pays the entire amountD Administration - In discussion of the proposed Administration Budget and arequest for a county accountant, the Board authorized the County Manager to employ acounty accountant with a starting salary not to exceed 30,000E Board of Elections - Budget ReveiwedF Tax Administration - TentativeAdministration and z Planning Department4 Communication Authority - Policy Changeapproval of draftsman position Z TaxSheriff Freddy Narron informed the Board the SBI requires the CommunicationsCenter be under the management control of Law Enforcement, in order for the Center to have? eJune 14, 1989 Continuedfull access to the DCI equipmentCommissioner Jerry F Wood moved the seven member Communications Authority beamended designating the EMS Director, Rescue Representation and Fire Representation asnon- voting members for personnel purposes Commissioner Wood further moved that in theevent the Communications Director is reprimanded or terminated, the appeal to the full sevenmembers would be automatic; that the appeal process would extend from the Authority to theCounty Manager and then to the Board of CommissionersCommissioner James W Cash seconded the motion which carried by unanimous voteUpon a motion by Commissioner Frank B Holding, duly seconded by CommissionerJohn M Booker and carried by unanimous vote, the Board recessed until Tuesday, June 20,1989, at 7 oclock pmEleanor N Creech, ClerkNorman C Denning, Chairman
