June 26, 1964 - Special1 2Fit width_ Meetin?of-_ Board- _of_Com _Cmissioners- _forthe ounty, -of- Johnston_ _ _ _ 223June 26, 1964The Board of Commissioners of Johnston County reconvened in special session onJune 26, 1964, at 530 P M, in the Auditors office, for the purpose of adopting the1964 -1965 budget, with the following members presentH M Johnson, Chairman, J D Bailey, Frank B Holding, Norman C Denning andJesse H Austin, JrAbsent NoneThe following business was transacted1 Health DepartmentCommissioner Frank B Holding moved that, subject to the approval of the NorthCarolina Merit System Council, and the State Health Department, the county adopt thefollowing pay plan for the Local Health Department, effective July 1, 19641 Annual and monthly salary ranges assigned to various classes in the countyDepartment of Healtha Director Standard gradeb Professional classes Standardc Clerical classes Three 3 grades below effective rangestandardCommissioner J D Bailey seconded the motion, which was carried2 Transfer of Funds Election Expense FundUpon the recommendation of W H Britt,Auditor, Commissioner Norman C Denningmoved that 650000 be appropriated from the contingent fund and transferred to theElection Expense fund for the purpose of defraying expenditures incurred in thataccountCommissioner Frank B Holding seconded the motion, which was carriedi3 Transfer of Funds Courthouse and Grounds FundUpon the recommendation of W H Britt, Auditor, Commissioner Frank B Holdingmoved that 670000 be appropriated from the contingent fund and transferred to thecourthouse and grounds fund for the purpose of defraying expenditures incurred inthat accountCommissioner Norman C Denning seconded the motion, which was carried4 Adoption of Schedule B License TaxCommissioner Jesse H Austin, Jr moved that the following resolution be adoptedWHEREAS, it is provided in Chapter 158, Public Laws of 1939 in an act entitledThe Revenue Act of 193911, under Article II, Section B , License Taxes of said Chapter,as amended, that the counties of North Carolina or any of them may impose and levy acounty license or privilege tax for the privilege of carrying on the business exercisingthe privilege of doing the act named therein, beginning June 1, 1964 and ending May 31,1965;Whereas, the County of Johnston, a body corporate and politic in the State ofNorth Carolina, by and through its Board of Commissioners desires to impose and levysaid license and privilege taxes in Johnston County for the said tax year 1964 -65 instrict accordance with the provisions of said Article II, Schedule TB, and to imposeand levy said taxes in amounts to the full extent and limit allowed and authorized undersaid Article II, Schedule BNOW THEREFORE BE IT RESOLVEDThat the Board of Commissioners of Johnston County do hereby impose and levy inand for the County of Johnston, North Carolina, for the tax year beginning June 1, 1964and ending May 31, 1965, the license and privilege taxes provided for and authorizedunder the provisions of Article II, Schedule B of Chapter 158, Public Laws of 1939,as amended, and which under said Article the Connties of North Carolina are authorizedand empowered to impose, levy and collect; and be it resolved further that said Boardof Commissioners does hereby impose and levy said license and privilege taxes in amountsto the full extent and limit authorized under said Article II, Schedule B Commissioner Frank B Holding seconded the motion, which was carried5 Adoption of Budget TentativelyCommissioner Frank B Holding moved that the following resolution be adopted224_June 26, 1961_Cont_ ___Whereas, W H Britt, Auditor, and Evander S Simpson, Superintendent PublicSchools, have presented to the Board their estimated budgets for the County and Schools,respectively, for the fiscal year 1963 -64;Now therefore, be it ordered that the county and school budgets for the year 1963-64 be accepted tentatively and the tax rate for the year 1964 -65 be accepted tentative-ly at the tax rate of 136, which is distributed as followsGeneral Fund 1827Special Fund 1882Welfare Fund 2368Revaluation Fund 0050Debt Service Fund 0960General School Fund 5413Vocational School Fund 1100Total 136and approves an additional levy of Special School Dissrict Tax as followsClayton 25 Pine Level 25 Kenly 20Selma 25 Wilsons Mills 25 Meadow 20Cleveland 25 Smithfield 20 Micro 20Corinth- Holder 25 Benson 20 Four Oaks 20Glendale 25 Princeton 20and approves an additional levy for Archer Lodge Fire District of 15Further ordered that the budget be filed with W G Massey, Register of Deeds,and held by him in the office of the Register of Deeds for public inspection for twentydays pending the final adoption of the budgetCommissioner J D Bailey seconded the motion, which was carriediIOn motion made, seconded and carried,it was moved that the meeting be adjournedChairman
