Meeting of the Johnston County Board of CommissionersApril 7, 1989The Johnston County Board of Commissioners met in special session on Friday, April7, 1989, at 12 oclock noon in the Commissioners Room, Johnston County Courthouse Annex,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,Jerry F Wood, DDS and John M Booker, DVMMembers Absent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard and W R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transactedI School Bond Issue Payment Schedule ReconsideredTheCounty Manager reported to the Board thatsince the April3rd meeting andconferenceswith the Local Government Commission, hehas received arevised paybackschedule onthe 9 million School Bond issue based on a10 year period, andanticipated theBoard woulddesire to review this schedule as it reducesthe interest byapproximately 15millionAfter substantial discussion and consideration regarding the 9 million School Bondissue, Commissioner Jerry F Wood moved the order adopted April 3, 1989, for a 14 yearrepayment schedule on the 9 million School Bond issue be rescinded Commissioner Woodfurther moved the Board approve a bond repayment schedule of 10 years on the 9 millionSchool Bond issueCommissioner James W Cash seconded the motion which carried by unanimous vote2 Public Hearing - Cable TV FranchiseCommissioner Frank B Holding moved a Public Hearing be set for Monday, May 1,1989, at 1030 am, to give the public an opportunity to be heard on a request forfranchise to construct and operate a TV cable system in the unincorporated areas west ofBenson along Highway 50 to McGees Crossroads and certain uncabled areas west of Highway210 in Elevation, Cleveland and Pleasant Grove TownshipsCommissioner John M Booker seconded the motion which carried by unanimous vote3 Architects Presentations - County Building ProjectsThe architectural firms of Peterson Associates of Charlotte and Cary, andGrier - Fripp CMW of Charlotte were invited to make presentations to the Board forconsideration for the design of proposed County buildings for the Agriculture Stabilization Conservation Service and a doctors building near the hospitalDoctors BuildingJ J Peterson, AIA, in his presentation remarked that Peterson Associates wasstarted in 1974 and has a staff of forty people He continued by saying for the past severalyears, approximately seventy -five percent of their work has been institutional projects forhospital and health care facilities Mr Peterson, John C Brown, AIA, and Mary LouiseJurkowski, AIA, presented a display of designs of health care buildings and reviewed theirmethod of architectural engineering services They emphasized that Peterson Associatesconcentrates on 1 personal service, 2 finishing the job on time, 3 few change orders,and 4 keeping cost downThe Board thanked Mr Peterson and his associates for their presentationASCS BuildingBill Fripp, Grier -Fripp CMW talked with the Board briefly about the type of buildingthat will suit the needs of the ASCS Plans are for this building to be near the AgriculturalBuilding and should be compatible and of the same quality The Board agreed the buildingshould have a slope or A type roof, not a flat roofFollowing discussion, Commissioner Frank B Holding moved Bill Fripp, Architect withthe firm of Grier- Fripp CMW, Architects and Engineers, Charlotte, be employed to design thenew building for the Agriculture Stabilization and Conservation ServiceApril 7, 1989 ContinuedCommissioner Jerry F Wood seconded the motion which carried by unanimous vote4 Magistrates Area - New Courthouse Security DoorsThe Board asked Bill Fripp, Courthouse Architect, to inspect the Magistrates area inthe basement of the new courthouse to see if the security doors are functioning properly andin compliance with the design of the security system5 Appointments - Johnston County Communications AuthorityCommissioner John M Booker moved that the Police Chiefs or their designee ofKenly, Princeton and Four Oaks be appointed to the Johnston County CommunicationsAuthority for a one year periodCommissioner Jerry F Wood seconded the motion which carried by unanimous voteCommissioner Booker reported that Al Gaskill, President of the Johnston CountyRescue Squad Association, has been appointed as the Rescue Squads designee to the JohnstonCounty Communications AuthorityUpon a motion by Commissioner John M Booker, duly seconded by CommissionerJerry F Wood and carried by unanimous vote, the Board adjournedEleanor N Creecli, ClerkNorman C Denning, Chairman
